I believe that Kenji's absence is half because they couldn't get his VA back (which is JUST a guess, but happens from time to time) and half because his absence is the major reason that the notion of Ikuko having an affair is even partially plausible.

Global Justice would have made one more appearance, but the scene in question (revealing that, in the unaltered timeline in A Sitch in Time, Kim eventually becomes the head of Global Justice) was cut.
