There may be a clue in what the shapeshifter's motivation was in the conversation, if any, he had with the officer driving his vehicle.

"They are currently conducting the exit interviews back at the station. We should be certain they ask the hostages about the infiltrator; the officer she rode with as well. We can review all of the transcripts and look for patterns in her words or anything else of interest." Zyzzak offers.

All

The reports of the interviews show that some of the hostages "think" they remember the fake hostage before the robbery began, but no one spoke with him or remember anything special.

The officer in the car says he just wanted to talk about your team. The officer said he didn't have much to tell.

"He said he felt real safe having a whole team of superheroes escorting them downtown. When I told him it wasn't the whole team because some of you went back to your base, he looked frustrated. That's when he vanished."

Harry "The Shield" Mackenzie
HP: 1 Condition: Injured 1

"Interesting," Harry says, mulling it over in his head.

"It sounds like he was hoping to draw us to the police station?" He asks aloud, "Or maybe just away from the headquarters?"

"Cool" Luke
HP: 1
CND: Ice Cold

"Maybe they just want to copy our style? Pretend to be us, smear us, and give Aegis a black eye. If they can shape shift and have machines that can shoot all sorts of things, why wouldn't they have the tech to copy our powers? Whatever it is, doesn't feel right not knowing their long game.", suggests Luke.
Insight 30 just in case and now Luke gets the good insight rolls.

Cool Luke

Czarina clearly has some personal grudge with Silver Phoenix. In addition, the way she immediately got up for a fight when she heard Luke's voice over the bullhorn when she didn't respond to any previous attempts to communicate suggests a familiarity with him as well. That is further supported by the vocal exchanges during the fight.

While it's possible the fake hostage was just stalling until they could teleport him out, the timing of his departure was pretty telling. Maybe a coincidence, but it would make sense that he was stalling for something. The fight was very short, and he was apparently disappointed when he found out team members were returning to the base.

Evelyn "Bulwark" Gracen
HP: 2
Cnd: Healthy

Evelyn had seated herself after the phone called. Her hands were folded over her stomach, in front of the hole that had been blasted in her uniform. She hadn't time to change yet. She listens soberly as the group's aged veteran made an effort to get the most out of their experiance. When Harry talks about using objects in the environment to combat the robots, Evelyn chooses that moment to interject.

"You can bring a throwing weapon with you in the future. Shuriken or steel balls, for example. That alleviates concerns regarding harm from direct contact."

She goes silent again after that, content to listen while the others tried to squeeze insights out of their collective observations. When Zyzzak handed out the transcripts she takes a copy of the documents into her left hand and reads it. After reading it, she sets the papers down nearby.

"They weren't likely hired as there is an emotional element to this group's actions. They wanted a fight with us. We might be able to use that. Bait them. If we made it public knowledge that we would be at a certain location at a certain time, they may seek another confrontation. A PR event, for example. The downside, if it did draw them in, is that the fight is in a public location with civilians at risk. Though measures could be taken to minimize such dangers."

Silver Phoenix:
[Harper Zhao]
Condition: Bruised (-1 Toughness)

"Czarina's readiness to fight does make it seem as if robbery was not her intended goal, but that is large amount of effort to effect a false crime just to draw us into a fight only to flee as we began to gain the advantage."
Bulwark wrote:"You can bring a throwing weapon with you in the future. Shuriken or steel balls, for example. That alleviates concerns regarding harm from direct contact."
At this Silver Phoenix quietly pulls out a pair of shuriken held in between two of her fingers. "Never leave home without them."

"Such as having agents disguised as reporters and other attendees, it would lessen the number of bystanders and they could help to protect the real ones present." The martial artist offers.

Harry "The Shield" Mackenzie
HP: 1 Condition: Injured 1

"It's entirely possible, but we might want to consider the possibility that the opposite could be true," Harry notes, "These people may know us only because we are the AEGIS team in the area. Any plan they intend to pull off would have a very good chance of them encountering us."

"They might just have done their homework and set up some kind of plan to either sideline or attack us that we accidentally ruined,"
He pulls up a map on one of the conference room screens, tracking the location of the police station, the bank that was attacked, and the AEGIS headquarters, "Without more information to work with it's kind of hard to figure out what their plan was. Maybe our next step should be tracking down any information we can gather on the Horde and Czarina. And we should see if those cyborgs have been used in crimes before."

He pauses and looks over at Madame Macabre, "You mentioned they were soldiers?"

He shifts his look over to Bulwark, "Doesn't the US Government have some kind of computer database tracking soldiers DNA? Maybe we might be able to track down who the victims were."

Madame Macabre

HP: 1
Cnd: Normal
He pauses and looks over at Madame Macabre, "You mentioned they were soldiers?"
"It appears so. When someone has been dead that long, the residual fragments of memories can be very scarce. Their military background and the fact that they died violent deaths over a year ago are all that I can reasonably deduce."

Shaking her head, the pale young woman frowns at Harry. "I wish there was more I could glean for you, but that's the best I can do."

Harry "The Shield" Mackenzie

"It's appreciated. We may never known that without your help," Harry says with a smile, "Every little bit of information gives us a piece of the bigger picture. Eventually we will have enough pieces and it will all come together."

The Shield

Harry recalls that The Horde did work with cloning technology, even back in the forties.

"Cool" Luke
HP: 1
CND: Ice Cold

"All of us running off to lure them out in a big event is maybe what they want? Just tossing it out there, but seems like to me their spy bailing when he found out the base was going to be occupied means they cared about that. So, if we throw a big event, with all of us there, it would mean they'd know the base was empty. Now, if we say we'll throw an event, all of us make an appearance, then two of us teleport back to the base we might be able to know what they want with the base being empty.", remarks Luke.

Looking around the base, he shrugs a little. "Maybe we should have some special signal so we'd recognize each other if the shape shifter turns into one of us. Nothing too obvious like an owl call, but something subtle. That way when we all go digging for information on dead soldiers or asking around town, they can't sneak in.", suggests Luke.

Harry "The Shield" Mackenzie
HP: 1 Condition: Injured 1

"One more thing I forgot to mention. The Horde would make these doppelgangers back during the second world war. At the time we didn't really know how they were doing it, but they must have been using some kind of cloning technology," Harry says, "Sorry, I should have thought of that earlier. It's been quite some time since I last heard about them."
