-Will o' the Wisp (from Scranton, PA!) is a very unique Spider-Man villain, but unfortunately he's such a D-Leaguer that they've never really used him. I think his total appearances amounts to ten or twelve issues or something. He's your standard brilliant scientist who did some stuff, gained some powers, and became a mercenary, opposing Spider-Man & joining Silver Sable's Outlaws group, but that was it. He generally acts like a Mercenary (sometimes under the employ of Jonas Harrow), but in the past decade-plus, he's just been sitting around in background scenes.

-Will's powers are basically two separate groups of effects, one Alt-Effected off the other. He can attain High Density, becoming a miniature Powerhouse who is really tough to hurt, or Low Density, becoming a flying, impossible-to-damage mass of oscillating particles. In addition, he can oscillate his chest molecules to hypnotize people to do his bidding without words (an Extra on top of the weakening Flaws the power already has). He's not that tough at all (PL 8.5 all-around but for the Hypnotism & Electrical Attack, which are both highly-limited to certain situations), but his powers make him really annoying for physical fighters like Spidey to fight. Note in particular the fact that his Dynamic Array means his Strength can work while Insubstantial (it has Affects Corporeal), given that he has 38 points to play with there (luckily JUST enough to allow for his full Enhanced Affects Corporeal Strength and Insubstantial- I didn't even plan it that way!).

-Molten Man has as good a pedigree as some of the greatest heroes & villains of all time (no less than Stan & Steve), yet for some reason, both just seem to have half-assed it on him. He's got a good family link to the Spideyverse (the Black Sheep of the Allan family, he's Liz's half-brother and kind of a tool), yet his origin is totally generic (a science-guy who spilled something after trying to steal from his partner- Spencer Smythe, the creator of the Spider-Slayers), his name is dumb, and he's altogether someone who never accomplished much- he showed up a couple times, but was obviously a low-level villain, FAR beneath the original crop that Stan & Steve made. 

-After a couple appearances, it was revealed that he was related to Liz (who was herself quickly becoming less-important to the overall narrative), but soon vanished, being thought-dead. Years later, he would reappear, attempting to reform- Liz's husband Harry Osborn gave him a job, and he even helped out Spider-Man a few times. The only time I've seen him in a "modern" book was when he helped out Flash Thompson against some goons during Maximum Carnage- I thought he was absurd even then- this golden dude running around in his underpants. Subsequent years have seen him play the "Non-Evil Villain", as he's forced against his will to help the bad guys, often via mind control or blackmail. He was eventually cured of his condition, but retained his powers.

-Molten Man's a rather expensive, but low-level, PL 9 (145) guy, having some good tricks (a very expensive Aura power), but he's mostly PL 8.5 at best. He can fight at melee or range at varying intensities (PL 8 Aura, PL 8.5 Strength & PL 8 Flame Burst), as well as being an authentic PL 9 in melee combat (PL 8.5 out of it). He's just all over the PL-scale that way, but I think it suits him- it's not what a Player Character should take, but it handily shows that he's enough to kinda challenge Spidey (Aura powers give him FITS, and the Immunity to Snares render him immune to Spidey's only RANGED attack as well!), but is a lower-level character in most respects. He's a tough customer, but can ultimately be stopped.

Gwen's death actually was my first comic, bought with my own money off a spinner rack. Harry's in heroin withdrawal and I thought he had a really bad case of hives – my awareness of drugs was still years away. And I have to this day never seen the conclusion of the story, only read about it; for me, it ends with Peter holding Gwen's corpse on top of the bridge, screaming at the sky. Powerful stuff.

Molten Man had some good potential. Yet another jobber to build upon - 5 points going to +3 Unarmed Combat, +3 Ranged Combat, and maybe two points of Defensive roll, or drop a couple points of impervious for more Parry to make him a close quarters pocket Powerhouse.

Also, Braxton alone can be badass sounding. Or maybe Abraxxon as a slush of his real name, sort of how real criminals make up AKAs.

-How in the heck does somebody have Variable Power’s "Nemesis Kid" variant and STILL be regarded as a giant loser? Clearly they just threw a random cool-sounding power onto the guy, without even considering how devastating it could be. The guy would develop Super-Strength to fight a gang of thugs, pyrokinesis to Blast someone, etc., but it was “Limited” to just being in response to threats or something. He’s low-rent as hell and knows it, and generally only shows up in the background of “The Hood’s Super-Villain Army” these days.

-The Answer debuted as a criminal genius who undergoes experiments that give him the "Nemesis" power, generally while working for The Kingpin. He ends up being trapped in incorporeal form after saving Dagger's life, but is restored by Dr. Octopus, who then beats him up. He doesn't reappear until modern times, fighting Toxin, at which point he becomes part of the Legion of Background Villains, showing up at Stilt-Man's wake, forming an army of baddies under Hammerhead's control, and working for The Hood.

-The Answer has a Mook’s stats on top of a Genius Scientist with a TEN POINT version of Variable, allowing him just about any ability, up to 25 points’ worth. He has huge potential for power, but it’s level is low enough to make him still a push-over to heroes of respectable power.

-Huh- apparently I'd never built this guy until 2015 or so. Weird. This guy is a crackpot scientist who gained his powers via the cliched origin of "Finding a Meteor"- he was immersed in Cosmic Gas, which gave him super-strength. Deciding to become a criminal, he gets the name "The Looter", but was beaten by Spider-Man. A nothing, loser character from the final days of Stan & Steve's work on Spider-Man, he was largely-forgotten, having since become a joke. He would threaten a lot of Spider-Man team-ups (appearing in arcs for Marvel Team-Up and The Defenders), change his name to "Meteor Man", and was rendered a crazed, homeless drunk after an explosion while fighting Spidey & Giant-Man. He fought the Ben Reilly Spidey, and Peter in the "Hornet" disguise, and still pops up occasionally, though he's ridiculously-minor considered a bit of a loon.

-Whether he's The Looter or Meteor Man, Fester is pretty much a guy with Captain America-level stats and a bit of genius, making him a Gadgeteer type, with powers that vary depending on the situation. In his debut, he used a Dazzle Gun and a Hot-Air Balloon. He can be tricky depending on the gear (at one point, he copied the gimmicks of several legendary villains such as Stilt-Man and The Unicorn), but his Defenses are total garbage, meaning he's pretty easy for them to take out. He's PL 7 naked (ew), but would hit PL 8 with the proper gear he's Invented or taken.

Responsibility (Recovering Criminal)- Sandman struggles between the light and the darkness. He wishes to do good, but his natural tendency is that of a delinquent, and money is oh, so easy to get...

Weakness (Sand)- Being made of sand & earth has its flaws. Sandman is vulnerable to extreme heat (turning into glass, where it is much harder to move), powerful air currents (they will blow him away or spread his particles far too wide), and water (he will become a sluggish "Mud Man" and unable to use many attacks). There is also apparently one "central grain" that contains his mind- it takes some effort to find, though.

The Sandman- From Goon to Good-Guy:
-The Sandman is a special kind of Spider-Man villain- he's got a very unique and original power-set for comics that you don't often see even today, he's a pretty simple-minded Mook except for his good side, and he often tries to move over to the side of the angels- his "Face Turn" was an extremely good storyline that came about in the '80s and '90s, and was great for the character. It never came easy, as he screwed up frequently (losing his temper on Captain America himself when he was a Reserve Avenger), wasn't too bright, and still needed money at times. Eventually, writers broke him out of his good side, which made him "Just another Spidey baddie", except he still struggled with himself. Altogether, he's one of Spidey's most-powerful enemies, and one of the more unique villains out there.

-Mostly a Spider-Man villain in people's minds nowadays, and even debuting in Spidey's BOOK, The Sandman was actually more of a Fantastic Four villain in the 1960s, being used as The Frightful Four's key powerhouse. Wearing a hideously-atrocious all-green costume, he went away from the "shirt & pants" look that Ditko had given him (the overly-detailed look was more Kirby's thing, but this was New Gods-ish in being over-the-top). He moved out of this eventually, but he's in a bunch of those 1960s issues. He even fought the HULK sometimes- he was really a "Journeyman Villain" before that was totally a thing. He's temporarily-turned into a "Mud-Thing" after an alliance with Hydro-Man merged the two together, but soon after that managed to actually become a GOOD GUY- after a conversation with The Thing, and a bout saving Spider-Man from the updated Enforcers, he authentically made an attempt to go straight.

-This was pretty unusual by that time (it was common-ish in the '60s, but usually for relatively-new villains- Sandman had been a baddie for like twenty years by this point!), and he soon became a Supporting Character in Spider-Man books. He also joined up with Silver Sable's "Wild Pack" team after impressing her- on a team of PL 7 Gun Guys, a PL 11 Superheavyweight HAD to stick out.

Sandman as a Superhero:
-He fights the Sinister Six, and is nearly-killed by Doc Ock by being turned into glass and then shattered- he returns at the end of the arc and nearly MURDERS the Adamantium-armed Doctor. He was even a RESERVE AVENGER, having been given a shot by Captain America. This didn't last past the '90s, however, and he turned on Spidey and The Thing, provoking such an outcry that Marvel was forced to Retcon in some "Mind Control" shenanigans on the part of The Wizard. When he's nearly-killed, he reforms a bit loopy and with multiple personalities, but eventually returns as just a plain crook- a bit of a sad ending to the heroic arc, where even Baker is disappointed that he couldn't make it work. In more-recent years, he's back with The Sinister Six, and has been revealed to be YET ANOTHER middle-aged supervillain with a child.

-Curiously, The Sandman was the only major Spider-Rogue not to appear in the 1990s cartoon series- Hydro-Man was used very often instead. He made up for this by appearing in Spider-Man 3, but the film was too chock-full of villains to make him stand out. They even retconned him in as the guy who murdered Uncle Ben (but by mistake)- stuff like that is why I don't really care if they make white heroes black in the movies- they ALREADY change all of the heroes and villains' personalities anyways, so why get upset if Spider-Man becomes a gay black Muslim in The Spectacular Spider-Man: Rage of The Vulture or whatever the balls they'll call the next one once White Guy #3 is gone.

Sandman's Stats:
-Sandman's a complex, tough guy to stat out, and has numerous complexities and arrays on him- this is why Alternate Form characters are still the most-fun to stat for me. His man "Sand Attack" array is a series of Area Attacks, Snares, Blasts & Strikes, along with Suffocating power, a Dazzle, Burrowing and control over the Earth. He can grow in size, but this is reflected in his various Powers & Advantages- Elongation, increased weight, Power Attack & Withstand Damage all combine to equalize the various effects that Growth bestows on characters (that's literally the entire array right there), and doesn't wreak havoc with his PL caps or create math-headaches either. Quite a lot for a guy who was defeated in his first appearance by A VACUUM CLEANER.

-The Sandman is extremely-durable on two fronts- able to form a super-durable Concrete-like form when solid, and a highly-Immune to harm Insubstantial Form as well. Either one will create huge headaches for poor Spider-Man, who really can't do much to somebody he can't ensnare OR punch out. All of this leaves Sandman a very devastating, very versatile PL 11, enough to handle Spidey or almost any other Spidey Rogue, and give fits to virtually any superhero- only Create Object-centred types like Quasar & The Invisible Woman can really effectively deal with him.

-One of Spider-Man's most-notable "Dumb Foes", The Big Wheel is pretty well-known for what was essentially a one-shot until the 1990s brought him back. It's pretty much entirely due to the fact that HE'S RIDING IN A GIGANTIC WHEEL WITH ARMS AND GUNS ON IT. I mean, seriously, this is one of the goofier foes Spider-Man's ever fought, and we're talking about a guy who fights dudes dressed in technicolour quilts and living aliens for suits.

-Jackson Weele is a failing businessman who got blackmailed by the Rocket Racer, then tried to kill both him & Spider-Man with a souped-up giant rotating wheel (given to him by The Tinkerer, who had apparently just smoked a COLOSSAL amount of weed). He loses control of his machine in his first appearance, and takes a header off of a building. He's presumed dead for TWENTY YEARS, until some writers with a goofy sense of humor brought him back multiple times, usually as a recovering/redeemed villain (at one point, Spidey allows Wheel to accompany him on a day of heroics), but others just forget that and bring him back to his debut, as a big joke guy in a giant spinning wheel who attacks super-heroes like Ghost Rider.

-The Big Wheel's a pretty simplistic guy, but he's got a killer ride. Well, it's actually less killer than the tank it's meant to evoke, but whatever. He's PL 7, and more of a joke than a real threat, but his ranged weapons are quite dangerous, and the thing has 11 Toughness. And can drive up walls. It's a half-decent piece of Equipment, in any case, it just needs a better guy driving it.

-Rocket Racer seems kinda stereotypical, but you gotta realize this was the SEVENTIES, and thus black superheroes AND skateboards were pretty rare. Marvel's use of him in the 1990s, combined with Night Thrasher, a NEW black character who ALSO rode a skateboard, led writer Dwayne McDuffie (who is black) to write a parody pitch called Teenage Negro Ninja Thrashers, combining the two with Dark Wheelie ("a black guy on a skateboard") in order to parody the obvious cliche of the "Cool Black Kid", and the fact that like one-quarter of Marvel's black superhero population were now kids on skateboards. The gag goes even further when he includes a "smart white kid" to help them out of the trouble they get into, and a pretty white girl to "calm them down when they get too excited." Pretty funny stuff- I mean, I know it's only like TWO GUYS, but it's still kind of emblematic of the time period to have "black kids on skateboards" be your go-to thing for adding darker-skinned people to stuff.

-Robert Farrell is your typical "I gotta raise my horde of siblings since my parents died" story, turning his technological genius to villainous ends to pay the bills (he was smart, but poor and had no education or business sense). He eventually turned good after numerous fights with Spider-Man, and became an ally who showed up every once a decade or so. One arc featured him trying to contain his own rage (haha, seriously?) against a hate group on his campus, and the rest of the time he was teaming up with Silver Sable's Outlaws band. He's largely vanished since the '90s, and has shown up in the background of stuff like Avengers Academy (where he was barely used).

-A second Rocket Racer named Troy stole Robert's gear at the behest of some mysterious benefactor, but was knocked unconscious by accidentally running into an open door. He showed up in another minor role as part of Tombstone's gang, but really doesn't matter.

-Rocket Racer's a Device-using PL 8 hero with some good Skills and Abilities, but is generally too low-level to really make an impact in the PL 9-10-heavy Spideyverse. He's got a handy bunch of attacks, hitting guys with his Skateboard, Rocket Punch or Mini-Rockets, but would have trouble with a serious adversary. He's pretty defensive, and unusually, makes his PL just about everywhere offensively & defensively.

-I always kinda dug The Prowler. I think I just found his costume neat- this green & purple outfit (more becoming of a villain) with big-ol' Spidey Eyes.

-Hobie Brown is a bit older than I thought as a character- an authentic Stan-creation who debuted in the late '60s as a genius inventor who nonetheless did the whole "Angry Black Man" schtick, but quickly got over it after a pep-talk from Spider-Man, and became a hero. Not a big one, though- he pretty much retired instantly, and his next dozen appearances involve him chasing after people who stole his armour to become super-villains. Now, why a super-villain wannabe would try to take THE PROWLER's weak-ass armour I have NO idea, but I assume Tony Stark keeps his under actual locks and doors and stuff.

-Hobie was a moderate Spider-Ally, helping out sometimes, and even messed around with Silver Sable's "Outlaws" organization, got crippled for a bit during the '90s (during the Great Game storyline) and was last seen on a "major" level by helping Peter construct "The Hornet" armour, a fairly good sub-Iron Man suit that was nonetheless too heavy for a normal human to use. Two other people used the Prowler armor during this time as well, but were short-lived to the point of being one-offs.

-Modern times saw a bit of a "Prowler Revival", as his status as a young black hero made him ideal for the current "Diversity Push". However, this was linked to the modern-day "Clone Saga" revamp, and apparently it was a clone of Hobie that was this current Prowler. The series failed pretty quickly, not even lasting a year, and the hero was killed in the end, after turning heroic and rejecting his boss, The Jackal.

-The Prowler's surprisingly-expensive- those Skills, man... Hobie's almost as smart as Peter, and just as good at construction and science, just focusing on a different sort of thing. He's pricey, but totally weaksauce, being weaker than nearly ALL of Spidey's enemies, and his suit's little better than a decent suit of armor that has some minor-league weaponry, scarcely-better than that of a modern-day soldier. The Flechettes, Explosives & Flares are pretty decent, but Prowler mainly hovers around PL 7 to PL 8-level at everything, without a major focus. He could be handy in a lower-level campaign, but against a Goblin or Electro? No way.

The Black Cat- Dating Catwoman:
-The Black Cat looks and sounds just like a giant Selina Kyle rip-off, but it really is more complicated than that. Not THAT much more- Catwoman had been flirting with Batman for years, and their Earth-Two variants (the Golden Agers) were married and had a child. So let's not pretend that "Sexy Female Bad-Girl Cat-Burglar in a Sexy Black Costume Flirts With Our Hero" is a totally unique thing. Felicia's creator, Marv Wolfman, INSISTS that Felicia was original, and was actually designed as a Spider-Woman foe- he just transferred her to his next book instead. Unfortunately, the fact that Catwoman is now a billion times more famous than the Black Cat, along with DC's own "Dating Catwoman" arc going on (well the name's right there in the TV Trope, ain't it? Tough luck, 'Licia), adds up to make poor Miss Hardy look like a rip-off. The fact that they have the same career path doesn't really help.

-Nonetheless, a lot of fans really liked this arc in Spidey- she had the whole "Bad Girl" thing in SPADES, and brought a lot of excitement and sex to the book. During the '80s, Felicia was his main squeeze after Mary-Jane dumped him and moved away (because he wouldn't reveal his secret identity to her), and fans got their last big taste of "Swingin' Bachelor Petey" as he flirted off-and-on with this tricky little cat burglar. They hooked up, drifted apart, broke up, made up, etc., and all sorts of weird stuff started happening (she gained and lost Bad Luck powers, for example). Eventually, Peter did the big reveal that he'd never done before- he revealed his secret identity to the love of his life... at which point, she flipped out and didn't want anything to do with it. See, she was an ACTION GIRL, and only wanted the fun aspects of Spidey, not the seriousness: his job and his family. Guys, STAY AWAY from this kind of girl! No matter how... um... top-heavy she is.

Felicia Hardy- Hard-Luck Girl:
-The two eventually broke up. Her "Bad Luck" powers (given to her by the Kingpin, after she'd felt she was too weak to hang around Spidey) had quickly become a liability, and her guilt over going to Wilson Fisk for help led Peter to sense a "rift" between them, and he ended things. They hooked back up for a bit, but Pete discovered she was planning to betray him to her new lover, The Foreigner! She did the right thing in the end (defeating Sabretooth, before he became a big name, in the process), but still refused a relationship, pushing Pete back into the arms of Mary Jane Watson, where he'd remain for quite some time.

-The years were VERY unkind to Felicia for the most part- she was a tricky fit in a "Married Spider-Man" book, but they managed to make it work for a while by having her date Flash Thompson and get SUPER-jealous of him marrying Mary Jane, basically trying to get Peter to divorce MJ and take her back. This is one example of the neat storylines you can tell with a MARRIED super-hero, by the by. She soon lost her powers (which really, were quite silly in the first place- how did THE KINGPIN gain access to "Bad Luck" Powers?), and ended up in Maximum Carnage, an awful, 14-part brawl with Carnage's family, in which she kind of joined Venom as part of the "Devil on the Shoulder" of Spider-Man (Firestar & Dagger were the Angels), debating that Carnage should be killed.

Modern-Day Felicia:
-Felicia disappeared for most of the rest of the '90s, got a "Rape as Backstory" revelation in a Kevin Smith-written series (some hated the Retcon, but I found it one of the better uses of rape in modern comics- less for shock value than most tend to use it) and showed up again in Marvel Divas, a horrible series that made her the "Samantha" character in their Sex and the City-inspired antics, though she wasn't a "Sleep Around" type- she was more of a cynical "live for adventure" type of girl who is dating The Puma. Post-One More Day, she & Peter engage in a torrid affair (she no longer knows his secret identity), and gets a Limited Series or two over the years.

-The Superior era provoked a bit of an odd change. When Ock-Spidey knocks out one of her teeth and webs her up, he humiliates her, leading her to swear revenge. Fearing her rep is ruined (how this can be, when EVERY villain has been beaten by Spidey at least once), she goes Full Villain, aiming to KILL Spider-Man, allying with Electro & Mr. Negative. Other comics have since used her as the iconic "Cat Burglar" in Marvel, being THE go-to person to have something stolen, which brings her into conflict with various characters (such as Boomerang).

Felicia's Stats:
-Modern-day Felicia Hardy is a bad-ass PL 9 on offense, but still quite limited in many ways, despite her cool new Battlesuit that buffs up her stats. She only makes PL 9.5 with her Dodge, and is PL 9 otherwise, so she's hardly the most efficient use of her level. She's very skilled and fast, a good fighter (but not super-duper elite), and is mostly a Dexmonkey. A handy person to have around in a fight, but her lack of hitting power is a liability in Spider-Man's high-powered world, and so she really only fits in against his lesser foes. People like Doc Ock & Venom would make mincemeat out of her, and in a straight-up brawl, Peter could take her handily.

For Felicia's occasional Luck-creating abilities, I use the following, boosting her by 23 pp and making her REALLY expensive (though she usually lacks the killer super-costume with these powers):
