-Another "The U.S. Government is EVIL!" character (one of like three that DD specifically fights, which is weird- why does HE have to deal with gun-toting government lunatics?), Jack Hazzard was a traumatized youth hypnotized and trained by the government to become a merciless assassin. He gained the ability to stop people's hearts with a thought and an inability to feel emotion or remorse. This made him ideal for his job, but when he was discharged, he went nuts- realizing that Nuke was from the same kind of program, something awakened in him, and he feared he'd kill people or kill himself. The government realized the same thing, and sent the Black Widow after him. Hazzard went about his day, nearly killing several people with his powers or by freaking out on them when something triggered his memories or instincts- ultimately, Daredevil & Black Widow found him, and they fought. He seized DD's heart and nearly killed him, but the Widow grabbed Hazzard's gun and held him at gunpoint. Hazzard then used his powers to force her to pull the trigger, killing him. A pretty short one-off "Government Sucks" story.

-Jack is another generic "Military Guy/Soldier" built, but with a PL 8 Perception-Ranged Weaken effect, able to seize people's hearts and drop them instantly.

Could be a thematic choice. DD is a lawyer and a vigilante, probably capable of quoting chapter and verse what laws he's breaking every time he puts on the horns. Ostensibly laws are made by governments, who also "make" these soldiers and agents that are trained specifically in extralegal activities (like assassination), so you can come at the arguments of Law vs Justice and What is "Right" from several angles.

Or maybe it was just lazy writing from left-leaning artists still dealing with the fallout of Vietnam and the current governance in the 1980s (Reaganomics, AIDS, Cold War, War on Drugs, Middle East actions, etc).

The Tribune

-The Tribune is an actor turned vigilante to takes the law into his own hands via a masked identity- he would hypnotize a group of men to assist him in keeping "Commies" out of America. Feeling that if you weren't FOR America you were AGAINST it, he had them fight some protesters, but Daredevil beat him by throwing Tribune's own bomb at his getaway helicopter. It's left unknown if Tribune died or not- he was seen on TV giving one of his familiar speeches, but we were never told if it was a recording or not.

-The Tribune had a gavel that shot a blast that hypnotized people, allowing him to control them via the "Dominator" device on his belt.

-HOO BOY. Bet they wouldn't try THIS storyline today. "Sir" is Martha Peterson, a once mild-mannered woman who felt victimized by the "male animal" her whole life, fearing the destructive power of men but envying it all the same, finally considering the male spirit to be "God". She convinced a "deprayed psychologist" to administer hormones and "muscle transplants" to transform her into a giant, hulking male-bodied figure. Via hypnosis and psychological training she now identified as "Sir", and began murdering the women Martha so resented. When Sir attacked Daredevil, investigating one such attack, Sir easily resisted all of his punches (including one to the crotch), then knocked him out with a single blow and left him there.

-Sir killed more women, then stalked DD, finding him some epitome of manliness (despite Sir, you know, effortlessly winning last encounter). Sir fought the hero again, AGAIN defeating him, knocking him unconscious and stealing his costume, hoping to gain his essence from it- the initial idea was to kill DD and absorb his energies, but Sir now figured the costume was good enough. DD was left wearing his original yellow & red one to fight the villain, and he revealed Sir's dirty little secret, which his senses helped him figure out- Sir was both in denial and acceptance (realizing this was the "thing" Sir had been missing), and quickly lost the will to fight, eventually being taken away by police. This insane story lasted three issues.

-BUT THEN SIR WAS BACK. Dr. Angst reappears in Spectacular Spider-Man, finding Sir at Ravencroft Institute (YOU'LL NEVER GUESS WHO WAS WRITING). He freed the villain to capture Spider-Man, and some electrified tendrils did the job. Spidey was subjected to mental torture by Angst, but he freed himself- Sir then left Angst to his fate, realizing the man was weak. Spider-Man spared Angst, who left with Norman Osborn. Sir watched, apparently planning to kill Angst, but neither character ever reappeared since this 1998 story.

-Soooo... woof. While "taking a real-world mental condition and turning it into a Batman-Villain-style Obsessive Villain" can be "Comics 101", this has "yikes" written all over it. Granted, this was 1995 and things were MASSIVELY different then, and this is clearly more than simple gender dysphoria or "I was born in the wrong body" stuff, but I can't imagine anyone ever touching this one again. DeMatteis has a rep for being a decent writer (Kraven's Last Hunt and such), but this one just seems wild.

-Sir is also ridiculously powerful for some reason, easily able to defeat Daredevil TWICE until the character's self-doubt comes into play. Even tangling with Spider-Man repeatedly! There's implications of enhanced musculature but it wasn't stated that Sir was super-strong, but you can definitely infer that from the power-feats- KO-ing Daredevil in one shot, grappling Spider-Man, and snapping people's necks with a single twist.

IF someone wanted to use this character, and there's not enough NO in the world but nevertheless, they could do worse than saying that the hormones involved were Mutant Growth Hormone. If anyone should do this, LEAVE MY NAME OUT OF IT.

-From ComicVine: "Vapora was created as a villain during a collaboration with Marvel and an educational program sponsored by the Gas Appliance Manufacturers Association in cooperation with the Consumer Product Safety Commission. This comic would help any adult or child by providing information on the dangers of gasoline vapors and its harmful/deadly effects. Vapora is a sentient mist or vapor that emerges from gasoline cans to feed on the human misery and anguish she can cause with her destructive and deadly abilities. Vapora would strike a family when a dad brought a gasoline can into the kitchen to help remove some tiles when an accident occurred and the house burst into flames." Daredevil saved a girl and ended up fighting Vapora (he was the only one who could see her), fighting her off with a fire extinguisher. He defends the landlord from arson charges in court, while darkly noting that he'll fight Vapora again. Naturally, he never does, because this is a one-shot issue.

-How can you not love a character so goofy? Her motivation is KILLING PEOPLE, and she can be fought off with a fire extinguisher.

-Okay, this was kind of a clever idea- the Vice Agent was a guy who decked himself out in a super-costume and brandished "weapons" at people, shaking down low-level crooks and drug dealers just using threats, even though his gear didn't actually do anything! He did the same to Turk Barrett and his boys, but this got Daredevil on his case- DD of course quickly figured out that he was a fraud and beat him up.

That is very clever, yeah. Good for a one shot or a shorter story arc. Like Buggy The Clown in One Piece. Biggest talker ever, total coward and complete weakling. But because he's from a legendary crew, people buy his BSing and so he's managed to get a crew of real killers working for him.

-I always love how in comics, hobos are this united army of social misfits, living in massive catacombs beneath huge cities. Sometimes they're good, and sometimes they're bad, but they're usually vast, interconnected networks of impressive scope. It's a very romantic ideal, in a certain sense. Meanwhile, in real life, permanent homeless populations (ie. not just people who lost their jobs or are temporarily between homes- what sociologists now call "chronically homeless") are essentially a bunch of addicts and mentally-ill people, largely incapable of uniting (because most of them... are crazy and/or on stuff). So it's always amusing to see stuff like this guy- a giant, mutated-looking lumpy albino King of New York's hobos, like something out of Fist of the North Star. And in such a minor role! He only exists to have found the Kingpin's wife Vanessa after she was thought killed by some of his enemies. Concussed and amnesiac, Vanessa was basically kept by the King as a "trophy" (ergh...), and Daredevil lucked into finding them. He took a beating from the King, but soon made a comeback and whupped him. Showing Wilson Fisk the face of his wife, Daredevil was then able to get what he wanted- Kingpin loyalist and Mayoral candidate Randolph Cherryh was given up and forced to step down from a campaign that would have seen Fisk gain even greater power.

-The King reappeared many, MANY issues later (about 150! Twelve years later!), suddenly assaulting the black-costumed Daredevil (oh, THIS era), who was in the sewers on an unrelated mission. Here, Daredevil beat him up TWICE over a couple of issues, despite the King's attempts at summoning a monster to eat the hero. He was left in the sewers, and this 1994 story is the last time the King was ever seen.

-The King is a strong, heavy-hitting grappler, but ultimately not a match for Daredevil, who beats him every time.

What's funny is, that particular run of Frank Miller comics were among some of the first I ever read, and I think helped set me up for my later forays into comics. Funny how something like that can contribute to paths taken in life.

Wow, that's a pretty great introduction. I hadn't read his stuff until after my first brush with fandom, when I picked up the "books I missed" as a young adult once getting back into comics.

The Hand

THE HAND

Group Affiliations: The Hand (well, duh)

-The Hand have a tough row to hoe in the Marvel Universe- they're supposed to be these elite, frightening Ninjas, yet their status as Faceless Mooks makes them ridiculously-easy for heroes to defeat, resulting in them having zero credibility. Even NON-powered heroes can mow down dozens of them at once! They've also gained the troubling ability to just casually-resurrect people, something that's been used as part of the eternal Revolving Door of life & death in the MU, allowing the resurrections of characters like Elektra and Doctor Octopus, amongst others. They also like to corrupt and control people, turning people like Wolverine, Northstar & Daredevil into their agents.

-The Hand debuted in 1981, and soon became signature threats faced by Daredevil, but typically as hired agents. They were given a mystical bent (they were literally soundless as they attacked), and made to seem pretty important- Daredevil could beat a group of them, but they'd provide a challenge, and then commit suicide so they couldn't be interrogated or autopsied. They made a big enough impact that all of Marvel soon began using them to some degree or another- the "Ninja Craze" of the '80s is in part prescribed to this organization, as The Foot of the Ninja Turtles franchise in particular was an obvious parody, and the ninja wars of G.I. Joe also took some homage here. In short, secretive, silent ninja clans became RAD.

-Their backstory has been modified here and there- their initial origins came in a '90s Elektra series tied to the "Snakeroot" group, but that was ignored. Currently, they're an 800-year old group founded in feudal Japan. Elite training, all sorts of stuff, etc.- one sensei wanted to free Japan from foreign influence and wanted a school that could train samurai who take back control- the Hand was formed with five leaders of five organizations- one for each main island of Japan. Eventually, however, they were corrupted by worship of "The Beast"- a Demon which gave them mystical powers. This new Hand became simple mercenaries. In Post-World War II Japan, they were instrumental in forming HYDRA, but Baron Strucker soon took it over. The remaining Hand were eventually opposed by Stick and his group, "The Chaste"- Stick later died fighting them, at the cost of hundreds of ninjas.

-Eventually, everyone at Marvel got linked to them somehow- Chris Claremont used them in the X-Books, at Psylocke went from English to Asian at their hands. They helped resurrect Omega Red in Jim Lee's X-Men, and were later able to resurrect Dr. Octopus in Spider-Man, correcting one mistake of the Clone Saga. It turned out that the most reliable means of resurrection in the Marvel Universe was a Hand Ceremony in which several ninjas gave their lives to bring someone back as a Hand-controlled killer. It soon became a cliche that a hero would be killed (unrealistically-easily, given how much trouble ACTUAL super-villains have doing it), then resurrected by this process, thus becoming a threat for a couple issues until they could be fixed.

-At one point, Elektra ruled the Hand for a time, but this was revealed to be a Skrull- a demon-infested Daredevil later took control himself. BUT WAIT! EVERYTHING YOU KNOW IS WRONG! There is also a female-led faction called "The Nail" and one ruled by undead ninjas called "The Underhand". The Beast of the Hand now controls Daredevil, but various heroes combine forces to save his soul- Iron Fist uses a chi-punch to "cleanse" his spirit and drive out the Beast, but the Kingpin & Typhoid Mary take control of the Hand for themselves in the aftermath. Probably the coolest use of the Hand in recent member was a random Uncanny Avengers arc where tehy used their resurrection trick on the Hulk, temporarily making him an uber-threat the Avengers had to take down.

-Hand Ninjas are such an iconic minion in the Marvel Universe, it's no shock that they go down in droves to every single hero out there. Despite this, they're SUPPOSED to be elite fighters, so I constructed a Ninja for every possible Power Level between 4 and 8! These Minions are fairly capable- every one makes their PL caps and fills out all the points necessary for PC-level heroes. But the vast majority of the time, Hand Ninjas are PL 4 or 5.

-These are the raw, high-powered elites- guys tough enough to give even Daredevil or Elektra pause for a while, and only encountered one at a time. To face more than one of these is truly rare, and the sign it's REALLY hit the fan. A nameless character like this is actually as capable as Machete or other "Scrub" Melee Fighter types, and actually costs more- what with all the Skills an Elite Ninja would have.
