Defenses:

Complications:

Motivation (Guilt/Responsibility)- Joshua still remembers what he did as a stupid youngster, and a lot of what he does is him trying to make up for the memory of what he did.

Motivation (Social Improvement)- Megaton grew up in a rather poor and nasty neighborhood. He wants to change that, and make sure no more young kids grow up in places like he did.

Motivation (Vengeance)- Joshua is determined to pay back the sinister forces that preyed upon the poor neighborhoods and kids like himself. No more exploitation.

Relationship (Algernon Xidorn)- Megaton’s mentor following his attempts at reforming, Algernon is one of the few people on Earth that Megaton has any sort of respect for. Around Xidorn, Joshua manifests a side that he never shows anywhere else.

Relationship (Corona)- Ever since he joined the Peacemakers, Megaton has been in a romantic relationship with their leader, Corona, though his rough personality and Corona’s on-and-off relationship with Gryphon complicates the whole affair.

Relationship (Jack Offswitch and Stonewall)- Before he joined the Peacemakers, Joshua worked with the extraordinary bounty hunter duo during his "wandering vigilante" phase, and he still occasionally pays them a visit or pitches in to help them, for good ole times.

Relationship (The Night Stalker)- Not the current one, but Megaton was beaten into shape by the previous Night Stalker. Without him, Joshua might not be the hero he is today.

Relationship (Thunder Woman)- Megaton and Thunder Woman have worked together a few times. They almost never get along with each other, yet despite the clashing personalities and perspectives they have, they do make an effective pair. Joshua enjoys the arguing and way he can get under Samantha’s skin, while she has come to appreciate the way he has been able to open her eyes to some of the social issues of Newport beyond her own existence.

Reputation (Loner)- Despite being strongly associated with the Peacemakers, Megaton has a reputation for frequently going out and doing his own thing. He can be a team player, but he finds it difficult and challenging at times.

Reputation (Personality)- Megaton can be...difficult to work with at times. Though he is more than capable of being part of a team and working with a partner, there is always a bit of an edge to it, and he frequently gets into arguments with other, equally acerbic people like Gryphon.

Rivalry (Excelsior)- Megaton is annoyed by Excelsior’s existence and way of doing things, thinking of the hero as a “goody two-shoes.” As major black male heroes, they are often compared (perhaps unfairly) by hero enthusiasts.

Rivalry (Gryphon)- Gryphon thinks Megaton is too much of a loose cannon at times. Megaton thinks Gryphon has a stick up his butt. Naturally, these two aren’t exactly friends, and it doesn’t help that they both have relationships with Corona.

Total: Abilities: 50 / Skills: 48--24 / Advantages: 27 / Powers: 96 / Defenses: 18 (215)

Megaton is a member of the superteam known as the Peacemakers, the first graduating class of the Xidorn International Extaordinary Academy, a school for training and educating young extraordinaries. The Peacemakers came about as a response from the students and their teachers, formerly known as the Triad, to attempts by a former associate of Algernon Xidorn calling himself Chronus to form a group called the Titan Supremacy, with the goal of establishing the dominance of extraordinaries over regular humanity.

Megaton, however, was not a member of that graduating class, but came to the Peacemakers as an adult already familiar with his powers, mostly because he didn't have a home. He was once a street tough who tried to establish his street cred with his powers, but was taken down by the second Night Stalker and shown the consequences of his actions, via the damage done to his neigborhood not by his enemies, but by him. After that Megaton became a wandering vigilante, unsure of what he wanted to do, and with no home, until Chronus attempted to recruit him. At first he accepted, but after coming into conflict with the Peacemakers he realized that Chronus was only turning him back into what he was trying to escape, and so he switched sides.

He's been a member ever since, although he still retains a bit of a loner streak, often going off on his own adventures as a hero. This is how he met Thunder Woman, and the comradery has been beneficial for both of them, Thunder Woman helping to soften the rather harsh and hard hitting hero, and Megaton demonstrating to her some of the social ills and problems she is blind to due to her position in life. That Megaton can offer a much more grounded, streetwise perspective on heroism has been key for Samantha, who often struggles with the way her power affects her ability to relate to the world around.

Recently, Megaton has been searching for answers as to where he came from, discovering that he was adopted, and that his powers may not have come naturally to him, but been the result of genetic tampering by a sinister, clandestine force. Already he's begun noticing similar effects in the urban communities he likes to visit, watching children and young men and women fall victim to some nefarious group experimenting on them. He has vowed to bring this nameless group to justice, and prevent them from ever subjecting the youth of America to their cruel and twisted experiments ever again.

Complications:
Dilemma (Now what?)- Nerig has no idea of what he would do if he ever actually achieved his goals.

Hatred (Racists)- Nerig doesn't really like racists. Of course, being an alien, he is somewhat ignorant of the complex racial politics of Earth, and so tends to fly off the handle about things that don't really matter.

Motivation (Defeating Dominus)- Nerig’s ultimate goal is to defeat his father and halt his campaign of conquest, though this may all boil down to him wanting to beat his father up for the way he treated him.

Quirk (Naive)- Nerig is...rather naive about Earth culture. He’ll adapt in time, but some things are a little alien to him.

Relationship (Dominus)- Nerig is the son of Dominus, the ultra-powerful intergalactic conqueror and racial supremacist...and has completely rebelled against everything his father holds dear. It’s unclear whether Nerig rebelled because his father disapproved of his personal development and priorities in life, or that he intentionally did so to draw his father’s disapproval. Whatever the case, these two don’t like each other very much.

Relationship (Apextra)- By comparison, Nerig’s sister is everything Dominus could want in a child, which only furthered Dominus’ disappointment in his son. Nerig never really liked Apextra, feeling that she got it too easy compared to him. This has blinded him to Apextra’s actual character, and that there is more to her feelings and motivations than simply pleasing their father.

Total: Abilities: 84 / Skills: 46--23 / Advantages: 14 / Powers: 83 / Defenses: 11 (215)

Nerig is the son of Dominus, the enormously powerful intergalactic conqueror on a quest of establishing the racial superiority of his people over all others. As part of his agenda Dominus made sure to try and father as many children as he could; he managed to produce Nerig and his sister Apextra before Dominus and his Pale Dominion were crippled by the emergence of an atavistic genetic defect that wiped most of them out and rendered the rest infertile with one another, effectively ending Dominus' vision of racial purity. As a result, Dominus sent out his scouts to find a single suitable race to breed with, one that would not dilute the bloodline he so desperately wanted to preserve.

But Nerig was rebellious and did not ascribe to his father's rants about how they belonged to the "universal masters," completely rejecting everything taught to him. This only caused Dominus to redouble his efforts, and when his scouts discovered Earth and the compatibility of humanity with the Pale Dominion, he set his course for the planet, and in particular Thunder Woman. So Nerig went ahead of the fleet to warn Thunder Woman and humanity of the coming of his father, and assist them in whatever way he could. He helped guide the strikeforce of Thunder Woman's allies that breached Dominus' command ship to directly attack the conqueror himself, although Dominus very easily beat and punished his wayward son in the ensuing battle. But Nerig's plan worked, distracting Dominus long enough for the heroes of Earth to rally and route the ground forces, for the Star Chamber to drive Dominus' fleet from Earth, and for the fleet to be crippled by cosmic hero Panopticon.

After Dominus' indirect death by Thunder Woman, and the subsequent peace agreement sealed by the marriage of Apextra to Kelkemet, whose Perdix genetics could overcome the infertility defect, Nerig chose to remain on Earth, feeling it was good a home as any, and is looking to use his powers and abilities for the cause against those who espouse beliefs like his father.

Megaton's pretty cool- a good take on the "angry black hero with a cause" trope. My own "Top black hero" character has many of the same traits.

Fun fact- Megaton was the first character I ever made in Mutants & Masterminds- in 2e, as 3e wasn't a thing back then.

I do like the whole "Rebelling against father's evil" thing Nerig has, combined with the fact that his sister is Azula-ish in being the "favored child" of their dad. Dominus sounds a bit like one of my own villains- also a Space Conqueror with thoughts of racial superiority. However, in that guy's case, he willfully recruits violent, insular, xenophobic races to his side- thus, he thinks Earth is PERFECT to join his alliance.

The whole idea was basically, "What if Orion and Gamora were siblings?" And the everything spun off from there.

Yeah, I remember you telling me about that guy- you should do him one of these days. ;)

Iron Hammer's actually the next guy once my SuperStar builds are done (only one more to go), so Lord Tiburon will probably be the next posted villain :).

Initiative +8

Defenses:
Dodge +12 (DC 22), Parry +12 (DC 22), Toughness +6/+5, Fortitude +6, Will +8

Complications:
Enemy (Newport Bratva)- The Night Stalker’s main target is the largest and most powerful criminal organization in Newport, the Bratva, aka, the Russian Mafia. Naturally, this makes Alexsei Mikhailov, the pakhan of the Newport Bratva, and his enforcers known as the Grozny Gang, particular enemies of the vigilante.

Enemy (Newport Police Department and ERA)-The Night Stalker’s noteriety, in particular his harsh treatment of his opponents and his general illegal status, makes him a top priority for the NPD, and the ERA is also interested in bringing him to justice.

Hallucinations- The Night Stalker has occasional PTSD-esque flashbacks to his service before retirement, including seeing visions of old comrades getting killed in various horrible ways. Occasionally, he has nightmares of being killed like them himself.

Motivation (Nostalgia)- Like many veterans of combat, the man behind the Night Stalker mask has not adjusted to civilian life rather well. He misses the action and intensity, and while he would rather not be a soldier again, he finds some fulfillment in his illicit vigilante activities.

Motivation (Protecting His Own)- The Night Stalker came about because he saw people in his neighborhood, people he’d grown fond of, become threatened by the encroachment of the Newport Bratva. He doesn’t want anything to happen to them.

Reputation (Brutality)- The Night Stalker has garnered a reputation as being particularly brutal. While he does not go out of his way to kill any of the criminals he has fought, he has permanently disabled many. Though it has not gone very far yet, there is a growing concern among many people in Newport about him, and councilman Matthew Kelly has used Night Stalker as an example of why the ordinances he supports are needed.

Reputation (Illegal Vigilante)- In the United States, all heroes must be registered with the Extraordinary Regulatory Administration in order to legally operate. The Night Stalker is not registered, and as such is operating as a vigilante illegally.

Reputation (Known Legacy)- Though he himself did not choose the mantle, the Night Stalker is part of a rather notable legacy in hero history, given that the first Night Stalker was one of the first active masked vigilantes. This has attracted the attention of Richard Armitage, the previous Night Stalker, who is looking into just who this new Night Stalker is...

Reputation (Loner)- The Night Stalker is notorious among street level heroes for his toxic attitude toward any sort of help. He will aggressively and violently refuse any offer of aid or a team up, and out of any heroes to approach him, only Thunder Woman has actually worked alongside him; ironically, not because she wanted to.

Relationship (Secret Agency)- Before he retired, the man who would become the Night Stalker was a deep black ops soldier, a wetworks operative who worked at the deepest, darkest levels of security for one of the most unknown and imbedded secret agencies in the world. He doesn’t miss the work he did for them, being one of the few people to actually survive their service. But his activities are, unknown to him, attracting their attention, and they may just pull him back into their world, whether he wants to or not.

Relationship (Thunder Woman)- Thunder Woman is the only hero that Night Stalker has ever actually teamed up with. Not that either of them wanted to, but they had to due to extenuating circumstances. And while they don’t like each other very much, the two have softened their stances toward each other, to the point where Night Stalker will actually hear Thunder Woman out instead of immediately rejecting whatever she says.

Total: Abilities: 74 / Skills: 76--38 / Advantages: 43 / Powers: 37 / Defenses: 16 (208)

The Night Stalker is a storied legacy. The original Night Stalker was one of the first costume vigilantes to emerge in the early 20th Century. The second one, his son, would go on to be a member of the second and most famous incarnation of the Allegiance. There was even a third one that appeared in the late 90's. But this is not any one of those men. They were Roland, Robert, and Richard Armitage, extremely wealthy industrialists whose motivations were, for the most part, rooted in protecting their own interests and the livelihoods of the places where they lived and operated. The fourth Night Stalker is a different beast altogether.

He is an ex-special forces soldier, one of the best and most effective black ops killers to live in the United States, and though he tries to bury it, he misses that life, despite also having nightmares about it as well. When thugs working for Alexsei Mikhailov began to shake down his neighborhood, he returned to his secret stash of military gear to drive them out, using a tattered hood and cloak to hide his silhouette and frighten the thugs. It was the media who dubbed him "the Night Stalker," but he doesn't think of himself in that way. He's just simply trying to keep his neighborhood safe, and using this as an outlet for his nostalgia.

He would encounter Thunder Woman when she attempted to be a more proactive heroine against Mikhailov's mob, inadvertently foiling attempts by the Stalker to procure evidence to make Mikhailov's life harder. The two heroes have a very adversarial relationship, despite working together against mutual threats; he regards her as an unskilled, unprofessional bull in a china shop, who should leave this stuff to professionals like himself, while Samantha thinks of the Night Stalker as a dangerous loose cannon who is far too brutal than she believes is necessary in what they do. But despite agreeing on almost nothing, they do agree that bad guys must be stopped, and Night Stalker's more stealthy approached would prove pivotal in helping Thunder Woman uncover the CAM conspiracy behind the creation of Interceptor and bring it to light.

I like Legacy Heroes in stories, so Night Stalker is pretty cool. Oddly, my own universe has a Batmanalogue who is also a big-time Legacy Character. I'm starting to think we've been secretly reading each other's notes or something :). His backstory reminds me of Dr. Watson in Sherlock- was in a terrible war, but desperately misses the action and danger.

Thanks. Putting limitations on certain abilities can really open doors for other, creative uses of said abilities.

Yeah, the Night Stalker is the most intentionally on point analogue of Batman in the Extraordinary Mythos, although the new guy is more akin to "What if the Punisher was Batman?" What's funny though is that the Armitages are more skin to the Starks than the Waynes.

Ranged Attacks +10 (+10 Damage, DC 25)
Initiative +7

Defenses:
Dodge +12/+7 (DC 22/17), Parry +12/+7 (DC 22/17), Toughness +8/+2, Fortitude +8, Will +7

Complications:

Enemies (Sokar the Undying, Marek al-Dajjal)- As one of the most well known and active heroines in the Middle-East and Egypt, it is only natural that Sandstorm would run up against some of the more notable megavillains in the region. Sokar in particular is a frequent adversary.

Fame- Sandstorm is the most famous hero from Egypt and the Middle-East. This comes with a variety of challenges and difficulties, as she is under more careful scrutiny than the more obscure heroes of North Africa and the Middle-East.

Relationship (The Ennead)- Despite consisting of a mostly foreign and non-Egyptian membership, Sandstorm has found some good allies in the Ennead, who do not care about her gender, race, or religion, but only if she opposes the same bad guys they do.

Relationship (Marduk & Ishtar)- Another pair of notable heroes from the Middle-East who have aided Sandstorm before, despite various differences of opinion and attitude; Sandstorm is turned off by Ishtar’s blatantly sexual persona, while she almost always argues with Marduk about polytheism vs monotheism.

Relationship (Mazdak)- Mazdak has been a good mentor figure to Sandstorm, and an ally against Marek al-Dajjal. It helps that despite being from very different nationalities, ethnicities, and religions, they share a lot in common.

Relationship (Pillars of Allah’s Will)- The Pillars of Allah’s Will, the most notable Islamic team of heroes, have carefully observed Sandstorm’s activities. They have invited her to join their ranks before, but she has rejected them, not really buying into the pan-Islamic unity message. She thinks that, for a group purportedly supporting a somewhat more radical cause, that the Pillars are rather conservative and not going as far as they should. In her eyes, joining them would be the end of her heroic career.

Relationship (Thunder Woman)- Despite some differences of opinion and initial misunderstandings, Sandstorm has come to really appreciate Thunder Woman. She considers Samantha to be a kindred spirit, and so tries to follow Thunder Woman’s example as much as possible.

Reputation (Islamic Heroine)- As both a woman and a Muslim who is a heroine, Sandstorm has plenty of detractors, from native fundamentalists to anti-Islamic groups in the West.

Rivalry (As’Saiqa)- As the main team of heroes in Egypt other than the Ennead, Sandstorm has run into As’Saiqa multiple times. The Egyptian government has repeatedly tried to recruit or force her to join their team, but she has managed to avoid this at every turn. As such, despite being heroes, her interactions with As’Saiqa have been cold at best, hostile at worst, and they have almost come to blows on several occasions.

Total: Abilities: 48 / Skills: 50--25 / Advantages: 16 / Powers: 107 / Defenses: 14 (210)

"Asifa Ramliya", aka, "Sandstorm," is one of the most well known superheroes from Egypt, and the Middle East in general. She is both incredibly popular and controversial from nearly every corner; while some regard her as beacon of Islamic virtues, a populist heroine who is of the people and not a puppet of the West or a government stooge like A'Saiqa or the Ennead, the fact that she is a woman who acts on her own initiative, and the fact that is a Muslim at all, have made her many enemies from both anti-Islamic movements and fundamentalist groups.

Along with Mazdak she is one of Thunder Woman's major allies in the Middle East, and has helped Thunder Woman protect NPU students from terrorist attacks, ancient Egyptian and Arab monsters and spirits, and supervillains like Sokar the Undying and Marek al-Dajjal, and she proved instrumental in helping Thunder Woman reach Mazdak while she was being pursued by the Children of Ares, even sacrificing her own freedom to prevent A'Saiqa from arresting Samantha and handing her off to Interguard. She was exonerated later after Thunder Woman was acquitted of all charges, but when the Egyptian government refused to set her free and instead tried to force her to join A'Saiqa, Thunder Woman and Interguard returned the favor, setting her free and giving her a special permit rendering her immune to prosecution by the Egyptian government. But with things still not completely safe for her, CENTRI is considering bringing Sandstorm on-board as a member of Interguard.

I always found it interesting that your world has so many heroes in it that Egypt has enough room for TWO super-teams, to the point where one is not as famous/important as the other :). Marvel & DC tend to go "Okay, so Egypt... here's it's one guy and his Anubis-shaped whatever" for stuff like that.

Sandstorm has powers that border on the obvious for a Middle Eastern character, but I like all the Alt-Effects- I always dug throwing down dozens of those things if I could :).

lol, yeah. It just sort of happens like that, but the way I see it, it's a natural progression of having such an internationally focused setting that of course some nations wouldn't have just one team of heroes in them. Hell, I think my Africa has more heroes and teams in it than all other superhero settings put together, including the Big Two.

Oh yeah, it's fun playing around with building these characters. Plus, a couple factors in Sandstorm's favor is that 1) She's not a Sandman expy like pretty much every other sand controller out there, and 2), there's more than enough other Middle-Eastern heroes out there to balance her slightly more cliche concept out. So it all evens out in the end.
