Fun little factoid about that two-page spread, Hero Histories called it “The Panel That Created the X-Men.”
The story goes that when Dave Cockrum drew Superboy and The Legion #200, he asked the editor for this particular page of art back, as he was an old-school LSH fan, and wanted it for his own collection. Publisher Carmine Infantino refused, insisting that DC did not return original art.
An angry Cockrum soon left DC for Marvel, and took over the pencilling chores on a relaunch of their lowest selling title... A little book would be known as the “All-New All-Different” Uncanny X-Men!

Back then Infantino had a pretty terrible record with Cockrum, many of the designs he refused for the LoSH, Cockhum reused them for the X-Men. Background:
One of the WOTAN Network's chief responsibilities, apart from apprehending super-villains or preventing terrorists, is to monitor unsanctioned activity by other super-humans. Powered individuals who don't pose a clear and present danger to society, but don't seem too concerned with obeying the laws of the sovereign states they operate in. Basically, the WOTAN Network has to try to keep rookie would-be superheroes from screwing up too badly.
Over the last few months, a electrically empowered youngster has been seen operating across Germany and even in Austria and Belgium. Calling himself "Blitzkind," he seems like someone who means well... But, Blitzkind recently stopped a group of Gorgon Cultists from hijacking an airliner. Europa has reason to believe he may just have earned himself an enemy he cannot handle.
Notes:
Blitzkind is meant to be more of a MacGuffin than he is a meant to be a hero; He's got quite a bit of power for his PL, but not much skill or experience in using it. The idea is that the PCs are trying to catch him, but so are the WOTAN Network NPCs and the Big Bad's Minions... And of course the kid doesn't cooperate. His powers should make him really tricky to capture, since you cannot just lock him in a box, you can't really handcuff him, PC Powerhouse's can't easily grapple him, and even most PC Speedsters can't outrun him.

Background:
Phan Thi Trinh was travelling in the United States, being scouted by various gymnastics training programs. When she and her uncle, Huy, were crossing a busy Boston street, a drunk driver in a box truck ran the light. Although she had been standing inches from her uncle, holding his hand in fact, she was suddenly standing on the curb. Totally unscathed. Police detectives were baffled.
Trinh entered a state of shock. She could only dwell on the fact that when the truck started racing across the street, she had somehow stopped it in its tracks and was able to get herself out of the path. In actuality, she had reflexively stopped time for everyone but herself, freezing the outside world in place. Unfortunately, her reflexes hadn't protected her uncle, leading to his death.
The police placed the traumatized girl in a hospital for forty-eight hour observation, during which she mostly slept and cried. When she was released, she was told that the police were looking further into things, but they did not have any reason to think this was anything but an unfortunate accident. However, the detective overseeing her case suspected that perhaps Trinh had been more than simply lucky. She contacted Dr. Moira MacTaggert, who confirmed that the girl was indeed a mutant — potentially a very powerful one. Dr. MacTaggert offered Suzanne a chance to train in the use of her mutant abilities at the Xavier School.

My first instinct when I saw the pic and name was that Express was an awesome name for a Speedster. Then, I noticed she`s a teleporter with descriptor of time stopping. Loads of awesome concept. Not sold on a reaction effect being in an array, I'm curious to hear your reasoning behind "allowing" that, if you`d be so kind? The way I run it is that the user has to announce they are turning the power “on,” at which point it will activate as normally for a Reaction Modifier’d Power. If the user has any other AE of the Array in use then the power is “off.”
Obviously, your mileage may vary and individual GMs always have final say at their table.
It should also be noted that although mechanically she’s using a teleportation effect, narratively she’s not teleporting at all. She has to walk/run/swim/climb to get anywhere. So she cannot “teleport” out of a locked cell or anything like that.

For me reaction on teleport is one of those STOP sign effects that makes it easy to make someone almost impossible to hit since once activated the instant an attack is on the way shes out of there. Only subtle or mental attacks end up having any effect and you have to stack those any time shes in a fight.

Yep, Reaction on anything is definitely a Modifer that always triggers a “Yellow Flag” when I look over a submitted character. Teleport is too. Combine them and it kicks over to “Red Flag” territory.

Yes, it's a nice little trick for teleporters or speedsters to have. Reaction Shrinking or Reaction Insubstantial are nice defensive bonuses for size-shifters and phasing heroes too. But, hey, it's a superhero game. That's part of the deal.

So upon further discussion with my GM for the game where I will be playing Express, I’ve swapped her Reaction Teleport for Deflect. Same basic descriptor, she waits for the attack to be launched, pauses time and gets out of the way, then the flow of time snaps back into place.
The campaign is planes to have a couple sessions where we’re all PL6 / 90 PP total newbies, then we’re going to do a “One Year Later” time-skip and be PL 8 / 120 PP X-Men.
We’ve apparently got a Canadian kid who can temporarily copy the skills and memories of people, while causing the target to lose access to them (provisionally code-named “Memetic Bad-Ass”); a kid from Chicago who can talk to animals; an Iraqi kid who can do the whole Out of Body Astral Projection thing; and a kid who has (and this is a quote) “every super-sense ever.”
I’ll be posting their builds.
