[2.5e] Freedom City Adventures - OOC

I have a set of extensive house rules that I want to use for a 2e Freedom City campaign. I'm calling it M&M 2.5.

You can see the relative degree attack bonus, damage roll, etc. in use in the Aranea Vs Doc Ock and Assault on Hochwanner fights available from my build page.

It'll be PL 10/150 and I'm looking for costumed comic book/four color characters. No characters from other genres (anime, urban fantasy, etc). This is Freedom City, people, so look the part.

What I'm really interested in are flexible players who want to tinker with the system and have fun exploring the FCU.

For a proper playtest, you might want to start with pre-gen builds so you can get the basics down.

Can you summarize the Lite rules? I don't know that I have that annual.

Just to see if I have the Lite-rules right, in going to throw out a quick concept.

Let's take James Jamison, a 13-yo public school student in Freedom City. In a field trip to the Museum of Natural History the Saurials, a race of evolved dinosaurs attack! Their goal, a relic from Kaiju Island.

Thankfully the Atom family are there to save the kids from Public School 13. But not before one of the Saurials cracks the relic and James is exposed to the mysterious Kaiju energy, forever transforming him into Dino-man!

Strength +2(+12), Dexterity +2, Constitution +4(+14), Intelligence +0, Wisdom +2, Charisma +4

Toughness: +14, Fort: +19, Reflex: +7, Will: +7

Trained Skills; Bluff, Computers, Expertise: Pop Culture, Persuasion, Sense Motive

Feats; Contacts, Improved Initiative, Luck 2, Taunt

Powers: Attack; Enhanced Trait: Strength +10
Defense: Enhanced Trait:. Constitution +10
Miscellaneous: Enhanced Skill: Athletics, Intimidation, Perception, Survival, 1 TBD
Miscellaneous: Enhanced Feats: All Out Attack, Improved Grapple, Power Attack, Startle, Take Down
Miscellaneous: Senses 10: Accurate, Acute, Radius Scent, Danger Sense, Dark Sight, Tracking 2 (Scent)

Forgive the formatting, phone post. World I be assuming Attack & Defense were called to bring me to PL 10?

Again just curious and what to see if I have the Lite-rules concept right.

Originally I posted Dinoman as an example, but now I kinda like him! I may change his name to Donald, and have his heroic, dinosaur form be called Ankylo-Don, if only because it amuses me.

As he had relatively normal stats, and skills before they get beefed up with his Enhanced Traits, Skills, Feats & Senses, I may say he can switch back and forth between scrawny thirteen year old, and his Saurial form.

I even found a picture I like, which puts him squarely into the Powerhouse role.

I'd prefer costumed hero types to better fit the Freedom City universe; that picture conjures something villain-ish over heroic.

Without the Lite rules, I'm willing to give this a try. How would you feel about me pitching Palooka Joe, an accuracy-shifted gadgeeter who is a showcase of his company's products, which is attempting to market super-science devices to the masses? Heroic in his actions, of course, but also prone to cutting a commercial for his devices on the spot. :-P He was a character in a book I read recently, and I rather enjoyed the concept.

There's one thing that confuses me about your home rules, while everything else makes at least a vague amount of sense. What exactly do you mean by "Note: Once an effect hits 4pp/rank it's PL drops by 2."?

e.g., Mental Blast (4pp/rank) is limited to 8 ranks for a PL 10 game.
