I am 99% certain there are. Hell, there was both a Highlander animated series (terrible) and a Highlander anime (decent-ish).
Yeah, I remember the cartoon and the anime. The cartoon even had a terrible video game released for...the JAGUAR CD, of all things.

-Based off of Reverend Jim Jones, leader of the horrifying suicide cult The People's Temple, Rev was a threat to the Punisher way back in the early days. An atheist, he nonetheless threw on the patterns of religious faith, using his innate Healing Powers to convince others that he spoke to God, and preaching a socialist-religious movement. Forming the Church of the Saved in Bedford-Stuyvesant in Manhattan, he planned on moving his congregation (mostly downtrodden minorities) to Dutch Guiana- another reflection of Jones' exile to South America. The Punisher investigates when Rev has a man killed for refusing to sell his cult weapons, and so he inserts himself into the cult as a new member. Shockingly, Frank is KILLED by a reporter he's investigating on behalf of Rev, but is healed by the leader. Eventually, Rev plans to kill an investigating congressman and commit mass suicide- Frank then shoots Rev and chases Rev's sister into the jungle, before announcing to the followers that Rev gave his life for them, and his dying wish was that the church "work for change" back in the States. This is... a bit TOO on the money for the real cult/mass suicide by my book, but I guess it IS one of the more notorious incidents in American history.

-Rev reappears many years later, having believed that evil is more powerful than good. He thus worships "Lucifer" (actually Belasco) and forms a new base. Using Jigsaw as a hired minion, he threatens the Punisher a few times- Jigsaw threatens Rev into curing his face once it's made clear that the Rev's powers are no sham, and is then killed by Punisher, but immediately resurrected by Rev. Rev then tries to enact Belasco's will by rendering millions of people sterile (leaving only a few- like Rev- able to carry on the species), but Punisher then re-scars Jigsaw, then blows Rev up in his own helicopter.

-Rev was not a great fighter, but was highly manipulative and could heal AND resurrect people! His powers were never given an origin- Rev believed they came from demonic forces, while the Punisher suspected he was a mutant. Rev's high Presence, and associated Skills, are a reminder of just how dangerous a weapon charisma really is- in real life, nothing in the world has wrought more destruction than the words of a charismatic man.

Here's where I run into trouble with this set- there are SO MANY GUYS, but so many are short bios with the same kinds of Skills & Equipment (I mean, the Template always changes... but often only by a little. If you see a PL 7 guy, there's a good chance he's just using the Template and barely modifying it), that it feels like a cheat and just drawing things out to post only a few a day. But I also don't want to just spam. So I'll try to have at least one character of some note (ie. Jigsaw's re-do today, Microchip, Saracen who's the only guy with a Marvel Card I never statted) per day, but maybe post 4-5 guys, depending.

-Rapidfire was a mercenary who debuted in the first issue of Luke Cage's 1990s solo book, Cage, which featured him in '90s gear (fade haircut, tight jeans and black jacket). Working for a gang leader, he began supplying criminals with armor piercing bullets, nicknamed "Cop Killers" (then a major hot-button issue in the press). He tried a few times to kill Cage, who was teaming with the Punisher at the time, but ultimately his allies (The Trash) caused an explosion that collapsed a building on top of the whole team- Rapidfire was never seen again.

-Rapidfire was a generic mercenary-type of guy, not really capable of taking on Luke Cage, even with allies.

-Rapido hails from a "Eurohit" arc in Frank Castle's multiple books, in which the Kingpin was attempting to take control of the crime families of Europe. He would have been pretty generic, but had his right arm replaced by a mechanical one sporting a chain gun. He and his allies (including Snakebite) try repeatedly to take out targets and the Punisher, but generally fail. Rapido ends up fighting the Punisher's ally, Outlaw (a British version of the Punisher), but is arrested when Outlaw tricks him into falling through the weakened floor. He reappears later in a group of criminals, but Punisher uses him as a human shield against the others and he's badly shot. Attempting to get revenge, he is later hit by a train.

-The character does not reappear until eighteen years later, challenging the Black Widow & Peregrine in Europe. Later, he joins Batroc's Brigade and fights Captain America & Iron Man- Tony knocks him out in the first appearance with a Repulsor Blast, while Cap takes him out in the second with his Shield. All of his early appearances are by the Abnett & Lanning duo (who had two major periods in Marvel- one in the '90s doing the "Extreme" books like Punisher and Marvel UK, and one in the 2000s where they took ownership of Marvel's "Space Scene"), while the modern era appearances are all by Cullen Bunn.

-Rapido is little more than a goon with a pretty good gimmick that makes him a PL 8 attacker, but he's still only PL 7 otherwise.

Oh yeah, that reminds me. Machete has like three legacies, does’t he? Since he’s been replaced by two brothers and the un-named female Machete at times.

-Snakebite was a cowboy-dressing assassin charged with executing the lieutenants of Europe's criminal cartels, then take out their bosses at a group meeting. His benefactor? The Kingpion, who wished to replace those men with people of his own choosing, thus taking over all the crime in Europe. This led to seven straight issues of back & forth fighting between Snakebite and his men against the Punisher- Frank was actually taken out in the Chunnel by Snakebite's trademark- mechanical contraptions on his wrists that spring-loaded guns right into his hands, letting him get the drop on opponents. Snakebite was driven off by the police before he could kill an unconscious Punisher, though, and the game continued. Finally, the Punisher tracked Snakebite and the Kingpin to a giant meeting, at which point he killed several crime bosses himself. Snakebite skewered Punisher with a spike and knocked him onto a grating, but the same skewer got him in the neck as the grating fell, and he fell to his death.

I haven't read any of these stories (I'm not a fan of the Punisher except as an occasionally-heroic villain), but these characters seem like they'd be pretty same-y to read.

-Mondo Pain is a hired hand and lunatic who was paid to steal a shipment by its owner (so he could collect insurance money), but murdered one of the man's security detail out of sheer malice. The owner ordered Mondo killed, but he simply intimidated the men into refusing to shoot- threatening them with the details of what he would do to them if they failed to kill him on the first shot. He then tried that trick on the Punisher. It didn't work.

-He reappeared in the next year's Punisher War Journal, also written by Steven Grant, having recovered from a bullet wound to the chest and being dumped off a bridge. He and his men come across Lynn "Lady Punisher" Michaels, and she nearly kills him- he admires her style, and both manage to survive the day. The character has not reappeared since 1994. A physical brawler who wears barbed wire around his wrists and neck, Mondo Pain carries an Immunity and more Intimidation than normal, but he's not terribly bright.

-Recoil was a goon working for a drug lord named "MC", who harrassed Frank over the course of four issues. Constantly quoting cartoon characters, he was physically resilient and fairly deadly, once executing a snitch by throwing him into the blades of his helicopter. Ultimately, the Punisher tosses a crook into the chopper, breaking it and sending Recoil falling into a bus, muttering "Th-th-th-that's all---" before he dies.

Some interesting thoughts and remarks brought up here- part of why I'm glad I can post the Punisher amidst a horde of his baddies- it can extend the conversation a little.

Oddly enough, the Punisher's hard stance against crime actually makes him the PERFECT hero to engage in crossovers. Nearly every other superhero in comics is rightly horrified at his actions, but to different extents. And others who kill, like Captain America or Colossus, aren't wanton killers like Frank, but guys who've done it when no other option was available. Hell, his crossover with ARCHIE is fantastic. It absolutely works, because it encapsulates everything about both characters' universes. I love how they even include a bit where Frank kind of gets the romantic idealism of Riverdale, and looks at the happy family in the park as the kind of life he was cheated out of.

Microchip- Punisher Ally:
-A HUGE part of the "Punisher Mythos", to me, was his partner Microchip- pretty much because when my friends were going on and on about the Punisher during my childhood, Microchip was then his partner- a "Tech Support" guy who gave Frank leads and rode around with him in the "Battle Wagon". He seems a bit incongruous to Frank's identity, honestly- a chubby, middle-aged guy with a family is hainging around with Marvel's most murderous vigilante? But I guess the writers wanted to give Frank SOMEONE to talk to (this is before he routinely spoke in "Narrative Boxes"), they didn't want Frank doing the "nerdy stuff", and they didn't want to make someone anywhere close to as bad-ass as Frank- it's a big contrast.

-Microchip was a legendary computer hacker in his youth, but a scare (getting too close to major criminals) led him to retire- he joined up with the Punisher when his nephew, following in his footsteps, was murdered by agents of the Kingpin for hacking Wilson Fisk's files. Their partnership was terrific for Frank- "Micro" was a crack investigator, easily got into government files, and came up with a lot of investigation stuff- essentially, he was the "Game Master" who lead Frank around or set him on the right direction. The two were also friends as well- Micro would counsel Frank, request he take vacations, etc. In Archie Meets the Punisher, Micro is a thoughtful sort, looking mournfully at Frank watching a happy family in Riverdale- "dreaming about what could have been".

-The years don't go that well for Micro, as you might expect. He gets bits and pieces of focus (joining a "fat camp", only to turn in those running it for dealing speed; losing an illegitimate son to an attempted raid alongside the Punisher), especially once there are THREE Punisher-themed books. However, he and Frank have more disagreements as time goes on- they have a final falling-out in 1995, as the three Punisher books are ending. Microchip rejects Frank's increasingly-violent, obsessive methods, feeling he's lost sight of their original goals. He tries to replace Frank with his own handpicked "Punisher", a former Navy SEAL named Carlos Cruz, then has a final showdown with Frank in a safehouse. A gun battle takes place, but a criminal named Stone Cold interrupts, killing Microchip and then Cruz. Frank mourns his former friend- unsure if he could have ever pulled the trigger himself. The Punisher thus ends, rebooted into one series later that year.

2008- Microchip Returns:
-Huh- Microchip came back! It turns out that in the same arc in which The Hood resurrects several victims of the Scourge of the Underworld to vex Frank... he ALSO returns Microchip to life! The Hood offers to bring Micro's son back to life if Micro helps kill the Punisher. Microchip even kills G.W. Bridge (then an elderly Punisher ally instead of the roided behemoth in X-Force)! Frank survives the multiple battles, but swears revenge on his old ally. Later, Micro is captured by Jigsaw, who wants to lure the Punisher to them- he allows Frank to slit Microchip's throat, but Frank eventually escapes.

-Microchip ended up being a "thing" for only about eight years, at which point he was taken out, along with much of the Punisher Mythos, as the books were failing in the mid 1990s. Because of this, he actually comes off like a huge "relic" of the era- like Punisher's then-important "Battle Wagon" (it was a BIG DEAL in the '80s and '90s to have not only a "base", but identifiable vehicles as well). I just remember hearing a lot about Micro back in the day, and he didn't appear during the Ennis/Dillon revival of the character, so he ends up seeming more prime to one particular moment in time.

Microchip's Abilities:
-Microchip came off very much like a "Civilian" back in the day, but he was capable enough to survive a firefight or two. He wasn't really in any kind of shape to be brawling with an established ass-kicker, though- in Archie Meets the Punisher, he's easily one-punched out by Big Moose. I can still see the panels like yesterday, as Micro was drawn with REALLY "true to life" posing and detail in the panel where he brandishes the gun, and then it swings to cartoony Big Moose clocking him and holding his unconscious body. In any case, Microchip is very, very good with computers (one of the only Marvel heroes solely defined by such a thing), but at PL 6, he'd be hard-pressed to face a real Punisher foe.
