Stray Attacks

How do you handle this situation:

Bank robber shoots at the superhero and misses but there are pedestrians in the background. Do you just rule the shot misses the civilians, roll for a possible hit, allow the bystander a Dodge check, rule it a hit then handle it as a scene Complication, or something else?

In general, D20 doesn't mechanically handle such misses. It would be a Complication if invoked, but otherwise, it just misses everyone entirely, only damaging harmless background.

Maybe make it a function of a natural 1 or critical failure as an optional genre rule.
