I don't really like limited skills, they're the second cheapest trait in the game already. But tastes they do vary.

Doing some research on Horses ... apparently it's not healthy for them to carry more than 20% of their own body weight. Which would indicate a Strength of only 2-3 depending on type of horse. But that just feels wrong, and super weak, so I'm thinking of exaggerating their strength similar to how the system (being comics-themed) exaggerates elite humans' strength.

A heavy draft horse can healthily carry about as much as a champion bodybuilder human can lift -- 400 lb. Does that mean a heavy draft horse should have 8 Strength? And a sleeker horse maybe 7?

Probably more like 7 for draft horses and 6 for faster horses, considering I gave most Elephants 8 Strength ...?

Variation

This is a horse bred for speed, like a mediocre race horse. For a more elite specimen, you could purchase Advantages like Skill Mastery (Athletics), Extraordinary Effort, Great Endurance, or even Luck (Recover), to represent better ability to run for long periods of time or sprint in short bursts.

Variation

This horse is already more expensive than the other two base models, as it has the toughness and hitting power of a Draft Horse, but better accuracy, and better Active Defenses than the Riding Horse. That said, there are lots of ways that it would be appropriate to upgrade this stat block if you have the ranks of Minion or Sidekick to do so. Equipment 1 for some grade of barding armor (Protection power) is recommended. Many Combat Advantages including Favored Environment (plains) are viable. If you have extra points on your horse and you're not sure where to spend them, you could always come up with justifications for piling them into various Defenses.

A villainous henchman or organized crime participant who's just important enough to be given a gun to use. Most superheroes settings, including VordWarp, have no shortage of these guys, often with the Minion template.

Variations

Besides re-selecting language to match the goon's nationality, and possibly granting a Commlink Equipment piece, it's not recommended that you vary the basic Goon much, as any increase in traits will increase the goon's Minion Rank and Sidekick Rank—and endanger the sense of power that PCs are supposed to enjoy as they mow through these guys. Of course goons can be led by more elite criminals.
