Tent City

You approach the homeless encampment and the people respond with looks of suspicion and either glare at you or head into their tents and zip it up.

Kit, a few of them seem to recognize you and begin pointing and start spreading the word about your presence.
As outsiders to the homeless camp, you start out as Unfavorable.

Kit, your Fame complication kicks in and they are Hostile towards you because you are a local superhero/authority figure.
Take an HP for the setback.

Before entering the camp, Kit radios in to let those staying behind they are going to check out the camp and substation area. Maybe find where the signal is coming from. Seeing all the eyes on him and the fear they held was new to him. Not the eyes bit, cute women with dirty thoughts and fan boys had looked him quite a few times at pressers and cons. The fear bit threw him off. Here he thought he was well liked.

As he made his way through the camp, which wasn't exactly subtle given all the eyes on him, he tried to talk to a few of the homeless to assure them he doesn't mean them harm. "Just here looking around. I don't want to cause you any trouble. Just trying to root out those who would cause you trouble.", Kit would say sometimes with his convincing smile and charm. Other times, he would give little nods and simply say, "Its ok. I don't mean to bother you.". Still others he would pepper with questions and compliments like "That looks pretty sturdy. You've made a good place here it looks like. You see anyone around who might be aiming to cause trouble?".

Tent City

Kit is able to smooth out some ruffled feathers but the people still don't trust him enough to tell him more than the usual homeless patter. He does find out the tent city popped up here recently.

Taheka does note something of interest. The common area with the cooking and hygiene area contains a lot of brand new (relatively) items. Usually, these areas have second-hand, older model appliances, but these are all current models. You also notice several large restaurant donations set out on the tables. Not totally uncommon but it definitely seems like this is well funded by people who want to attract and keep homeless people here.
Persuasion is DC15 for one level of improvement, and 2 additional successes for each additional level. So your 28 moved them to Indifferent.

Nobody says anything, but they do eye you suspiciously.

The food comes from four different local restaurants. The labels on the bags and boxes of pizza all have different names on them.

One of the men approaches you.

"Grab yourself a slice. There is always extra pizza."

When Kit informed those still at the opera house that he, Angela, and Taheka planned to walk into the homeless tent settlement Sky Guard was going to advise against being so obvious about their movements. But he stopped himself when he found out it was already too late. Instead he settled for requesting that they keep him and the others updated.

Then the police arrived at the opera house and the mutated criminals began to convulse. Sky Guard had no idea what would happen if he resorted to empathic healing, how it might affect him or if it would have any impact on himself of the victims, so he held back the impulse to use his abilities in this situation. If he turned into a mild monster and attacked people, it would only worsen the situation. Quickly he called out to the police.

"We need medical assistance!"

Next Shy Guard hurriedly began trying to separate the bodies of unconscious animal people from one another, and clear objects from the spaces around them. He was no medical professional, but there were some common sense things that could be done it help minimize mundane risks. He explained his actions while encouraging Angela and Torako to assist.

"Clear the area around them of other people and objects they could hit. Try to keep them on their sides so their airways remains clear."

The officer in charge gives orders to the men to follow your instructions.

"We're going to need some serious help to handle something this big. I doubt even all the available city, county and state resources could deal with this. We're going to need some Federal assistance."

Angela follows the others into the camp in her flashy clothes, hands behind her head. Lots of brand-new stuff. Lots of food donations. Someone obviously trying to keep a human shield of homeless people here. Nonstandard transformers cranking up the voltage to incredibly high levels in a nearby substation. Come on, there were practically blinking LED lights that read "supervillain lair" over the area. But it'll be hard to make headway if the locals aren't on their side.

Angela steps in and takes a slice of pizza, stretching out the gooey cheese and licking her fingers as she ate. If there was something different peoples could bond together, even humans and machines, it was good food.

She strikes up a conversation with some of the people nearby. "We're here to investigate some weird activity," she says, holding up the crust with one hand, "We've found something amping up the voltage in the old substation to dangerous levels and we wanna make sure nobody gets hurt if there's an electrical fire or short circuit."

As Angela grabs a slice of pizza, she notices the names on the pizza boxes. They are all fake names - John Smith, Jane Doe - or fictional characters.

She is reminded of how Black Rose kept all the gang members present during the meeting turned trap with the gold rose given to each one. And they are doing the same thing here with homeless people.

The man is confused by Angela's question. "I don't know anything about transformers. We haven't had any problems with electricity here."

He seems to genuinely not know what you are talking about.

"Yum pizza" was all Tamati could say as he took a piece, he was feeling quite hungry after the fight earlier.

"Sorry, my name is Tamati." Tamati offered the hand not holding the piece of pizza to shake "So apart from Kit over there, there hasn't been anything unusual going on?"
