If it's OK, assume Lilly is using her Insight skill (untrained rank 6) a lot to Evaluate what the woman is saying for any signs of deception and ensure that she is trustworthy. I'm guessing she is, unless the GM says otherwise!

Pokemon trainers? Basically like hunters. You need a license from the Forstamt (Forestry Office) first.

As for Lily's senses...yes, the woman is trustworthy, just nervous.

Does that require a Benefit: Pokemon Hunting Licence or the equivalent ?

I think it'd be covered under these benefits:

Benefit Pokemon Trainer (Dex Holder)
Benefit Preferred Agent (Private Contractor to DXDO)

She'd just need to update the license for Germany as a bit of fluff. At least that's my take. It's all up to Neo of course.

Hm. I was kinda just running with Torque's first impression of Hagen, But I kind of like the way Andrea and Lilly are playing out in contrast to Torque's impressions..

I think Andrea being much newer to the Ministry than Hagen means weirdos like us can still freak her out!

Amy is essentially a mercenary and adventurer at this point. A bit more mature and professional, but still feisty.
