Ooc - what did you do with the redcap? It seems like there is a shortage of arms to me. One to grab the carriage, one to hold the redcap, one to grab Iolas..?

Iolas's keen ears heard screams from behind them. A large something flew high above, it's shape indistinct. As a boy, his mother told tales of creatures long since departed this world. Then there were the other stories. The ones told to frighten young children into behaving and minding their manners. As he grew older, Iolas had brushed those off as mere lies told by parents everywhere. Now, he wasn't so sure they were lies.

@Iggy, it is clear that there are other pursuers, just distracted by the buffet of humanity between you and them.

Ok Iggy. You notice a dark sinuous shape swimming parralel to your carriage as you get the occassional glimpse of the murky waters of the Thames. You fire a shot but the creature sinks beneath the water effortlessly avoiding your shot, which harmlessly dissipates on the surface.

M&M doesn't measure things that way or have rules for that. Concentration checks have often been used to reflect doing something in a chaotic or less-than-ideal environment in 2E. I can see that as Iggy puts some part of the ingredient into his mouth as he jostles open another container.
