Since most of the information regarding the Merged realities came from what's basically geek&nerd culture, that was what informed many operating procedures in agencies trying to deal with the new reality. And what do we do? We like to rate things based on how much we like them or how powerful they appear. It's not exactly clear who came up with the idea of just using Power Levels, but it might have originated from Mutants & Masterminds or this very forum in the Merged World.
It also helps that some of those people who Merged have similar rating systems for supernatural phenomena (like the Revised Spengler-Holtzmann Scale of PK-Potency used by ghosthunting groups all over the world).

Lol. Which makes the win fairly remarkable if you think about it. I mean, how often can you say you bored and frustrated a major bad guy into leaving a fight?

Well if you ever played Pokemon at all, there are several moves that you will absolutely hate the other guys pulling. Those are anything that heals them, anything that confuses you and anything that lowers your accuracy.
I frelling hate sand attack at lower levels. I will admit, it's nice when you're able to pull the same tricks on your opponents.
The herald thing was nasty though. I'm glad the GM threw us a bone with our two newest NPC buddies.
I kinda like to think of Amy as kind of like Dorothy. Only without Oz in the end.
