His name's Mark Dacascos, and as an actual martial artist he was the only person in the film with any actual legitimacy in that film. He's actually been in quite a few things, everything from the Crow television series to Iron Chef to the latest John Wick film. Also, the main villain of the movie, Shuko (who's also in the Neogeo Double Dragon fighting game as the boss) was played by Robert Patrick. (who I know most for the T-1000 from Terminator 2)

Oh god... Brotherhood of the Wolf was a guilty pleasure of mine for years. The saddest thing about the Double Dragon movie is how dirt simple it should have been to make it awesome, especially in the early 90s. The decision to go with some magical amulet, to have the twin brothers look nothing alike, to have an evil businessman as the main villain and the numerous other stupid decisions doomed the film to constant mockery.
Double Dragon honestly should have been something like a martial arts version of a Arnold Schwarzenegger film like Commando.
Imagine this:
There's a new gang/criminal organization called the Shadow Warriors that have slowly been spreading their influence amongst the city. They've been taking over neighborhoods block by block, using crooked cops and dirty politicians to get their way, and the people that do stand up to them wind up in the hospital or the morgue.
However, there's one "safe zone" where the Shadow Warriors territory doesn't extend, and that's around the Lee Brother's School of Martial Arts, a place that use to be a run down garage the the brothers converted into a dojo, home and place where they can work on their cars. Anytime any Shadow Warriors try to make trouble in their neighborhood and their surrounding neighborhood, the two brothers set the guys straight. By which I mean they beat the piss out of them and send them back to their masters with a warning. We'd actually see an example of this within the first 20 minutes to establish the Lee brothers as badasses and to set the status quo.
The school also trains locals in martial arts, as well as training the cops in self defense as well, so they're on good terms with a lot of important people. The brothers disagree on how much they're doing. Jimmy feels they should go out and just take down the organization, while Billy feels that doing so would be impractical. Even if they took out the leaders, someone else would just step in and take it over. Billy feels that the best thing to do is to train people to stand up for themselves so that they don't have to rely on the brothers, and let the people with actual authority dismantle the organization for good.
Marian would be someone in a position to try and make some positive change in the city. Maybe she's involved with the DA's office, or even the DA herself, maybe she on the police force, maybe she's with the mayor's office. In any case, she and Billy have been working together to build a case against the Shadow Warriors, and are obviously attracted to each other. She's also part of the reason Billy is reluctant to move against the Shadow Warriors: he doesn't want to screw up the work she's doing to legitimately and legally take them down.
Someone finds out about the Billy/Marian link and reports it to the Shadow Warrior's Boss. The Shadow Boss decides that the removal of Marian can potentially deal with multiple problems at once. Without her, the legitimate investigation into their activities will end, and the Lee Brothers will potentially acquiesce to his demands. So on her way to visit the Lee Brother's Dojo, we get a re-inactment of the original game opening when Marian gets captured and taken away, with the Lee brothers coming out just in time to miss her. A pair of righteously pissed brothers beat the shit out of the guys who are left when they try to smugly threaten the brothers. Billy decides that Jimmy had the right idea after all and that they need to get Marian back.
All of that should happen within the first 20 minutes of the film. The rest of the movie is more or less the Lee brothers traveling from location to location, following the breadcrumb trail and beating the crap out of every Shadow Warrior along the way. And every time they have one of these fight scenes, Billy calls the cops about a noise complaint and the sounds of people fighting, and leaves weapons the villains had in obvious view so that the cops can investigate the scene and discover evidence of criminal activity.
During this time, Marian has also been mentally taking notes, gathering what information she can whenever the Shadow Boss talks with her. At the same time, maybe have the Shadow Boss try to tempt Jimmy with promises of power, and have a moment where it looks like Billy and Jimmy will fight each other, but it winds up being a fake out on Jimmy's part to help get Marian clear or to take out another badguy.
In the end, the Lees have had tons of kickass martial arts fights, and the evidence that Marian and the cops have gathered allow for the Shadow Warrior's organization to be taken down without any possibility for some other group to step in and take over. So Billy and Jimmy were both right in what needed to be done: they needed to work with people to do the job right, but they also had to step up and make the change happen themselves.

The First Fighting Game
DOUBLE DRAGON- Fighting Game (1995):
-This is a Neo-Geo Fighting Game with HORRIBLE graphics (came out a year after V, too), and it was basically completely forgotten to history, being washed over by the huge glut in fighters around this time. The roster is even more generic than Double Dragon V- it's Billy & Jimmy, plus Marian & Abobo from the original games, then the most "boring filler" in game history. FightersGeneration.com shows the msot generic looking roster I've ever seen, with 90% of the characters looking like they're wearing regular street clothes instead of anything resembling fighting gear.

They're good at Disarming foes, teaming up, and can modify most of their caps, but don't have the best grappling skills (someone like Abobo or Chintai will just toss them off with ease).

All will decrease by 2 every successive round the same move is done.

-In the Double Dragon Fighting Game, Billy & Jimmy have been turned into a Shotoclones, throwing out a rising attack, a Hurricane Kick, and a Chi Blast like everyone else, though they charge forward a bit for their Chi Blasts, making them more mobile than the usual. But then they're given like the most Generic Fighting Game Protagonist looks ever, though, being a plain, blond white dude with baggy blue pants and a red shirt... and a plain brown-haired dude with orange pants and a black shirt. Honestly, the combination of traits, and the flagrant stealing of Ryu & Ken's moves (though their "Fireball" merely takes the same pose, and acts as a "slice across the ground" move), makes them the worst Fighting Game Protagonists I've ever seen.

-Williams is the very first enemy you meet, and the weakest in the game. The game compensates by tossing about a billion of them at you in a row, of course. Just why this guy named "Williams" would not only have four identical brothers, all also named Williams, but dozens of clones throughout New York City, some of whom are black or wearing different coloured outfits, is never explained. But this is just something you have to deal with in the "Beat 'Em Up" genre, as tired old sprites get rehashed time and time again, creating armies of multi-coloured Mooks who go down to a few punches. By the end of the NES game, when you've learned a bunch of new techniques, Williams is little more than a weak pushover, but still has numbers and sneaky grabbing tactics to help him out.

-Chintai in the NES, and Jeff in the Arcades, this guy was a Stage Boss that eventually turned into a recurring Mook- a very strong, skilled henchman who rejected your grapple attempts and hit WAY harder than the other goons could. This made him a huge threat, especially when you fought more than one of him. He stats up like a slightly worse (but stronger) Lee Brother, hitting hard but lacking a tiny bit of accuracy, and having lower mental Ability Scores. As far as goons go, he's hyper-elite.

-Oh, Abobo, how I thought you were awesome. Appearing as this grotesque, gigantic fighter, Abobo was the Stage One Boss, later downgraded into a recurring threat with multiples of varying skin colours (the Arcades contained lower-level ones named "Bolo", based off of Bolo Yeung- a common "Bad Guy" actor from the Hong Kong movies, I have just discovered), even a GREEN ONE in one stage! Abobo was huge and threatening, appearing by smashing THROUGH WALLS sometimes, and he never used a weapon, unlike any of the other goons, because Abobo didn't NEED no stinking weapons! He was so damn cool... I was PISSED when the movie of Double Dragon (which absolutely, well and truly proves that Video Game Movies Suck, unless they're the first Mortal Kombat) featured him as a roid-addled fat biker who made a face turn while looking like a Fist of the North Star guy in mid-splosion. But yeah, if you need an Elite Mook, this PL 8 monstrosity oughta do it- he can exert superhuman strength at times. And don't try to grapple him- you'll lose. Badly.

The third time he tries the same technique (or same combo of techniques) in a short span, he will be at -2 to Accuracy, AND to his Active Defenses in that round. All will decrease by 2 every successive round the same move is done.

-Oh, Abobo, what have they done to you? The once-mighty, malformed giant of Double Dragon has been altered into this doofus who looks like a backgrounder from Fist of the North Star- a giant, muscular, malformed guy with a long head and generic clothes. And HAIR! He just looks boring and dumb, as opposed to the deformed monstrosity he was before. And that STANCE! What is he doing, all holding his arms in a loose "crab pose" flex? He sort of resembles his movie version's mutated state during his Victory Pose and his Hyper Bomb special, as he gains a neckless, hyper-muscular look, full of lumpy, bumpy muscles. His moves are plain (a grab and and overhead smash), and his Ending Scene only features him demanding "meat that makes my teeth bleed!". Such a tragedy, I swear...
-Abobo is PL 8 like the others, but one of the stronger Fighting Game characters around, hitting the Zangief Tier and sporting both a grapple (two, but they stat up the same way) and a long-range Strike (resembling the Todoh family's attacks in The Art of Fighting). He's a very stiff, imposing, slow-moving fighter- a classic "Mighty Glacier" as those are called in Fighting Game terms, and the strongest version in the Neo*Geo game.

Just make good fight scenes, a few iconic bad guys (you neglected to mention that Abobo MUST burst out of a concrete wall at some point), and more.

Secondly, I'll take the live action Street Fighter film over the Double Dragon movie any day. At least the characters there vaguely resemble their game counterparts and seeing Raul Julia chew the scenery is entertaining.
Unless you mean the Legend of Chun-Li, at which point it'd be a toss up as to whether the Double Dragon film was worse or not.

MYSTERIOUS WARRIOR- PL 9 (111): ST 4, STA 5, AGI 6, FIGHTING 12, INT 3, AWA 3, PRE 4, Teleport 4 [38]
-The "Mysterious Warrior" (called "Shadow Warrior" in a playthrough I saw) is an acrobatic, powerful fighter who replaces Machine Gun Willy as the Final Boss of the NES version of Double Dragon 2.
Double Dragon III:
BIKER GANG LEADER- PL 8 (73):
-A giant biker dude.
CHIN SEIMEI- PL 8 (78): ST 4, STA 5, AGI 5, FIGHTING 11, Close Attack 2, Equipment (Claws +1- Split) [5]
-The brother of Chin Taimei from the second game, Seimei fights to avenge him. A short, dumpy guy with short Wolverine Claws on his hands, he will join your quest once you defeat him.
YAGYU RANZOU- PL 8 (76): ST 3, STA 5, AGI 5, FIGHTING 11, Close Attack 2, Equipment (Ninja Sword +2), Wall-Crawling [3]
-A fast-moving Ninja from Japan who can Wall-Jump, he will also join your quest if you defeat him, largely out of shame and respect.
MUSCLE MAN- PL 8 (73):
-A generic huge dude with pink pants and no shirt.
MUMMY- PL 7 (82): No STA, FIGHTING -2, Immunity (Fortitude Effects), Protection 7 [9]
-You fight two of these, one at a time, before meeting Princess Noiram. They are strong, but also very slow.
PRINCESS NOIRAM- PL 8 (98): ST 4, STA 5, AGI 5, FIGHTING 11, Close Attack 2, Blast 6 (Accurate 2), AE: Teleport 4, "Snake Form" (Morph- Metamorph) [25]
-An Egyptian Princess who can take a snake form and disappear around the room frequently and Blast away at you. It turns out that she's Marian in a mind-controlled form.
Super Double Dragon:
* These are the weakest Bosses in the series, as they are actually just a series of usually large guys that join groups of Mooks in assaulting you- you never face them alone. Even DUKE, the Final Boss, is faced with a band of other guys. Unusually, all of the Bosses reappear later on, recolored, as regular mooks. It's a nice way to re-use sprites, I guess, and is an old RPG trick, too.
STEVE- PL 7 (75): ST 4, STA 5, AGI 5, FIGHTING 9, INT 0, PRE 0, Close Attack 1 [3]
-A guy in a business suit.
JACKSON- PL 7 (69): ST 6, STA 6 [-4]
-A big, muscular dude with taped fists and a black shirt. A former boxing champ.
CHEN RON-FU & CHEN RON PYOU- PL 7 (75): ST 4, STA 5, AGI 5, FIGHTING 9, INT 0, PRE 0, Close Attack 1 [3]
-A pair of guys in Chinese garb, fought on different levels of their temple. Ron-Fu specializes in kicks; Ron Pyou in punches.
McGWIRE- PL 7 (69): ST 6, STA 6 [-4]
-A tall fat, balding guy with green hair and a purple suit, giving him a "Joker" effect. Blocks attacks using his stomach.
CARLEM- PL 7 (71): ST 6, STA 6, PRE 0 [-2]
-A huge guy in a long red jacket and dark sunglasses.
DUKE- PL 7 (83): ST 6, STA 6, INT 2, AWA 2, PRE 3 [14]
-A huge, ponytailed guy in baggy, orange pants, a black muscleshirt, and MMA gloves. Your Final Boss.
Double Dragon Neon:
* DD Neon gives us some very strange enemies.
MECHA BIKER- PL 7 (83): ST 4, STA 5, AGI 5, FIGHTING 11, INT 0, PRE 0, Close Attack 1, Equipment 4 (Space Bike w/ Area Damage 6) [11]
-A robotic-looking Space Biker who shoots jet exhaust out of his Sky-Cycle.

-A pair of mutated clones of Billy & Jimmy, they're based off of the infamous in-game misprinting of "Bimmy & Jimmy Lee" from the NES days.
