Originally known as the city of San Diego, it was destroyed at the close of the Ahriman War. It took several years to rebuild the area, but thanks to efforts of several heroic Alphas and C.A.S.T.L.E. Capital City came to be. One interesting result of the rebuilding efforts in the community of Capital City was the Capital City Emergency Relief Council (more commonly known nowadays simply as the Council), which was composed of the remaining members of the local governing bodies of the San Diego to replace the position of city mayor and was formed to better coordinate disaster relief efforts and Federal emergency funds.

Unfortunately, during the rebuilding efforts organized crime took advantage of the opportunity to integrate their operations into the budding infrastructure of the city while the chaos and lack of organization by law enforcement was simply too tempting for many criminal Alphas who saw opportunity in such situations led to a sudden boom in super-crimes that several heroes stepped forward to fight for the newly remade city.

One of the highlights of Capital City is the Commuter O-Rail, more popularly known as the O-Rail, which is a magnetically driven and elevated train system designed and operated by Oddessy Technologies. The O-Rail encircles the entire city and has stations at major points within the city. All of Capital City’s suburbs have a station that ties into the primary networked rail and provides access to the city for more than 70% of Capital City’s workforce. Oddessy Technologies also maintains the robotic maintenance workers that their remote operators use to maintain the O-Rail system.

Because of the advancements in “green” technologies done by Oddessy Technologies, Capital City is capable of providing nearly 90% of its entire energy requirements completely off-grid. This makes for an annualized carbon footprint of 0.9327 metric tons--the best in the world. Capital City has a highly efficient hydroelectric dam, a large wind farm, and nearly every building is outfitted with photovoltaic cell systems that feed power directly to each outfitted building, with the excess being fed into the internal power grid. Every major government or corporate facility is equipped with an advanced sub-critical “safe” reactor, which, like the solar cell systems, feed the buildings directly and then pour the “excess” into Capital City’s internal power grid.



Local Heroes:
Apex: Corey Sing gained paragon styled powers from exposure to a sister meteor of the one that empowered the Alpha criminal Atlas, however he suffered none of the personality changes Atlas did and began using his powers to help others. He quickly gained the attention of the Vanguard and he soon was a member-in-training for over a year before going on reserve status with the group and moving to Capital City to focus on his personal life.

Carnivora: The youngest child of the super villain Chupacabra, Carmen Diaz grew up hating how he influenced her older siblings into becoming criminals. Thus, when she manifested her own powers she rebelled and was disowned. She would eventually take a stand against her own family as well as the other criminals that inhabit the city. She is also a member of the Vanguard.

Freebooter: The former sidekick of the second Recurve, the second Nock, Dennis Ross learned a various assortment of skills from his mentor that he supplemented traveling the globe for a couple of years and now uses them to fight against the kind of crimes that the Vanguard tend to miss.

Longstrike: When Dwayne Miller was a teen, he was accidentally covered in liquid chemical concoction while on a field trip at Odyssey Technologies, transforming his body into a kind organic rubber. After attending and graduating from the Vanguard Academy, Dwayne returned to his hometown where he now works as an EMT in between his heroic efforts as Longstrike.

Seeker: Jack Vogel’s life has taken him across the globe in pursuit of revenge for the murders of his parents when he was a child, learning that the Black Lotus Society were the ones responsible he joined their organization to gain more information on them (learning an esoteric martial art style in the process). After several years developing his skills, Jack took his vengeance then fled to Capital City using funds he stole from the Black Lotus Society. Unknown to Jack, Yin-Ko (the only survivor of Jack’s revenge) had moved the BLS to the United States and felt responsible for the crimes they were committing to build their power base in the criminal underworld. Now he fights against the agents of the Black Lotus Society as well as the other criminals that vex Capital City.

The Vanguard: Perhaps the best known gathering of heroes, they are supported by C.A.S.T.L.E. in an effort to protect the general public from various Alpha threats. In Capitol City they are the East Coast expansion to the original, New York based, team. None the less, they are some of the most powerful heroes operating in the world.




Local Criminals:
Black Lotus Society: Led by the Dragon Mandarin, the Black Lotus Society came to the United States to build the foundation of the Dragon Mandarin’s soon-to-be “kingdom”. Disguised as a philosophical movement to help people better their lives, the Black Lotus Society engages in a number of criminal endeavors as they try to expand their realm of influence.

Los Salvajes: Comprised of the supervillain Chupacabra and several of his empowered children, the Wild Ones (as the name translates) are a faction amongst Capital City's criminal underworld that is slowly gaining prominence.

Principia: Margaret Trevail kept the development of her powers over gravity a secret as she did not want to be involved in the life of superheroes and villains, wanting to focus on her scientific career instead. However, when her employers at Noxxor stole her research to use in some of their illegal activities Margaret knew she could not let it slide. Creating the identity of Principia, she set out to waging a one-woman war on them for over a year using inside information. Finally, Noxxor offered her a payoff to leave them alone (only after the gang of mercenaries they had sent after her got sent to the hospital). But then a strange thing happened – Margaret found she had come to like the thrills of wearing a mask, she found herself committing more of the usual crimes a super villain would do.

Photon: For some reason Photon loves working in Capital City. Maybe it’s the ease with which he can find work, maybe he just likes the weather, it’s hard to say why he does anything really but he’s regularly seen somewhere in Capital City what seems like almost every other week trying to pull off some crime. It’s got the point that most of Capital City’s local heroes have a “This one time I was fighting Photon…..” story.

The Silvestri Family: Considered to be the “West Coast expansion” of her father’s operation in New York, Sofia Silvestri and her people and are responsible for much of the ‘common crime’ that happens in Capital City; smuggling, protection rackets, loan sharking, gambling, and robbery to name a few of their less than legal venues. Having inserted themselves from the start of the founding of Capital City, Sofia Silvestri has gained influence over several members of the Council and is able to keep her organization’s criminal efforts well hidden within the city’s infrastructure.

New York City is the largest city and largest metropolitan area, by population, in the United States. It is an international center for politics, theatre, music, fashion, finance, and culture. New York City houses the United Nations and is home to many famous landmarks; the Statue of Liberty, the Empire State Building, the Chrysler Building and Saint Patrick’s Cathedral. It is also a known hub of Alpha activity with the headquarters of the Vanguard being located within the city’s limits as well as independent heroes like Argus operating in various neighborhoods. Over the years there have been several major events that have occurred within the city limits including the Silver Storm, but the heroes of this city have managed to keep it from being destroyed.


Local Heroes:
Argus: Argus is this generation’s bearer of a heroic legacy that has been around since the late 1970s; he fights mainly against the Silvestri family, but has faced off against Alpha criminals that have come to take their bite out of the Big Apple.

Dynamo: Mark Alexander manifested his electrical powers while working on a damaged power line, and following a period of trial and error learning their limits he made his debut as the hero Dynamo. Over the years since he has stood against numerous super villains and has used his fame to support of various charities. However, Dynamo is not the morally upright hero he has made himself out to be - engaging in romances with attractive female bystanders, and even a few of the super villains he fought against. This is a habit he has continued to this day, even after getting married and having a child.

Hydro: When Jake Malloy manifested his Alpha abilities at the age of sixteen he knew that he wanted to use them as a hero, inspired by the adventures of the Vanguard. He spent the next few years hiding his powers from his family and friends while training himself on how to use his ability to turn his body into one of the three forms of water (solid, liquid and gaseous). After graduating from high school Jake moved to New York and wasted no time in starting his heroic career, making a name for himself as an up and coming hero to the point that the Vanguard are considering offering him membership.

Menagerie: A graduate of the Vanguard Academy, Elizabeth Witcover is a hero who splits her time between using her powers (transforming into a variety of animals) to help the general public and supporting various animal related social causes, using her semi-celebrity status to help highlight those causes.

The Vanguard: Perhaps the best known gathering of heroes, they are supported by C.A.S.T.L.E. in an effort to protect the general public from various Alpha threats. Although there have been many members, the current roster is filled with several men and women willing to put their lives on the line to protect the public.

Victor: Growing up in Chicago Victor Carter grew used to hearing about all the adventures of the Vanguard and the Alliance, though he never thought he'd ever be able to meet any of them face-to-face. So when he was attending college in New York Victor was thrilled to become a bystander in a fight between members of the Alliance and the Coalition, although when he saw the dangers of being a frontline spectator Victor wasted no time in helping others get to safety until he was hit by a energy blast. Luckily for him, that resulted in his powers activating and his life (as his primary power is absorbing any kind of energy and increasing his strength and durability). Quickly figuring out his powers, Victor wasted no time in using his abilities to help the other bystanders get to safety. Afterwards Victor put together a costume and jumped feet first into the world of heroes.


Local Criminals:
Sage: While the Silvestri Family represents the “traditional criminal element” from the days of old the man only known as Sage works with the “other” members of the criminal underworld – supervillains. He hopes to elevate them towards even greater heights of crime, and subtly unite them under his leadership. The network of informants he has in most major cities is impressive and gives Sage access to first-hand information of what is happening across the nation.

The Silvestri Family: Led by Leonardo "Leo" Silvestri, the Silvestri Family controls several banks, the city docks, the city sanitation service, and several other assorted companies that stretch their influence across the country, as well as having their fingers in virtually all of the illegal; gambling, drugs and prostitution to name a few which they leave the day-to-day operations to the street gangs they control.

Conflicted: Hummingbird is sometimes torn between her thrill seeking, rule breaking urges and her desire to take care of her family.

Background: Kelsey Keen had become a thief to compensate for her growing up in near poverty until she met her future husband, Carl Davis, who didn’t care that she had a criminal record. That was her past and they were one another’s future, he said when Carl asked her to marry him. From there life became a new kind of normal for Kelsey as Carl’s lifestyle was one of old money and high society, the likes of which was good enough to keep most gossip about Kelsey’s former life very quiet as they proceeded to grow their family with the births of two sons and a daughter.

Then Carl died in an airplane crash while traveling for business and Kelsey’s world fell apart as his family blacklisted her and the children they had never really approved of, cutting her off from the few people who might actually help them. Left struggling to upkeep the lifestyle Carl had provided for their family, Kelsey soon came to the realization that she needed to make use of her old skills to take care of her family now. Kelsey felt she had little choice but to resume her former life to do what was best for her children, so she reached out to a few of her old underworld contacts and return to her criminal ways (although she was much more of a careful thief now with so much to lose if she were to be caught).

For a few years now Kelsey has provided for her children in this way, her extended family never having given a thought as to how she is supporting them (her cover story was that Carl had set up a trust for her and the children in case he were to die was completely believable to his family). Then one night things took a serious turn as while working on a job Kelsey found herself with a front row seat to a super fight between Argus and the super villain Downsizer (who used technology to shrink objects to make them easier to steal), and while her hiding place kept her from being seen it did not protect her from being hit by a stray blast from Downsizer’s namesake weapon.

Within moments Kelsey understood what had happened to her but she kept herself focused on escaping the scene; something which took her several hours just to make it outside of the building at her new small size. It was at this point that she began to despair over her situation and questioned just how she would ever be able to return to her normal size when she suddenly did so. Shocked and confused Kelsey wondered if it all were some kind of dream on her part, had she really been shrunken down only for her to instantly return to her six-inch size. Realizing that she had control over this new power the thief quickly returned home where she spent every free moment fine tuning her understanding of the powers she had gained.

Now that she can go after even more expensive goods as her powers allowed her to access places she could only dream of before her empowerment. During her first string of thefts as Hummingbird, Kelsey’s criminal identity, ran afoul of the hero Argus, becoming part of his rogue’s gallery, and while the dark hero has figured out not only Kelsey’s identity but her reasons for her criminal lifestyle but has kept that information to himself. It is something that his heroic allies would question Argus’ reasons for doing so, even going as far as pointing out the noticeable attraction between Kelsey and the hero.

None the less, Kelsey’s criminal career as Hummingbird continues unbroken as she continues to keep her freedom by wisely knowing when the best times to escape over trying to keep possession of her stolen goods.

Background: Jimmy Krueger always seemed to get the short end of the stick no matter how much he tried – like when he spent two years saving up to buy a car only to have the breaks go out within the first month, causing him to get into a wreck where he was deemed liable and had his wages garnished for three years to pay off his debt (during which time he still had no car as his had been totaled in the accident). Add to that the fact that Jimmy couldn’t hold down a regular job because of his temper so it wasn’t a surprise to anyone that knew him that Jimmy ended up working as a laborer for a construction crew, where they didn’t care so much about his attitude but rather how much work he got done.

It was while on the job that Jimmy suffered a near fatal fall off of a skyscraper and triggered the manifestation of his powers – to transform his body into an organic metal that was super durable. Still, with the height he fell from, Jimmy suffered injuries bad enough that he had to stay in the hospital for a few days for observation (as he’d returned to his normal form immediately after impact, likely due to his passing out). It wasn’t until a few weeks later after he was discharged from the hospital that Jimmy learned about his empowerment when he was told by his boss that he couldn’t return to work yet as the company’s investigation into his accident was still ongoing; seething at the idea that of losing another job Jimmy unconsciously assessed his powers again and went on a rampage that leveled the budding skyscraper and the surrounding block.

From there it didn’t take the young, angry man very long to enjoy the powers he now possessed and using them to make his life better (even if it was at the cost of others). Now, several years later, Jimmy is well-known for causing large amounts of property damage when he commits crimes simply because he does not care if it is a problem for someone else as long as it is not him.

Background: Sarah Sawgraves is a former student of the Vanguard Academy, as part of the current Delta Class specifically when they first started at the school, where she was taught how to use her powers in a responsible manner. During her first year she was taught several means of self-defense as well as how to use a bow to further diversify her offensive abilities.

Along the way she found herself making friends amongst her classmates and taking part in several of their adventures, including the one where the Greek Pantheon took the class to their part of the Imagineria. While there Sarah met and began a romance with Eros, the God of Love, and decided to remain with him when her classmates returned home. Unfortunately, such affairs have typically never ended well, and while Sarah and Eros parted on good terms their time together was short (for a romance involving a member of the Olympian Pantheon that is). Because time passes faster in Olympus than it does on Earth, Sarah had aged several years’ worth of time and her experiences in Olympus left her feeling disconnected from the rest of society.

Between not having a high school diploma and being able to explain her year year long absence Sarah soon fell into supervillainy to support herself using the skills she’d learned at the Vanguard Academy and utilizing the parting gifts Eros had given her – enchanted arrows. Now calling herself Valentine, Sarah has quickly built a reputation for herself as a reliable and skilled supervillain for hire.

Background: Growing up in Quad City, Michigan, Rob Williams knew from a young age that he wanted to be a professional hockey player when he grew up and spent a large portion of his childhood practicing the skills he would need. Despite the fact he was a very skilled athlete, Rob was also a bully who used his physical presence and skills to belittle his peers in both high school and college while building a reputation for excessive partying and questionable behavior.

Despite those detractors, Rob did manage to get recruited into the NHL where he continued with his excesses and bad choices, earning himself the nickname of the Michigan Mauler for his actions as the team’s Goon*. In only five years, Rob racked up an impressive amount of penalty minutes (755, which is an average of 2.9 minutes per game played), but it was during this time that the role of an Goon came under serious scrutiny from NHL officials when several famous, retired Enforcers died within a years’ time and were linked to head trauma, specifically CTE**.

Rob barely managed to finish his sixth season as he’d spent a great deal of it under suspension and paying fines for numerous violations of new rules put in place by NHL officials, but it was made clear to him that he needed to develop other aspects of his hockey skills or he would find that his contract would not be renewed. Infuriated by the ultimatum, Rob left the NHL and for a short while managed to live off the few endorsement deals he’d made but those soon faded away like his career had done and Rob was left struggling to maintain the lifestyle he’d become accustomed to. Realizing he needed to do something he decided to make those he felt responsible for his financial struggles be the ones to help him reestablish his personal finances – the NHL! Carefully contacting the Workshop to build him a set of custom, hockey-themed weapons, Rob developed the criminal identity of Slapshot and began a one-man reign of terror against his former employer.

This led to Rob facing off against the likes of Argus, Victor, Menagerie, Hydro and Avatar. So far he has managed to maintain his freedom despite his newness to the super villain scene, as his natural aggressive nature helps him to make up for his inexperience. Now Rob has dropped his vendetta against the NHL and is focusing his attention more on his super human opponents.


*Goon – A term commonly used to refer to an unofficial role in ice hockey (sometimes also called an Enforcer, Fighter, or Tough Guy), where a player is supposed to deter and respond to dirty or violent plays by the opposing team. When such play occurs, the enforcer is expected to respond aggressively, by fighting or checking the offender. Enforcers are expected to react particularly harshly to violence against his team’s star players or goalies.
**CTE - Chronic traumatic encephalopathy; a neurodegenerative disease which causes severe and irreparable brain damage, as a result of repeated head injuries. Symptoms do not typically begin until years after the injuries and can include behavioral problems, mood problems, and problems with thinking. The disease often gets worse over time and can result in dementia.

Background: Theodore Damasus was a priest that became mentally unhinged as he became obsessed with the punishment of sinners, using Medieval styled tortures, which brought him into conflict with the urban hero Argus. At the conclusion of that first meeting Damasus was arrested and during the course of his trial he was declared mentally unfit to be held accountable for his deeds and was locked away in mental institution.

None the less, Damasus was defrocked and being deprived of his ecclesiastical rank and authority drove him further into his insanity. It also served as the trigger for his Alpha powers, which he promptly used to escape prison and restart his reign of terror, engaging in a long running rivalry with Argus, who Damasus’ now views as an agent of the Devil sent to protect those Damasus would target.

Background: Jack Renton was physically and mentally abused by his well-off and entitled parents while growing up, leaving him with a strong hatred for people with high moral concepts that feel that they are better than others. This attitude left a young Jack a perfect fan of punk music and soon he became a regular in that social scene, finding others who agreed with aspects of Jack’s beliefs and teaching him about other (perceived) social injustices.

It didn’t take long for Jack to become well known to the local police, much to his parents embarrassment, but thanks to his family’s money and influence Jack has never did much in way of punishment for any of his crimes. Then at some point he manifested his powers, which he has never revealed exactly how that happened, and suddenly Jack was causing a whole new level of trouble as he publicly aired his grievances with modern society and was facing off against members of the King’s Watch.

Unfortunately for the heroes, Jack’s powers allow him to blend into the crowd of his victims and to date he has escaped punishment for all of his crimes.
