What do the additional ones do for him? If it's so that he can pull out another one if one gets destroyed, that's generally a descriptor for going back to base to recover the Device (or maybe a Hero Point use).

The other question which was raised in a game I was in is whether you need to declare the Deflect target on a turn, or if you determine it on a reaction. Although, of course, there is always the option of readying an action.
