Yeah, this seems like a great case for "Best Girl"- not too feminine to freak out the little boys reading, not too fanservicey to turn girls off the character (or be the puerile "Fap Bait" one- a usually-common role in shonen), and she seems like a nice, friendly character from what you've said here.

I like the notion of "taking a weird power and running with it"- it shows more cleverness than the usual American comic book thing of "give them a standard-issue power, or the Full Strength Package". The "Uses Gravity to Give Impressions of Super-Strength" thing is a fun effect, though it could "Affects Others" if other characters have been shown moving stuff that she moved. I guess that's not QUITE a rules-legal depiction of how that Extra works, but I'd allow it as a GM :).
Ochako is one of the rare cases where even people who don't agree that she's best girl can still agree that she's a contender. She does have the more superficial cute and kind girl thing going for her and the slightly deeper quirks of her personality like her down to earth nature and odd sense of humor. But she also avoids the usual designated love interest trap hole of being a useless damsel in distress or background love interest that most shounen and even western comics seem to default the main female characters to. She can generally hold her own, contributes regularly, and gets several moments early on and later in the series where she does show she has the resolve and ability to stand with the powerhouses of her group. One of the best being her fight with Bakugo where he seems to be wrecking her shit despite her getting back up to keep fighting, and when the crowd starts booing him the announcer tells them to STFU since Ochako can quit anytime she wants and Bakugo holding back would be insulting to her resolve and ability since it would mean he didn't see her as a threat. Soon after that she proves that true since she very nearly beats the guy by outplanning him but only fails because she ended up taking too much damage setting it up.

As for the Move Object, I didn't think Affects Others would be a good fit since that's generally giving another person the power to make others weightless instead of just pushing the weightless guy around. Also Herolab doesn't play nice and screams at you if you put that on a power that isn't Personal Range. Mostly it seemed a bit convoluted and hard to really stat out or make work with the existing mechanics so I went with Reaction move object, so the object just moves as a reaction to someone else interacting with it including the person affected.

Man, this character is EVERYWHERE. I swear, despite her goofy looks, she's also the most popular character in terms of Fanservicey pics of the series. Tsuyu is one of the more wise girls of the class, I wouldn't say she has exceptionally high Intellect but is Aware enough to spot openings, deceptions, and traps. In the show she's a bit of a mix of defensive due to her mobility but also offense due to her relative super strength compared to most heroes who's Quirk doesn't directly add to their strength paired with a tongue to let her strike from range.

Hatred - "You Do Not Spark Joy": Meiko believes that things that "Spark Joy" should be cherished while things that do not should be disposed of without hesitation.
Identity - Former Assassin: Meiko was trained since before she could walk to be an assassin and a disposable agent. Yet another build based on a random image I found online. Unlike others I think she can probably be repurposed into other games without much effort. She's a Maid Assassin, a former terrorist child-soldier that was adopted into the family of "The Master" whom she swears to serve to repay their kindness. What she feels could be love, for a young master, or deep respect and loyalty to an older master who sees them like a daughter, or she could just be an amusing underling for an eccentric billionaire with a habit of adopting misfits. The idea is rather often used in manga both for side characters and main characters; Alyosha, Sakuya Izayoi, Roberta, honestly assassination maids are about as Japanese a concept as Giant Robots or Magical Girls.

It knows all their tactics and is both much stronger and has deadly Anomolous weapons forcing the Giant Otter Squad to launch a fighting retreat or die when it is faced.
Monstrous - Predator Friend: Giant Otters are rather more affected by their Predator nature than other Predator Friends, having large fangs and a love of violence that other Predator Friends often lack. Giant Otter Friends are seen as somewhat creepy and often avoided.
Motivation: Thrills: The Giant Otters love to hunt and are a curious bunch. They explore Arai Mansion because they find it fun regardless of how deadly it is and even among their team formation the position that is seen as the best is the Mask position who's duty is to wade into traps and sacrifice herself to distract monsters so the rest of the team can escape. Otters quite literally laugh in the face of death.
Responsibility - Exploration Team: The Giant Otters have made a game of exploring the mansion and in order to do so have formed a team to map it out. To do so effectively they've divided into team roles and adopted a set of rules and formations that they must all follow. A Mask Otter to fight and defend, a Rat Otter to test anomalies and detect danger, a Map Otter to record their findings, and a Home Otter to man their base of operations.

Giant Otter Friends, a fanmade Kemono Friend by Kurojill, are a group of characters found in the Arai-san Mansion horror comic.

Giant Otter Friend, after moving into the Eldritch style Survival Horror apartment complex decided it would be fun to explore the place regardless of the dangers housed within. Where many other Friends blindly wandered and stumbled into deadly traps and the monsters that romed the halls Giant Otter observed and learned, mapping out safe areas and finding anomalous objects or monsters she could use to her advantage. Eventually she stumbled upon the the most useful tool in her belt, the Cloning Floor.

With a whole team of perfect clones of herself, requiring just one Otter to always remain safe to recreate it, the Giant Otter could finally have all the fun she ever wanted, wading right into the most dangerous situations she could without ever fearing death and keep throwing herself at any problem until she found a way to kill it.

The Giant Otter Squad is a group of 3 Giant Otter Friend clones that regularly goes out to explore the anomalous apartment complex while a fourth standby otter waits at home to clone herself if they all die. The Squad operates by going to unexplored floors and trying to find any anomalous properties or creatures and keeping notes on them. The squad consists of a Mask Otter who's duties are to enter a room first to find any traps or monsters and if need be die fighting them while the rest of the team escapes, she is considered the one who has the most fun. The Rat-Bottle Otter has a small group of trained rats she uses to test floors before entering, they are trained to detect corrupting Miasma and act as lures for creatures or traps that react to living creatures, she acts as a support to Mask in a fight. Lastly is Map who is considered the most important to a successful operation and has the least fun, she details all their findings and maps out their exploration and the priority when it comes to escape so future Otters can learn from her hard work.

Due to the limitations on the Cloning room only one Squad was ever operating at time due to the time taken to clone them however after a run in with an Anomalous Giant Otter who failed to exterminate the whole team before they could escape they have changed formations. After one Mask Otter sacrificed herself as a distraction the remaining Otters moved to the clone room and removed the welding on additional Clone doors to create a small army of Otters to kill Anomalous Giant Otter while she was disposing of body in way to prevent any possible recovery. Since then there have been a larger number of Otters roaming the Apartment, it is unknown how their increase in numbers will affect their tactics. What is known is that Anomalous had become more aggressive resulting in higher Otter casualties and reliance on additional backups beyond the Cloning Room.

Monstrous - Corrupted Friend: Anomalous Otter is a corrupted Giant Otter Friend, fused to anomalous objects and given a crowbar that has been given the ability to infect objects it touches with blooming flowers.
Motivation: Thrills: Still a Giant Otter at heart the Anomalous enjoys a good fight and when faced with certain a threat she will not flee, instead she will attempt to kill it laughing all the while.
Responsibility - Anomaly: As an Anomalous Being Anomalous Giant Otter is bound by their rules and logic. She cannot leave the Apartments nor intrude on the territory of other more powerful entities or use the Elevator that allows living beings to navigate the Apartments. She is also unable to enter the Cloning Floor nor does she appear to visit the Standby Floor where the Otters have made their base.

There are multiple Anomalous Otters, as the Otters have succeeded in killing some only for others to appear later.

The origins and nature of the Anomalous Giant Otter are unknown, her goals are also a mystery. She appears to only want to attack the Giant Otters and poses no threat to other residents of the Apartment.

This manga looks pretty messed up, lol. Though I like how they kinda neutralize the whole "cute girls getting murdered horribly" thing by turning them into crazy people who enjoy fights to the death, turning this more into black comedy than "innocents dying". What happens in the comic there? The Autonomous Otter dresses one of the other Otters up like her, thus setting up a situation where she can be torn apart?

It's a web series created by a hentai artist who's art was so offensive that the were banned off their main upload site, afterwhich they decided to just start making a legitimately uncomfortable horror manga until they could start doing porn again. So I would not recommend looking up the rest of their body of work, since while Arai-san Mansion is safe for work 99% of the rest of their content is most definitely not.

As for Arai-San Mansion, the main characters aren't the Otters, they are just a very popular side character who tend to appear in areas before or after the MC or oneshot victims to give greater context to the horrors and eldritch trickery that's going on. The actual main character is Arai-San, or Racoon-san. She is not the actual owner as the name would imply to western audiences, she's just the girl that gets followed around a lot. She's basically a cute if fairly dumb and innocent girl who doesn't realize she's stuck in a horror manga and Mr. Magoos her way through a living in a game of Call of Cthulhu. After she's done proving Charles Darwin wrong a more normal character wanders into the trap, does what a normal person would do if stuck in her situation, and suffers fates worse than death. Or the otter squad appears and shows how the weird events can be taken advantage of.

Most of the horror of Arai-san Mansion is rather less grotesque and more existential. Like there's a room you can only survive if you enter alone, it works because the horror only exists were you aren't observing but if two people enter that area overlaps so it can start to appear, after which if one looses site of the other the unseen one gets trapped in hell. There's a cloning room where it creates perfect healthy clones of you, but the original is killed and most of the pods are sabotaged so that all but one clone are killed immediately after coming into existence. And the living areas have wandering shapeshifting monsters that can read minds, they turn into your friends and try and trick you into letting them in so you have to be clever enough to find a hole in their logic or perception to know it's not the real thing.

Motivation: Thrills: Being a sheltered Inchling Koharu wants to see and experience adventure despite how hostile the world is to her kind. She seeks to try new things and often ignores danger if she thinks it would be more fun to do so.
Power Loss- Miracle Mallet: Sukuna's size changing is thanks to the Inchling treasure she discovered. The Miracle Mallet is said to grant wishes, for her it allows her to grow large enough to ignore the ever present threats to her kind. If she were to lose it she'd be locked at her current size and would not be able to use most of her powers.
Relationship - Shinezumi Fuyuki: A greedy con-artist that Koharu met soon after entering the wider world. Koharu looks up to her as someone more experienced in worldly affairs and often looks up to the con-woman as an example to follow.
Rivalry - Suzume Madoka: Madoka is a fellow swordsman on Koharu's level, but more than that she was blessed with wealth and safety that Koharu was not as well as beauty and greater skill at housework that would make her a good wife. Koharu seeks to surpass her in all these things and does not take kindly when she loses a competition, even if Madoka was never told they were competing.

Relationship - Sukuna Koharu: A young girl who declared herself Madoka's Rival. Madoka views Koharu with admiration for her passion willingness to work hard to improve herself. She often tries her best to help her out.
Rivalry - Shinezumi Fuyuki: Despite her normally friendly nature Madoka often butts heads with Fuyuki due to their conflicting personalities. Madoka tends to passive aggressively insult the lazy martial artist and otherwise subtly mess with her. When she feels Fuyuki has done something particularly aggregious, often being teaching Koharu something improper, she drops the subtlety entirely.
Temper - Iron Chef: As a master class chef Madoka has a great passion for cooking and has no tolerance for fools when it comes to the craft. She hates those with no self awareness of their lack of skill and those with skill but no drive to improve and will quickly drop her normal friendly demeanor to viciously deride them for their sins in the kitchen. Fuyuki is her most frequent victim for both her laziness and gluttony.

Enemy - Predators: Rats are often preyed upon by larger predators such as cats, snakes, and toads.
Motivation: Greed: Greed is just one of many of Fuyuki's vices, the girl is quite willing to lie and steal when the opportunity strikes and often tries to con others out of their valuables. She is gluttonous, lazy, and incredibly hedonistic.
Relationship - Sukuna Koharu: Despite her many faults Fuyuki does have a more noble side. She sees herself as a role model for Koharu and tries her best to teach her about the world. Her qualifications may be questionable but her intentions for once are not.
Rivalry - Suzume Madoka: Seeing the Sparrow as holier than thou and a busybody Fuyuki doesn't get along with Madoka and usually acts in a manner to purposely try and get her worked up.
Weakness - Vices: Fuyuki is very easy to goad and trick by taking advantage of one of her many character flaws. She can always be counted on to try and take the option the easy path or to take advantage of a money making opportunity.

Her name is also a pun, Shinezumi means White Rat, while Fuyuki can be read as either Great Fortune or as Misfortune depending on the characters used to spell it.

Disability - Fairy: Fairies are the weakest creatures in Gensokyo, even weaker than the humans in village. They are dim, slow, and generally incompetent. Childlike in mind and body they tend to be easily distracted and tricked.
Enemy - Player Character: Chiiyousei is a mob character that exists, a FIRST STAGE mob character at that. She and other fairies simply exist to inflate the body count of the Player Character simply because they happen to be within eyesight while she's shooting all the bullets. Chiyo's job is to wander into frame, fire 3 bullets, then get annihilated by the concentrated firepower of a Protagonist who has places to be.
Motivation: Doing Her Best: Chiyousei has no idea what her own goals or ambitions are, or if she did she forgot them. What she does know is that she will do her bestest job at whatever it is that she does.
Power Loss - Flower Fields: Fairies are capable of reviving so long as the source of their magic exists. Each fairy is linked to an element or object in nature and so long as it persists so do they. However they are a transient existence, dying when the seasons change only to comeback during the next when their element reappears. Chiiyousei is a Flower Fairy and will only exist so long as the flowers that created her are blooming.

Notes
Chiiyousei is a fan made character of the Touhou Franchise which is a franchise that actually is very defined by the fandom due to the nature of the work and the creator. A bullet hell game that is very popular in Japan, for the uninitiated it could be summarized as Ikaruga, but with cute anime girls.

Chiiyousei is a one-off character made by an artist who thought the little nameless fairies that appear in the first level of every game only to get completely obliterated by the game's current heroine were kind of pathetically adorable in how hilariously outclassed they were. Seriously, they just wandering to fire off to maybe fire a few bullets once while the PC is in the middle blasting an endless flood of lasers battling a boss that fills 90% of the screen with projectiles. She ended up getting semi-popular enough to get a few more posts from the original artist. Her name literally translates to "Small Fairy".

When Finn decides to teach a bully how to be a better person he accidentally sparks a chain reaction that nearly leads to the extinction of the victims he was trying to save. The Why-Wolves attack in force due to Donny's obnoxious behavior no longer driving them off, in the end it is up to Finn and Jake to return Donny to his old obnoxious self for the greater good.

A video of them popped up on my youtube feed and reminded me that I really enjoyed this stupid idea and so I decided to make a build out of it.

Notes:
An old magical girl build that's been sitting in my computer. Based on an alt skin for Overwatch's Best Girl, Mercy, which is known in the fandom as Pink Mercy or more appropriately Magical Girl Mercy. This build makes use of two of the advantages that were added in the new Super Team Handbook. Improved Treatment and Reviving Team Attack. Improve Treatment basically makes Treatment actually useful by treating it like a weakened Heal, giving the option to remove a bruise, remove or reduce most status conditions, or restore a rank of a weakened ability for every degree of success against a DC15 treatment check. Reviving Team attack basically just lets you use Leadership for Free when performing a Team Attack which is actually kinda broken but really fits Mercy's support style since she's basically going to be attached to one PC letting them permanently Extra Effort at the cost of her action.
