Stops time, heads to nearby cafe, as time resumes she hands Ernie a frappuccino for his pals.

This sounds entirely embarrassing for the villains. They're people just as normal as us, they deserve respect too.
Come on now, let's give them the dignity they deserve.

---Complications---
Motivation (Heroism): Hope has that spark of heroism that naturally lends towards doing the right thing, racing towards danger if it means protecting others. It can make her hesitate when "what is right" isn't so clear and it can make her fairly predictable, though not quite gullible.

Powerloss: Perhaps ironically given Hope's ability to absorb sound creating a zone of silence, entering OTHER zones of silence that block out sound for her to absorb cuts off Hope's own power, including her ability to communicate, as due to disuse for years, Hope's voice is too weak to effectively use.

Phobia (Horror movie tropes): Hope's never handled horror movies well and anything that reminds her of them can make her skittish or worse depending on the situation. Things like typical horror movie monsters (vampires, werewolves, zombies, ghosts, etc) or situations (spooky hallways with flickering poor lighting, "haunted" houses, etc) are all fair game.

---Background---
Hope is a natural born psychic, though her power didn't manifest until she hit puberty. It was quite shocking when one day no matter how hard she tried, she couldn't make herself heard. After numerous specialists weighed in, it was discovered she was using a psionic power to absorb sound, but no-one could figure out how to make it stop. Being of a more optimistic disposition, Hope didn't let that news get her down and while she knew nothing about psychic powers, through nothing more than her own tenacious determination, Hope figured out that she could also project sound. It took some effort and practice, but after a few weeks, Hope mastered speaking again through the use of her powers.

The realization of her other power to project a powerful field of energy that could protect things she touched came with a near brush with disaster. One rainy night, Hope and her family were returning from a family outing when the car aquaplaned off the side of the road and into a large tree. Instinctively, Hope extended this protective psionic armor into the vehicle which ultimately minimized the damage of the collision and protected the occupants.

It didn't take long for her to figure out how to reproduce the effect and it was around this time Clairmont Acadamy contacted Hope's family. The story had gotten out by a witness to the car accident who had stopped to help after seeing the car become enveloped in light before hitting the tree with enough force that would have otherwise folded the vehicle and caused severe injury to the occupants, but was shocked when all three occupants stepped out relatively unscathed. Hope was still riding the high of realizing she had superpowers and was thrilled to accept the invitation to attend Clairmont.

---Personality---
Despite Hope's perceived disability caused by her powers, she is a cheerful and energetic girl, an eternal optimist. She's not oblivious to negativity or bad situations, but she is determined to be the kind of hero that face those kinds of things with a smile to put others at ease with her unshakeable confidence.

---Power Profile---
Hope's powers are psionic in nature and have two aspects to them. The first is sonokinesis, or the manipulation of sound.

The primary effect of her sonokinetic abilities is the absorption of sound. She is able to extend this "zone of silence" out to 30 feet, but she is unable to turn it off entirely no matter how much she condenses the zone, leaving herself in a perpetual state of aural concealment and rendering her effectively mute. On the other hand, she is also able to project sound, so while she cannot speak, she can still communicate audibly, in addition to being able to project other sounds, music, voices and so on. Worth noting, Hope is not able to absorb condensed soundwaves such as those seen in sonic blasts fast enough to make her sonokinesis a viable defense against them. Also interestingly, Hope is able to hear sounds that would be made inside her own zone of silence, likely due to that fact that she is absorbing the sound, not simply negating it.

Hope's secondary power is converting the sound energy she absorbs into psionic energy which manifests as a silvery-prismatic light that she can envelope solid matter within a form of psychic armor by touching it which reinforces the strength and durability of whatever she places it on. The armor is approximately a centimeter thick and covers what it is placed on as best it can and is quite durable. The armor is also quite rigid though, so placing it on something that alters its shape, such as humans when they move, the armor prevents movement, making it a viable lockdown ability to use against enemies.

Hope does use her psychic armor defensively herself in a reflexive way so that rather than suiting herself in a full armoring that would prevent her from moving, she quickly creates sectional plates at the site of an attack against her.

Lastly, Hope has an ace in the hole in the way of a psychic wail, unleashing a huge amount of psychic sound which is physically audible but causes damage on a psychic level over a huge area. As this ability is more of a nuke and does not distinguish between allies and enemies, Hope uses is sparingly, and as the wail can be negated by simply not hearing it (covering or plugging ears, being in a soundproof room, etc) it is also not the most reliable.

---Edits---
 Presence from 1 to 0. 1pp moved to Skills to add 1 to Deception and Persuasion, no change in bonuses. 1pp added Attractive. Presence is an awful attribute.
 Expand Absorption was made an alternate effect of Sound Projection. Made more sense that she can't absorb and project sound simultaneously. This meant more points for Expand Absorption to make it a little more robust, though not terribly higher impact, even with the half effect Sonic Immunity added in there, which was added more so the absorption area didn't become a 250ft burst area. Sonic isn't super common a descriptor.
 Armored Weapon was slightly tweaked and feels cleaner now. Doesn't give her Multiattack on anything she picks up to use, and also factors in the potential use of it on her unarmed attacks as well, so doesn't really matter if she's holding a weapon or not, that in itself is just descriptive flavor and MAYBE a descriptor for the type of physical damage through Variable Descriptor. Streamlined.
 Conversely, her Escrima Sticks get an Enhanced Power slot dedicated to them. They are, strictly speaking, better than Armored Weapon, but being that the sticks are her weapon of choice, this makes sense. Armored Weapon is meant to be a fallback and really only lacks Multiattack.
 Imprisoning Armor got a slight update, it's no longer Cumulative, but has Improved Critical to improve the odds of landing it. Also added Resistable for Strength, since it makes sense than stronger enemies may just power through her trying to imprison them, rather than having to get caught then break free of it.
 These above changes end up saving 3pp! This is done by reducing the cost of her array by 2pp, and moving the 2pp cost Extend Absorption to an AE, saving 1pp more.
 Added Redirect, Set-up and an extra rank in Equipment for padded armor.
 I know Equipment armor never stacks with Protection from powers, and it isn't meant to. This armor is here purely for attacks that Hope is unaware of, which bypasses her Protection power. So against attacks Hope isn't aware of, she rolls a Toughness +5 instead of +8, and at that, the costume is equipment, so subject to the weaknesses of being equipment.
 Took Attractive right back out and replaced it with Language for ASL. Huge oversight to have not included that, but it makes sense she would learn it in case for whatever reason she couldn't use her powers.
 Corrected the cost on Expand Field to 9pp and made it the principal power in that array. Sound projection was unchanged.
 Updated Psionic Armor to be more streamlined and function properly.
 Removed the "Noticeable" flaw from Reactive Psionic Armor and upgraded the Quirk to a full-fledged flaw at the GM's discretion.
 Between the reduction in cost in Reactive Psionic Armor(-2), and putting the correct cost on Expand Field(+1), I ended up with 1pp, which I put in her Expertise to bolster her Fascinate advantage a little (which I also notived I forgot to fix the bonus when I adjusted her PRE before. That has also been fixed)

Thanks. I put a lot of work in making her powers interesting and hopefully a little bit unique.

As for the picture, i found it on Pinterest, but I recognize the overall design as most likely being someone's character from Champions online.

Does this make shapes different from the underlying "skeleton?" Could she create a solid wall over a fence, say, or an axe over a tree branch?

The intent is that it will reinforce the matter in question by conforming to its shape, not adding onto it. Something with a fine enough mesh or small enough gaps might get covered over (making something airtight that was not previously). So a chain link fence would have too large of gaps, but if it has those strips in between the links, filling in much of those gaps, the energy may fill in the remaining small gaps and make it a solid airtight wall.

I figure the force field is about a centimeter thick, so a gap that is 2cm apart is 1cm from both sides, so would be filled in by the force field. Anything larger would leave gaps. It also depends a lot on the shape of what she is putting the armor on.

Wouldn’t it be easier to model that as something like this:

Protection X (Extra: Affects Only Objects, Affects Only Others, Feature [object sheds dim light], Sustained; Flaws: Quirk [limited to Mass Rank 3 or less]) [ 1 PP per Rank ]

Nah. The problem with Protect, as always, is the PL cap. It would make her ability worthless on allies, but besides even that, Create is much more useful. With create, she can use her psionic armor on enemies to lock them down. She can create a barrier that can tank at least one hit before the object or person under it is harmed, not to mention protect from area attacks, and blocks line of effect and sight as the energy is not translucent.

Not to mention future upgrades where she may be able to create free-standing constructs.

Sadly with the resignation of a new hire, scheduling at work just became a nightmare. It's been hectic enough I haven't had the time to sit down and finish Void's background, and that's not likely to change for another few weeks. Judging from the pages of submissions and discussion your not hurting for applicants, so I will just bow out for the time.

Thanks for the consideration, and comments and I wish all of you the best in the game. I'll keep an eye out for the IC thread, if only to see BGIII's staged reentry Fastball Special maneuver in play!
