-There are apparently large numbers of these things, but this was a Retcon that established that the singular one seen in many other stories was actually part of a race of such creatures. A "Fear-Eater" debuted in a series of one-offs in Marvel Comics Presents, first chasing after the Silver Surfer, trying to feed off of his fears- it made things look like the Surfer was trapped within another barrier, similar to the one Galactus erected around the Earth. However, the Surfer faced his fears and chased the monster away. Next issue, it tried to make "The Captain" (Steve Rogers when he dropped the Captain America role) fear that he was frozen in ice once more- Cap naturally faced his fears and the Fear-Eater was chased off.
-Next, the Fear-Eater faced the Thing, who overcame his fear of being the Thing forever and being rejected by others, and then Thor, whom he convinced he was dying on his sickbed and thus missing out on Ragnarok. Thor ultimately faced this challenge and expelled the Fear-Eater, who, starving, was forced to attack the very next human it found. Unfortunately, this was Daredevil- The Man Without Fear- and so the Fear-Eater died, starving to death. Okay, that's pretty funny. The Marvunapp bio writer shits all over it, however, saying it was corny and predictable (given how often D'Spayre was in the same kinds of stories, that makes sense).
-The "Fear Lords" arc of Doctor Strange would ultimately reveal that the dead Fear-Eater was part of a whole RACE of creatures, under the command of Kkallakku. When the feed off of the fears of New York's populace, Doctor Strange absorbs all of that fear into himself. The ravenous creatures then follow him through a portal, where he traps them in a dimension beyond, closing the door back behind him. The plural for them is technically "Kkallakki".
-The Fear-Eater is a Mind-Reader & Illusionist, but has no physical body with which to attack people. The Weakening effect is the dangerous one, but is still only PL 7.
