-Well now this is another great design... albeit with the stupidest name ever. Voiced by Khary "Cyborg" Payton, Moby is a humanoid Killer Whale, modified to have... a gigantic tongue that he can use as a weapon. Geez you use a goofy Moby Dick pun with a ridiculous power, then don't even use a Sperm Whale as the basis. He was a friend of the Boltons who was Gene-Slammed by Dr. Paradigm and mind-controlled into working for him (jesus does every side character have that origin?), but broke free and became a recurring ally of the Street Sharks.

-Moby is a powerhouse like Slammu. In his debut, he easily takes on all four Sharks at the same time, as Dr. Paradigm had intentionally wanted him to be the ultimate creature (their friend Jets was chosen because he had the "perfect DNA profile" to make it work). Like the Street Sharks, he can swim through solid ground.

Not only is the pun awful, they didn't even use it correctly! Moby Dick was a Sperm Whale, not a Killer Whale! Like, they probably could've come up with some kind of pun with Orca in.

-Mantaman is just strange- despite being a humanoid MANTA RAY, he looks almost identical to the Street Sharks, just with large fins underneath his arms. And he's also a blue manta-man, exactly like TMNT supporting character Man-Ray. It's an odd bit of coincidence, especially for a show that already rips off, and throws shade at, the Ninja Turtles franchise. Mantaman is a human scientist who was on a space station when aliens invaded. When the Sharks arrived and started losing, the scientist injected himself with manta ray DNA, as well as that of the alien itself in order "to think like it" (SCIENCE!). He then left the station, becoming a side character. At one point, the villains kidnap his little brother so that he will help them hijack an airplane. In the "Dino Vengers" season, he falls under the mind control of the evil Raptors, but the heroes all free him.

-Mantaman is about as strong as the Street Sharks, can glide using his webbing, and survived RE-ENTRY FROM A SPACE STATION, because of "alien DNA". I made him a bit tougher and gave him some Immunities, but still.

-Our Big Bad, Dr. Paradigm (sharing a surname with the Big Bad Corporate Executive of The Bots Master, L.L. Paradigm), is both a Mad Scientist AND a Corrupt Corporate Executive, hitting the twin mountains of 1980s Villainy. Sadly, this is 1994, so he's just horribly generic with little thought put into him. His whole deal is that he is a public CEO and uses his platform to speak out against the Street Sharks, fashioning them as renegade monsters. Later on in the show, he tries to inject the Sharks with piranha DNA, because that would eliminate their loyalty (as sharks are... famously loyal compared to piranhas?), but accidentally injected himself instead. This turns him into a monster when he's angry- this eventually results in him being publicly exposed as a nutjob and a criminal when he transforms on national television.

-In the Series Finale, Paradigm is arrested after Bends takes control of his Seaviates.

-Dr. Paradigm isn't OVERLY powerful, but has a handy Multitool in his deep-sea armor, is a super-genius, and is a credible planner- in one episode, Rox promises to reveal to a worldwide audience that Paradigm is behind the Seaviates and a plot to turn everyone in Fission City into mutants, but Paradigm sneaks in and alters the tape so it implicates the city's mayor instead, then gets into her good graces by insuring that she gets exonerated.

-Slobster & Slash were Dr. Paradigm's earliest experiments, and are bumbling henchmen who act as Jobbers for the Street Sharks. Both were created from gene-slamming animals along with Genghis Khan and Col. Thomas Blood (I actually had to look up who that was), which is pretty bizarre. He is, as you'd imagine, a giant, slobbering lobster-creature. He was a bit of a prankster, often doing things like splashing the heroes by driving into a mud puddle- like he only tried to kill them if specifically ordered to. For whatever reason, both Slash & Slobster were removed from the show in the third season and never reappeared. They just got Chuck Cunninghammed out with no explanation.

-Gotta love that name, too- an reptilian-looking eel-man- what else would you call him? Repteel got his start as a HOTEL OWNER of all things, but when the Street Sharks accidentally demolish his hotel during a fight with the Seaviates, the now-unemployed man is taken in by Dr. Paradigm, who takes advantage of his newfound grudge, and quickly Gene-Slams him with an electric eel, turning him into a lightning-blasting, eel-summoning freak. The latter power is EXCEPTIONALLY weird, as even the most bizarre DNA alteration typically wouldn't let a guy engage in asexual reproduction and shoot eels at people. That's pretty esoteric, actually, and definitely unique! Repteel & Killamari are both later additions to the Seaviates, and disappear during the "DinoVengers" episodes.

-Shrimp Louie- named for a seafood dish- is a different kind of henchman- a cowardly, wimpy kind. He instead uses big ray guns and sneak attacks. TV Tropes says he more or less takes the place of Slash & Slobster, and simply appears on the Seaviates with no explanation, getting no origin story, unlike the others. Shrimp Louie & Tentakill show up in the early "DinoVengers" episodes, but soon disappear.

-Shrimp Louie is an ineffective wimp at everything but shooting, being about PL 5 defensively, tops.

-"Killamari"- that is WONDERFUL. A+ pun-name theming, right there.

-Killamari is the most aggressive of the Seaviates, and was the third guy added to the party. He & Slash have an immediate dislike of each other. And he gets a big showing in his debut- "New Villain Stink" sees him nearly KILL JAB, firing venomous barbed "harpoons" into him. He nearly dies in this episode, before Bends & Lena can develop an anti-venom. This pretty well permanently reduces Killamari's threat, though he remains as the most high-tier of the Seaviates. Repteel & Killamari are both later additions to the Seaviates, and disappear during the "DinoVengers" episodes.

-Killamari is a full PL 8 in combat, and has top-tier poisoned barbs as a weapon, though presumably the anti-venom nerfs this threat good and hard after his debut episode. This actually serves as a more reasonable version of the "Deadly Weapon The Villain Can Never Hit With" problem that befouls people like Persuader (DC), Death-Adder (Marvel) and others.

... the way his head is shaped in that second image suggests (to me at least) that they might have been going for a PG-version of the Xenomorph.

-Tentakill is a bizarre creation- a purple monster on two green legs with a fin on its back and frilly flower-like appendages on its sides, along with a cybernetic gun attachment. It was designed by Dr. Paradijm to kill off the Street Sharks, then chased off the bad guys, being a barely-controlled animal. It later appears helping out the Seaviates again, so they apparently got it under control. He was meant to have a toy (one catalogue shows him next to various other characters), but it was never produced for some reason- the toy inexplicably features a stinger. Shrimp Louie & Tentakill show up in the early "DinoVengers" episodes, but soon disappear.

-I don't know what kind of weapons Tentakill had, but it looks pretty gun-like to me.

-Clammando is a peculiar Seaviate in that he debuted in an episode that featured an alternate future in which Dr. Paradigm had taken over the world. He was one of the Mooks in that one, and only later made his "debut" in the main continuity once time was restored. It turns out he was a dock worker who slipped into some polluted water (spilled toxic waste, you know- one of the most common occurences in 1990s cartoons), merging an oyster (yet he is called a clam consistently, likely for naming purposes) with pollution, and he has military stuff on him. Like Tentakill, a toy was made for mock-up purposes, but never produced.

-Lena is a grad student working for Dr. Paradigm in the first Street Sharks episode, but realizes quickly that he's nuts, and turns on him, helping out the Street Sharks. She is the calm, level-headed "Human Buddy" character, being a smarter version of April from TMNT, but a bit blander (she has almost no identifying features aside from "Black Girl" and no toy was ever made of her). Her role was greatly reduced in Season 3, consisting only of background shots. She's the only recurring female character, and the only visibly black one (Moby Lick started out as a black guy).

-SharkBot is another old cartoon standby- the "Evil Robot Duplicate". He is a robot created by Dr. Paradigm to free Repteel from prison, and then frame the Street Sharks. However, the Street Sharks reprogrammed him to destroy Paradigm's lab. He was salvaged and rebuilt later on. The toy is pretty wild, though- essentially jaws with feet.
