You mean if he casts it again within the 1 minute? Yes, I suppose so. In this version, it's more about knowing you're going to be casting it a few times, and the duration's not long enough to make a network of it.
So, what Moira was talking about is in use in real world today, the military trains soldiers what a raised closed fist means (stop and pay attention) and also many other signals. (Note, *I* was never in the military but have an older brother that was, I am by no means an expert).
In game terms I'm thinking it'd be a skill, based off Cunning, called 'Callsigns' or something like that. It'd be a little expanded since we want to use whistles (these arent birdcalls or anything like that, if we wanted to incorporate that it'd still be a disguise or survival check probably.) But they'd be actual whistles that meant something.
It'd work like we tell the GM what message we're trying to convey and he sets the difficulty Tier in conveying that message. We roll to convey the gestures, the recipient rolls to receive/interpret them (same Tier difficulty) and partial successes could indicate a partial or jumbled interpretation.
