An integral part of the Cobra Demolitions Team, the Frag Vipers can toss high-explosive fragmentation grenades with all the range and accuracy of an M-79 or M-203 grenade launcher, but without the noise from the muzzle blast. The secret lies in the manual hurling basket, based on the cesta used in the Basque sport of jai alai. The Frag Vipers cesta is equiped with an automatic feed and variable-time fuse grenades with a computer link to the helmet’s automatic range-finder. Their insect-like goggles contain electro-optical image intensifiers that provide both infrared and night vision capabilities to locate targets wherever they may hide.

The Frag Vipers carry a fifty round magazine with an automatic feeder, and can deliver fifteen rounds per minute. They follow the tactical guidance of Cobra Letal, and have become so efficient and stealthy that their enemies never know where their attacks are coming from!

Image (From what I've heard his Young Justice cartoon version was probably one of his better incarnations)

He was even a backgrounder in JLU, I think- Checking, and yeah, he was in the Meta-Brawl and a backgrounder on Grodd's Legion of Doom later.

-Paul Dini has such a fetish for these girls. Even as far back as Jem & The Holograms, he was writing episodes frequently featuring both stage magic and girls dressed as magicians (fishnets, top hats, etc.)- at one point, EVERY Hologram and EVERY Misfit was in one of these outfits! He wrote a He-Man episode featuring a girl dressed like that as well! Once he MARRIED a girl like that, it was pretty much settled that he's shove Zatanna down everyone's throats if he ever got writing power. And power he got, with the Batman franchise. That said, Zatanna was a nice little character, though she was never as well-developed personality-wise as most DC heroines, and her powers are CONSTANTLY problematic. I mean, "Every power ever, just by saying it?" That is CHEAP, a Game-Breaker, and totally ludicrous for a series based around guys with individual powers coming together to make a team. Of course, she's not that over-powered, since she's a low-powered human otherwise, but that only leads to MORE problems, as she tends to just get jumped right out of the gate. That's probably why she was only seen in one episode as a major character, and why in the comics, she almost never makes the "Big Leagues".

-Zatanna actually debuted in Batman: The Animated Series, showcasing her as... well, a stage magician who was good with locks and stuff. As in, a real person. As a young girl, she'd performed with her father, who was one of young Bruce Wayne's many trainers- Bruce wanted to learn escape artistry for his future career as Batman, and the great Zatara was helpful (and even made fun of Bruce's pseudonym). Zatanna had a crush on young Bruce, and was heartbroken when he moved on without her. Growing into a DECIDEDLY lovelier young woman, she teamed up with Batman, discovering their shared past. Referring to herself as "A leggy dame with fishnets" (a line I always remembered, even as a young kid), she helped Batman take down some thieves.

-Justice League Unlimited returned her to prominence for an episode, showing her as an "Ex-Girlfriend" of Batman's, helping him find a magically-transformed Wonder Woman- Zatanna quickly figured out she was Bruce's new love interest, teasing him about it.

-Zatanna's got some power, and can make an Alternate Effect for anything else she needs, but she's real easy to knock out, especially since she's a Glass Cannon to counter-set it's usefulness. She's also a bag of handy tricks, knowing stuff about Magic, Sleight of Hand, etc., performing a secondary Skillmonkey Mage to Doctor Fate if need be.

About the Performers: The one-off in "Zatanna" featured the character being performed by Julie Brown, a comedienne and impersonator famous for her regular takedowns of celebrities, especially Madonna. Brown even appeared on "Tiny Toons" as Julie Bruin, essentially a huge-breasted bear version of herself. Most of her roles in TV and film are pretty small. In "JLU", Zatanna was played by multi-talented voice actress Jennifer Hale, same as Giganta & Killer Frost.

It's page 109 of my M&M Player's Handbook- it's one of the tiny things listed- basically Protection. I'll have to edit it onto her Toughness.

-Star Sapphire’s kind of a never-ending story in the Green Lantern books, being the recurring girlfriend of Hal Jordan, made a bit more interesting by also being his BOSS most of the time- she inherited her father's company, which alters the typical power dynamic in comic book relationships. She occasionally gets turned into a cranky “Modern Womyn” stereotype, but she’s spent the most recent years of comics continuity following Jordan around, while pretending to not be interested in him anymore. And occasionally gone nuts as the villainous "Star Sapphire", who then became the central character of an entire CORPS. of Star Sapphires.

-In the Justice League shows, Sapphire was never given a real name (though the writers have stated that it’s Ferris), and was just there as an Opposite Villain for GL whenever Sinestro was unavailable. She hated men outright, and was usually just a “hired gun”, despite a hatred for being linked with “Common Criminals”.

-Carol Ferris is basically a PL 11 Green Lantern, minus a few tricks. She NEVER managed to beat GL, but was kind of a pain in the ass to him and others, so I’ll make her a notch above the PL 10s.

About the Performer: A very pretty woman, Olivia D'Abo got a lot of "Hot Young Girl" roles in her 20s, particularly "The Wonder Years" (playing the older sister of future Hawk & Dove, Jason Hervey & Fred Savage). She played a bratty teenage "Q" in a "Star Trek: TNG" episode (getting nerds' pants all aflutter in the process). Most of her other roles have been bit parts or supporting roles, jumping around TV and the movies, which usually led her to play "Miss Fanservice" type naked girls. She's played a LOT of animated characters for someone who's very attractive, being able to pull off much younger roles well into her forties (which is why she's in animation, probably- she's too old for her old roles). Her characters include Ten in "Batman Beyond", Morgaine Le Fey & Star Sapphire in "JLU", Jane in Disney's "Legend of Tarzan" cartoon series, and more.

-Green Arrow was always the "Seventh Leaguer". He came in after the big crew, but was always a pretty decent seller, and he played well off of everybody, especially once he became a hippie. So it only made sense that he was the first big focus-character in the JLU Reboot, demanding to be let off the team because he didn't fit in with the "Gods" on "Mount Olympus". Helping out a bunch of people by stopping a radiation monster (and catching Black Canary dressing for duty) changed his mind, and he became the moral compass of the League, which paid off in a big way in the first season finale, where he convinced Superman to stay on, despite the problems surrounding Cadmus. Generally speaking, "Arrow Episodes" are among the most popular, as he often got to hang out with the best supporting characters (Supergirl, Question, Canary, Huntress), got some of the best fights (Wildcat beat the CRAP out of him), and he had some pretty good lines. And he was a gigantically-annoying hippie, who helpfully avoided the comics versions' predilections for being the biggest man-whore on the face of the Earth.

-Plus, his relationship with Black Canary was funny and cute. And that episode where he & The Question kept conning each other was brilliantly written, as it proved heroes can be impressive without showcasing giant power levels. Honestly, most of his appearances were just FUN- his preachiness and "insufferable smartypants" nature were played with, so he wasn't a flawless moral paragon.

-Green Arrow is PL 10 (well, PL 9.5) thanks to his insane accuracy at range, much like Hawkeye of the Avengers, and he has a small array of trick arrows he commonly used. He's also handy in a fist-fight, though not nearly to Canary or Wildcat's level (both beat the crap out of him effortlessly). He can take out The Question in a fair fight, despite Wildcat's assertion that "he's no fighter!". But yeah, an entire build set around shooting arrows at people, at PL 10, is gonna be REALLY good at it. He's also got a swack of Skills necessary for a solo, non-powered hero to have, and he's got a really high Insight- handy for dealing with The Question on a semi-regular basis. I also went with the Arrows as a Device instead of Equipment- it seems like most Archers, especially with some of their wonky gear, should be Device Guys.

About the Performer: Ken Shriner is best known for being Scott Baldwin on "General Hospital" and "Port Charles" (its spin-off) for a number of years. He's been there off-and-on for about forty years at this point. Baldwin and Green Arrow are his only recurring roles of any note.

Sad thing about Ollie's "manwhore" reputation is that it was completely unearned for the longest time. He was completely faithful to Dinah up until his death in the 90s (he'd unknowingly fathered Conner Hawk years before becoming a hero), with one exception. And in said exception's case, he was injured and drugged, unable to consent to the woman tending him who decided to have her way with him. So yeah, the one time he was unfaithful was due to him basically being raped and no one calling it that.

But after Kevin Smith revived Ollie, that incident was treated like Ollie was just a womanizer, and he went on to have multiple relationships after the fact. Basically, his own "Hank slapped Jan" incident that was blown out of proportion and has since gone on to define the character.

Well, the fact that most of Ollie's pre-island past was still unexplored surely helped to frame him as a womanizer, but I agree with the general sentiment.

Rivalry (Huntress)- The two fell into dislike immediately, and they've brawled at least twice. However, they seem to have a comraderie about it, and it eventually becomes a friendly rivalry of sorts.
Responsibility (Wildcat, Her Mentor)- Dinah is still devoted to her mentor-figure, who is "like a father" to her.
Power Loss (Extra Effort)- Dinah can only use Extra Effort on her Canary Cry once- afterwards, it loses it's power for at least a day.

-Black Canary's always been one of the secondary major JLA members in the comics, so it makes sense she'd be one of the bigger cast members once the show got "upgraded" to a fuller cast. Me, I'd've used her instead of Hawkgirl right away for the Big Seven, but that one ended up turning out alright anyways. She of course got hooked up with Green Arrow instantly, but they added a big rivalry with The Huntress, and made her one of the top-tier melee combatants of the League. She practically EFFORTLESSLY beat the crap out of Ollie in hand-to-hand, and beat Huntress up pretty bad in their one fair fight, too. Plus the NASTY beatdown she handed to those thugs in her speaking debut (one of the most well-animated fights of the entire series- my brother was like "OWWWWWWWWW!" when she just STOMPS on that one dude's head). Oh, and the animators seemed to have some fun drawing a "classically" beautiful woman, who had allure and sexiness on her side, rather than just skin-baring costumes (though she had that, too). She was more like a Pin-Up Model than the amazonian Wonder Woman, or the petite and pretty Hawkgirl- a real "1950s" vibe.

-Canary kicks ass. So she's about PL 9 in Melee and on Defense, only making PL 10 because of a Distracting set of Area Attacks, but c'mon- she's one of the top-flight martial artists around (just a tiny notch under Batman himself, and higher than pretty much anyone else), and has Skills & Advantages to the nines. She's good enough to take out most of the other melee fighters, and the Blast can handle alot of top-level guys as well. Note that she can either deafen people with it, or blow stuff apart (such as Roulette's Metabrawl arena- which was obviously Extra Effort of some ludicrous kind, since it covered like 500 feet in a Burst- or Tobias Whale's clothing), but it has the Complication that she'll lose it if she ever goes all-out (which happens a fair bit- she gets a scratchy voice and all afterwards).

About the Performer: Haha, really? Morena Baccarin is best known these days as a slender "Miss Fanservice" type, playing Vanessa in "Deadpool", though she attained fame as Inara the non-quite-prostitute in "Firefly". She was also in all kinds of other nerd stuff like "Stargate" and "V" before working on "Homeland" as The Chick Who Often Gets Naked- I remember her joking on Conan O'Brien's show that when President Obama said he was a big fan of "Homeland", she was at first proud... and then went "Oh my God- the President has seen my boobs". Though she was nominated for an Emmy in 2013 for that show, so it wasn't JUST Fanservice. Her career seems like it should have gone somewhere, but a large number of much younger brunette celebrities have come along right as she was turning forty, so that's probably it, unfortunately.

In my own home-brew/merged-u setting, I actually have Dinah on par with guys like Iron Fist, Shang Chi, Chun-Li and the like, making her better than Batman in terms of pure martial arts skill. I also have her Canary Cry function as a chi technique that she learned and developed, since there actually is a precedent for it in martial arts fiction. There was a technique called "The Lion's Roar" in martial arts fiction since at least 1961, and it functions more or less identically to the Canary Cry. It also showed up in the martial arts comedy film "Kung Fu Hustle".
