As a wizard, how do you want to handle gaining new spells beyond the spells gained at level up? A non-1st level wizard could have found and transcribed any number of spells depending on opportunity and finances.

Found the table I was looking for. So yeah, you can copy spells from scrolls and spellbook you decipher.
Adding the cost of buying a scroll and copying it;
Lvl 1 110g
Lvl 2 220g
Lvl 3 350g
Lvl 4 520g
Lvl 5 890g
Lvl 6 1580g
Lvl 7 2910g
Lvl 8 5520g
Lvl 9 10690g
You can't copy over cantrips. Spells with a costly material component must have that cost added to the scroll when made, so needs to be added to the cost of the scroll you purchase to copy.
That's all for buying scrls to add.
Each spell takes 2 hours per level to copy into your spellbook.
If you find a scroll or spellbook that has a spell you want, it costs 50g per level.

So you're saying he or she could not have just found a scroll or two along the way? Okay. That just means future caches should have more scrolls. (on average.)

None of us started with anything more than starting gear +300GP + a horse and saddle.

Nope. They've just had a single encounter in town.
As it is, wizards already get far more spells through leveling up that anything besides Clerics and Druids (since they have full access to their list to prepare from, though their lists are a bit smaller than wizards)

If you want to start with 3 lvl 1 scrolls, or one 1 and a lvl 2, Salazar could have leant your character 30GP as a way to have those two characters have interacted in the past.
