-Alice is one of an increasing number of "Creepy Children" in Fighting Games- an obvious homage to Lewis Carroll's Alice in Wonderland (literally being NAMED "Carroll"), she's a London-born little girl and gymnast who's become possessed by an evil entity- one of the Dragons at the heart of Rage of the Dragons' overall story. In her origin story, she was found covered in blood and catatonic at the site of her parents' brutal murder. Recognizing something mystical about her resulting mental problems (she was uncontrollable and kept under observation), the priest Elias took her under his care, and when she escaped, he found and corralled her into trying to fight the evil within.
-Alice, unfortunately, has a rather plain design behind her great character animations (consisting of her slumping limply forward with energy surrounding her hands- really pulling off the "animated by another force" thing). And she has that creepy "character is a child, but she's wearing thigh-high stockings and has a panty-revealing skirt" thing going on, too. The "purple circle" effect isn't really good, though- it's astonishingly plain given the graphics SNK could use at this time.
-In their ending, her and Elias defeat Johann, but the Black Dragon attempts to take full control of her- Elias nearly sacrifices himself rescuing her, leaving her free of evil influence forever. Finally free to be her own person, she nonetheless fears life without Elias guarding her.
-Alice seems less mobile than most "Tiny Girl" fighters, but has the standard attacks- Strikes, a rising move (the guy on YouTube appears to ONLY use Elias, but the Fighter's Generation webpage shows a gif of a rising spike move, and she has one called "Rising Hell", so I put two and two together), and a pair of Blasts that swirl along the ground like little tornados.

-YET ANOTHER Teen Girl in the game, this one wears a sporty hat, short hair, and baggy pants, marking her as a fun, street-smart type. A Brazilian Capoeria fighter, she's fair-skinned (to be fair, Brazil has a LOT of racial dynamics going on, so someone who was basically Caucasian could fit), loves dancing, and causes problems. She's also a classic tomboy, fixing cars. Growing up with a father and two older brothers, she recruited the Mexican tough Pepe to find one of the brothers, who'd gone missing after falling in with gangs.
-Pupa is another pretty generic fighter, being a fast girl with a Blast (albeit a thrown weapon), an Anti-Air, and some other stuff.

-Pepe has a solid design, being a squatter, muscular, shirtless guy with a semi-detailed "shirt hanging down over baggy pants" look- VERY SNK-styled. A Mexican extreme sportsman, he was undisciplined as a child, often leading him into trouble. When searching through an Aztec temple hear his down, he opened a scroll that contained the essence of Quetzalcoatl, the Green Dragon, which possessed the boy and empowered him. Now a mighty fighter, Pepe brawled with a local gang, and was sent to Sunshine City by his father, where he allied with Pupa and fought the Black Dragon's forces.
-Pepe is an aggressive, melee-themed fighter, using a lot of really high ax kicks and other things (not very Aztec-y, really- more like Western Kickboxing). One of his combos ends in a vertical lightning bolt, though.

-Wearing one of the naughtier-looking costumes in Fighting Game history comes Cassandra, the "Miss Fanservice" of Rage of the Dragons. She's a mysterious Asian girl with longgggggggg black hair and a costume consisting of some light wrapping over the naughty bits. She used to live in an orphanage, and ran away when the mysterious Oni set fire to it. Her characterization is said to be "autistic", and she often has to be saved from trouble by the violent Oni. Both were taken in by the priest Elias, and these were the happiest years of her life- she abandoned Elias when Oni went missing, however, teaming up with him for the game's storyline.
-Cassandra has similar stats to most of the females in ROTD, being lightweight and quick, but vulnerable. She had the same kind of strikes everyone else has (a smooth upwards swing for her Anti-Air, and a diagonal downward thrust kick for a regular move).

-Oni, named for Japan's mythical monsters, was a violent child who escaped an orphanage with his friend, the autistic Cassandra, and became a runaway. They eventually fell in with the preacher Elias, but eventually abandoned him after Oni's violent side lashed out as Cassandra, causing Elias to beat him. Oni became a ruthless fighter in combat circuits. His design's just... all OVER the place, with a stylish top (with a white line matching his hair, causing it to resemble a rat's tail), spikey white hair... bright red pants, metal claws, and oversized metal boots? It's just a MESS.
-Oni fights using a pretty generic style, throwing out "Energy Slashes" from his claws.

-Next to Billy & Jimmy "Lewis", the only obvious link between Rage of the Dragons and Double Dragon is "Abubo", the muscular powerhouse Sub-Boss of the game. However, this guy has a topknot and tiny goggles along with regular clothes, differentiating him from the monster of the DD games. Unfortunately, the designers made him this impossibly-hulking monstrosity with a fat lip and lantern jaw, making him unbalanced and rather goofy looking. Abubo is the minion of Johan, and faced separately- it's said he was planning on overthrowing his former gangster boss until the Lewis Brothers arrived and beat him, so he has held a grudge ever since.
-Abubo is your typical "Huge Guy" character, being big, awkward, and slow, but his remarkable toughness, Sub-Boss status, and "Ground Pound" move (the same that Jax does in Mortal Kombat makes him a dangerous PL 8.

It's just a MESS.
