-An arrogant blowhard, Deluge was made of water, and had extending claws and the like as he manipulated his body. His squad failed against Force Works, and when the Mandarin was given a techno-organic virus by Iron Man, he touched Deluge, disintegrating his form immediately, leaving only his mask. He has never reappeared, even in the Heroes For Hire issue. His various powers (mostly taken from my Hydro-Man build and reduced WAY down) make him the priciest member of the group by a ways.

-Turmoil is a hilarious one- the Mandarin showcased his powers by turning another follower- a Chinese peasant- into one of his agents... but the character IMMEDIATELY VANISHES, apparently within the next couple of panels, never to be seen again! He was apparently "The Living Incarnation of the Storm", suggesting weather powers.

-A big guy with eye-beams who could transform his hands into weapons, Foundry was just kind of a background guy. He was part of the team that failed to take down Force Works, and later underestimated Misty Knight during a fight against the Heroes For Hire, and got beaten- he was firing his eyebeams, and she stuck her bionic arm in front of his eyes as he blasted. Blinded, he was easily KO'd in the next panel. He's the standard wimpy PL 6 fighter the others are, but packs PL 7 Eyebeams.

-A masked woman in a red dress, Old Woman was an "Elemental Sculptress", using her staff to transform the ground's shape. The limits of her powers were mostly unknown. She doesn't get up to much in the fights- she uses the stone floor ot encase the legs of U.S. Agent, but Spider-Woman frees him and tosses him into Old Woman, taking her out of the fight. She is not seen in the 2006 Heroes For Hire book.

There was fun two-part Spider-Man story back in the 90s (right before the Evil Robot Parents) storyline, where Doc Samason and Peter Parker were both attending a science experiment where a Gamma Virus was used to help stabilize patients with mood swings by helping purge deep seated anger. Well, the Virus 'detected' Samson and broke the containment field and infected him, and hyped up his anger to insane levels. Spidey initially tried to keep Samson in one place, but Samson leapt away to pick a fight with the Hulk (who was also in New York at the time). So Spidey had to try and break the two of them up, until the virus left Samson and went into the Hulk, pushing the Hulk's anger to insane levels, but not so angry as to burn the virus out. Spidey and Samson had to fight the Hulk, then Samson left to see if there was a possible cure (there wasn't) and eventually, the Hulk was going to kill Samson, until Peter appealed to his humanity, to the Banner inside the anger, and got Banner to willingly push his emotions to the point where the virus was burnt out of his system.

It was two issues of mostly fighting, and it was entertaining as heck.
Issue ... I want to say 300 of Incredible Hulk was like that, just amazing action page after page (including a beautiful shot of Starfox getting punched out after trying to use his "love powers" on Hulk, worst character ever). There have been some great action set pieces in modern comics, the Nick Spencer run of Spider-Man had some good action set pieces. Each Hawkeye book following Fraction's (except for that god-awful one where Clint takes out the Hood) has had some good action, too.

There's a few books that still manage to do short storylines or villain of the week stuff, but when you get a big writer put on a book, there must be that additional pressure of "I was put on this book to bring it back to top tier status, obviously I need to tell a top-tier story."

-Temugin is the son of the Mandarin, named for their ancestor, Genghis Khan (his birth name, anyways). He was abandoned by his father to be raised by monks, and became a Chi-wielding master. He was then controlled by his father into shooting Tony Stark- nearly killing him. When the Mandarin called him a disappointment for failing to finish the job, Temugin renounced his father before being mind-wiped. Years later, he received his father's severed hands in a box at the monastery, along with the Ten Rings of Power. Now, he felt that honor demanded that he take the Mandarin's place and kill Iron Man, though he felt no enmity towards the hero. Iron Man was only saved by the intervention of another of the Mandarin's enemies, and Temugin later appears to have forgiven the hero, despite the Rings corrupting his soul with their might. He loses a hand in MODOK's 11, but appears with a prosthetic in Agents of Atlas, as a second-in-command and potential replacement for their leader, Jimmy Woo. The two argue at first (Temugin dislikes Woo's excessively-complicated plans and what he perceives as cowardly behavior), but the two grow into friends.

-Temugin is a powerful warrior, able to use Chi to enhance himselfn into a match for Iron Man in combat, thus making him Ares's favorite bad guy ever :). And yeah, he becomes a full-on PL 11 menace, able to hold his own with just about anybody. One wonders how such abilities are possible through mere training when no OTHER martial artist can manage them, but that's one of those uncomfortable questions that springs up when you're dealing with a medium that goes back to before when such Magical Martial Arts were part of any character's repetoire in western comics.

-There've been three guys named Spymaster, all pretty minor, easily-disposable villains whose primary job is to infiltrate corporations and steal their secrets, thus becoming a pain in the ass of Iron Man/Tony Stark. None of them were particuarly notable characters, based primarily upon being really, REALLY good at their one job. The first was killed by The Ghost, but turned up later. He and his assistants, The Espionage Elite, are hired by the Zodiac Cartel to infiltrate Stark's company and steal secrets, ending up in an otherdimensional realm with some of them, but escaping. He typically appears as a nuisance in various Iron Man issues, as he's not a PHYSICAL threat, but a threat to IDEAS, which are much more dangerous. In fact, he's responsible for getting the designs of Iron Man's armor to Justin Hammer, sparking the Armor Wars!

-Spymaster continues to be a bit of a thread, being hired by renegade S.H.I.E.L.D. agents to kill Tony, and abducting Bethany Cabe. He even fought Daredevil a few times. However, after a handful of appearances, he was gruesomely-murdered by The Ghost, who used a temporary alliance to give Spymaster a "phasing device"... then removing it while he was passing through a wall, causing the villain to materialize partially within it- killing him instantly.

-However, YEARS later, during Dark Reign, we would discover that he had faked his own death (via a Life Model Decoy), and was living in deep cover- at which point Norman Osborn locates him. He is hired to steal a treasured photograph of Tony Stark's parents... which Osborn then burns. Hah- that is some Eric Raymond-level dick-headery right there. In Infinity, he recruits Blizzard II, Constrictor, Firebrand IV, Unicorn I, Whiplash IV, and Whirlwind to attack a defenseless Stark Tower during the event.

-Spymaster is a Skillmonkey of incredible order, costing FORTY-TWO points in Skills, but he's REALLY under-powered to go up against any kind of serious meta-human competition, as you can see from his lower PL and other stats. But if you need someone to bust up someone's security system and learn everything about them, this is your guy. In 2e, my Spymaster build was PL 7, but with the added power I've given guns, plus a better understanding of his accuracy, The Spymasters earns the... still-low "Street Level" Power Level of 8, making him lesser than guys like Fury, Punisher & Viper, but still enough to be annoying. And yeah, like most Skillmonkeys, he's a pricey bugger. And hey, look! FINALLY a guy with a huge Dexterity score! I almost NEVER use that non-cost-effective skill in high levels, mainly because so few guys add up enough points with Sleight of Hand, Vehicles & Ranged Combat to make it worthwhile- Spymaster however DOES max most of those out. And yes, I know Presence is even worse in this regard, but at least THAT'S something easily-quantifiable (ie. "That guy has serious presence"). "Dexterity" really doesn't act that way.

-In addition to his Mad Skillz, Spymaster has access to a lot of special One-Off Gear.

Temugin is one of those cases where I like what he can do more than I care anything about the character itself. He was pretty bland personality wise, and basically came off as this "evil Shang Chi" who didn't want to be evil, but felt he had to honor his father's legacy. The actual Mandarin is a much more entertaining villain.

He does create this weird issue of why HE can do things like chi-train himself to where he can fight Iron Man without the rings using just martial arts while guys like Shang Chi can't. While it's largely due to to the difference between 70's prevalence of martial arts fiction vs today, it does create this weird retroactive issue where there's no reason why Shang or Danny couldn't do what Temugin does (without employing the Iron Fist). And it also raises the question of why Captain America and Black Panther can't do Chi stuff.

If I were doing some shared history retcon, I'd probably get rid of Temugin by slide some elements of him onto Shang Chi. Make the Mandarin Shang's father, and have him be some major, long lived enemy who has only recently acquired his ten rings, as well as building up his organization the Ten Rings to their full power.

I'd also make Chi training basically as demanding as learning magic, with mastery of it being as useful as magic, but on a personal level. And someone like Iron Fist should be the martial arts equivalent of the Sorcerer Supreme. Someone like Kingpin would be an example of someone with only some Chi training can do, reveal that he is actually capable of fighting Spider-Man without Peter holding back because he's combining his natural size with ch-enhanced martial arts that allow for bursts of superhuman strength and iron body-style damage resistance.

Chi training doesn't automatically equate to hand-to-hand mastery tho. In terms of how well someone can punch / kick / block / dodge, and the various tactics you can use in combat, I'd put Steve, T'Challa, Shang and Danny are all very close. Shang and Danny might have a slight edge in accuracy, they know some martial arts techniques Steve and T'Challa don't, but a pure dojo match between the four of them should be pretty close. But where Steve has basically mastered using his unique shield and becoming the greatest leader/tactician alive and T'Challa has mastered science to a Reed Richards / Tony Stark level, Shang and Danny have mastered martial arts and chi techniques to let them do superhuman stuff, Danny having more chi to work with thanks to the heart of Shao Lao.

I also have this idea I might get into somewhere about replacing the Seven Cities of Heaven from being a purely K'unn L'unn / Chinese things to being a global thing, where cities like Avalon, Wakanda and a portion of the Savage Land are each 'Cities of Heaven' that are linked together, which each champion of said city being a major defender of the world, and the Mandarin a major villain of said cities.



Spymaster meanwhile should basically be the villains equivalent of Black Widow, someone who can fight with the street level types but not be a real match for Iron Man one-on-one. Which shouldn't be the point. The point of Spymaster is that he's more of a throwback to Golden and Silver Age villains where it wasn't a matter of "can I beat them with a punch", it's "can I catch them before they complete their objective". With Spymaster, the story should be about figuring out what he's after and catching him before he does what he set out to do, rather than it relying on some big fight with the guy.
