Thanks, I really worked at making distinctions between Nightstar (rabbit) and Legacy (tank). They might both be paragons but I think they are built and play very differently. The nature and location of Conflux City would make recruiting flying and water based characters a priority on the Council's list of potential candidates ... and while a Namor type was my initial idea, more than one Atlantean would be a stretch in my opinion.

Descriptors

Agent Owl has no superhuman powers. She has trained herself to be in top physical condition and is a master combatant, capable in hand-to-hand and armed combat. Owl's high intelligence and aptitude allows her to equal or exceed professionals in several fields, but most important to her mission against crime Agent Owl has learned to utilize stealth and scare tactics to terrify criminals and serve as warning that they cannot just do as they please. She is an excellent detective but perhaps her most remarkable skill is her scientific mind, capable of creating amazing devices, she has been known to make plenty of devices "just in case," especially as she grows more and more involved in supercrime.

Owl Mask: The mask contains vision enhancements that allow Agent Owl to see further and in lightless conditions, while also having built in parabolic microphones to pick up more distant noises.

General Equipment = Among Owl's most common tools are a grapnel gun to swing and zip to higher surfaces, and her cape, which can stiffen to form a glider. Her utility belt contains not only weapons but plenty of other more mundane tools to aid her in a vareity of tasks.

Arsenal: Agent Owl's utility belt does carry an impressive arsenal.
  • Explosives: not her favorite weapon to use but sometimes packing a punch like this is necessary.
  • "Owl Talons": Agent Owl's compact boomerangs. Their thin profile allows her to throw a multitude of them at once, and sometimes even catch her target on its curving arc if she misses the first time, deliberately or not.
  • "Talon" Gloves/boots: The armor plating of her costume extends to her extremities, adding extra punch to each blow. Her gloves and boots additionally conceal retractable claws, unnoticeable until revealed, useful for adding an extra element of danger (or threat) as well as a useful climbing tool.
  • Taser Dart: The taser darts can stick someone and send a current powerful enough to seize their muscles.
  • Bolos: The cables weighted on either end entangle targets.
  • Smoke bomb: Creating a cloud of smoke to hide whatever is on the within it or on the other side of the cloud allows for quick getaways.
  • Sleep Gas: These pellets can release a cloud capable of rendering targets asleep.
Owl Nest: Mina owns the top four floors of Conflux City's Aquinas Towers, here she secretly installed her headquarters. As a major investor in the construction of this building she managed to arrange for a secret elevator that connects the secret rooms to go a hidden sub-basement which serves as the garage for her multitude of vehicles. It is maintained by the same loyal staff that helped raise her all these years.

Vehicles: Agent Owl keeps a number of vehicles for different situations, all of her own design. All of them are able to be controlled remotely, or use their advanced computer systems to retreat to another location when not in use (though for situations outside of basic piloting/driving Agent Owl must take direct control of the vehicles).
  • Screech Owl: A jet that Agent Owl primarily uses to get somewhere FAST.
  • Owlmobile: This car is Owl's go-to vehicle for when one of the vehicles is needed for direct intervention, as its more heavily armored than the others and its caltrops can disable other vehicles with little fuss.
  • Owlcycle: Sometimes the Owlmobile is just too big, luckily she has the Owlcycle for those situations, lighter and easier to maneuver than the Owlmobile though less well-protected than the car.
  • AquaOwl: The most seldom-used vehicle is the Submersible AquaOwl, still the waterways aren't completely free from crime either, so and if she needs to be out there for extended periods of time this submersible comes in handy.
Complications

Motivation - Justice: Agent Owl has vowed to bring justice to those who deserve it, to punish the guilty and to protect the innocent.

Relationship: Many of the Morgan family staff has helped raise Mina since she was a girl bereft of her parents, they're basically the only family she has and is very protective of them.

Secret Identity: Mina Morgan, investor and inventor.

Honor: Though she has no problem injuring criminals, she has vowed to herself never to kill them.

Reputation: Though selected as one of Conflux City's only heroes, and thus earned that right with officials of the island, Agent Owl has deliberately cultivated a reputation designed to frighten criminals; this and the uncanny appearance of her costume had a tendency to unnerve civilians as well.

Fame: As Mina Morgan she is a major investor in a number of the companies that helped build Conflux City, and within the city itself she is known for a rich girl lifestyle. While this makes people underestimate Mina, and thus disassociate her with Agent Owl, this does put her public persona under some scrutiny.

Secret: Not even her staff knows this, but Mina was contacted by Batman himself for one purpose; monitor Conflux City. Agent Owl regularly sends secret reports through Batman's designated contact network to keep him appraised of goings on in Conflux City, watching for major threats both overt, and for signs of corruption in the government.

Agent Owl Backstory

Martin and Tina Morgan and their eight-year old daughter Mina were out Christmas shopping one lightly snowing evening, however what the Morgans hoped would be a wonderful Christmas would instead become a terrible tragedy that would haunt young Mina for the rest of her life, as a gang war erupted while they were driving home. The car was struck by a molotov, causing the car to crash into a flaming wreck! When Mina woke up from being knocked unconscious the first thing she saw was her still buckled mother dead in her seat, and the second thing she saw was her father laying on the pavement in a puddle of blood.

Having no close relatives the young girl stayed in the family home under the care of the family's trusted staff. When Mina wouldn't leave her room, "Cookie" would make her favorite desert to coax her from her room. When she refused to go outside "Nana" would teach her how to play board games. And of course loyal Laslow would get her up in the morning, make sure she got her exercise, and did his best to make her laugh, finally succeeding after a troubling long time. Slowly but surely the staff who stayed opened up Mina's world, teaching her many things while caring for her needs. Though they came to be much like the family Mina desperately missed there would always be some void in her life, it was still difficult to open up to others outside the staff, and she instead threw herself into her studies.

As she grew older it was clear she was gifted. Mina was brilliant enough to baffle her professors at college, and an able athlete; it mattered little to her though. Mina was directionless, all she could do and all she wanted was her parents back. Had she not been watching the news on a whim one night Mina might never have found a purpose; a news report about a crisis in Gotham pulled her eyes away from her philosophy textbook, a story about massive gang violence and how Batman and other heroes associated with him helped quell the violence. Seeing the pictures made Mina think back to the night she lost her parents. She looked back to her textbook and re-read the passage on agency, on affecting a change. Mina then decided what she had to do.

Mina majored in business, and took her extra-curricular activities in a wide variety of subjects, martial arts, robotics, all selected to give her a wide range of skills until she found skills she could focus on. At home her caretakers were concerned at how determined she was to throw herself into something dangerous but it became clear after a while that they could not sway her. Mina studied news clippings about Batman to try and learn from the best. To quell the gang control in the city Mina eventually reached the same conclusion as Batman, the criminals needed to be afraid of her.

On graduating Mina primarily became an investor, particularly favoring tech companies, especially those she could secretly submit her own designs to to bolster them. This gave Mina the resources she needed to don the mask of The Owl... no, Agent Owl. Agent Owl would soon stalk the streets and frighten away punks who thought they could break into stores, disable multiple armed men in a fight, and be the bane of street gangs everywhere. It wasn't always easy, especially the first few months of this Mina would come home covered in cuts and bruises with both Laslow and Nana chiding her recklessness, but this was not Gotham City, crime was not so deeply entrenched in the system that it could not be stopped. While it is impossible for everyone to clean up their act, it was impossible to deny that Agent Owl managed to stem the tide of crime in the city.

There seemed to be little need for Agent Owl lately, while this was a good thing, Mina knew, it did once again leave her bereft of what to do with her life. It was then that news rippled through the business world about Conflux City, and Mina decided to throw herself into the challenge of investing in what was definitely a very risky venture. Though time will tell if it will truly pay off Mina has contributed greatly to the construction of the island and its most notable buildings. As Mina was patrolling one night she received an unexpected visitor.

After tying up some punks trying to break into a pawn shop Agent Owl turned to find a shadowy silhouette stepping out from behind a building, a silhouette she recognized from many press clippings: Batman. "Do you know about Conflux City?" Batman had misgivings about the city denying the Justice League or any of its affiliates. Either they overestimated themselves or they had something to hide as far as he was concerned. Batman, knowing that his own allies would never make it onto the island with their history needed someone unaffiliated with him, someone who was similarly down to Earth and ready to expect the worst, and so he chose to follow rumors of a superhero that operated a lot like he did; Agent Owl.

Many a person would have dismissed Batman's concerns as paranoia, but Agent Owl found herself more or less completely agreeing. What if Conflux City was unknowingly inviting superheroes with agendas not loyal to the city's mission, or worse supervillains? What if they did indeed have something to hide? Agent Owl accepted Batman's offer to be his spy within the city and watch it for signs of corruption. Thus Agent Owl took the steps necessary to enter the nomination to be allowed to operate within Conflux City. If accepted her public identity being a major investor will make it trivial to have a reason to move to the city and install her resources there. To her care-takers Mina is just moving somewhere else to continue her mission since it's moved on without her in her home city, but Agent Owl knows she's going there for another purpose, to safe-guard Conflux City, even if she has to guard it from itself.

Will the other characters and/or someone from the ruling council know who Agent Owl really is? (Doesn't make quite as much sense for the U.N. would pick an unknown person for the defenders of the island).

Wasn't planning on them knowing. Agent Owl might not have the fame of say the Justice League, but a quick look through the news ought to reveal the headway her efforts have made against crime. If Camus says that the UN will be more paranoid than the DC Universe usually is (save for the awful New 52 'verse) then I'll make adjustments.

Occam's Razor suggest someone on the Council either has been influenced or has their own reason for allowing Agent Owl set up in the city, someone who even the Owl has no idea exist ... boom, Complication :twisted:

Wow, that's a long time to come up with a character. I was originally turned off by the game because evil clown or silly clown, a clown is a clown. No offense FuzzyBoots, I'm not a fan of clowns :P

I'm looking at a liquid metal person who can change their body into different things. Or if that's too complex a mystic who specializes in making magical items.

Wait, Friday the second, not February 12th?
