One could also look at it from the perspective of that most natural descriptors that would be Innate are extremely unlikely to come up under a Nullify power. Backlift, involving several cars. Arguably, 3E getting less granular does kind of mess with this a bit. 2E had maximums where you could basically lift it and stagger with it. 3E, if you can lift it, you can throw it 30 feet.

As with many other grappling hook style items, I'd argue for Limited Flight since he can ascend, fairly large distances in the 3D remake, when he retracts it.

It's worth mentioning that, in the case of wanting to target Effects instead of people, the counter action will do the trick 90% of the time, so long as you have an appropriate descriptor.
