They're under-utilized. Most GM's don't bother with the PL 4 critters. But as I've said in other threads, you can really put the fear of the suckers into your players if you swarm them and have them use proper tactics.

There really isn't any difference between ooze and water mephits except water mephits are more gregarious and annoying.
