Accessibility. With a relatively new generation system, you're bound to get a bunch of new, very young, very stupid players. My guess is that its to make sure these kids don't get overwhelmed.

Honestly, I kind of assume it's just due to GameFreak not wanting to bother with elaborating complex movesets anymore, considering how downhill the metagame has been going since gen 7. That said, in case I'm wrong, it could also be a metagame thing, since most pokémon end up running very similar movesets 99% of the time, and mons with movepools that are too big tend to be pretty overpowered. Greninja dominated the meta back in the day pretty much purely because of having a very versatile movepool, which, combined with his Protean, which gave it STAB bonus with any move it used, made it so you could have a Greninja build for pretty much any team role, and made it a very unpredictable threat. Making it so Pokémon have shorter movepools lessens the risk of stuff like that happening again.

-Large flying creatures, Lugia are intelligent beings with Psychic powers. Legend has it that they are the only beings which can control the battles between the Legendary Birds (Zapdos, Moltres & Articuno), calming them with their powers. They look like strange combinatoins of creatures, being almost Dragon-like and having intelligent eyes, but long wings ending in extended finger-like structures. Lugia, like the Legendary Birds, are so rare that even people who are aware of them usually suspect there is only one- they have never been spotted together, and nothing is known of their breeding or mating patterns. What occurs is that Lugia mate for life, but only meet once every decade or so, mating and producing a single egg, which is cared for by the mother. As the creatures rarely need to eat, they are thus not often spotted hunting or child-rearing. The young mature very slowly, over dozens of years- a nestling has never been uncovered but would be worth a staggering fee if found. This makes the creatures highly desirable and often followed (though rarely successfully). Anyone chancing upon one would likely fall victim to their psychic powers regardless.

Jab's Notes: Lugia was added to the games like Ho-Oh- a "Legendary" creature that controls one of the two Legendary Trios. A bird-like creature, it was given the mandatory Psychic-Typing of most Legendary creatures at this point, something that made it feel a tad generic to me- the games by this point had five different birds and five different Legendary Psychics, so this just piled them all together. That later games ALSO added white-tinged Flying Legendaries (including a male & female type of the same type of Pokemon), this just added to things, leaving Lugia kind of forgettable to me. It was nonetheless given a big push at the time, being the poster creature of the "Pokemon 2000" movie- a baby Lugia was seen in a later episode as well, being named "Silver".

-The serpentine, fast-moving Milotic are incredibly rare animals, carefully raised by Aquatic Humanoids, a few of whom know the secret of their creation. Like the Blue Worms (Gyarados), they have an early form resembling a harmless fish. The ugly-looking, ungraceful "Feebas" are themselves hard to find, and are rarely sought after and little-thought-of- but when they are fed a diet that improves their mottled appearance, they eventually form cocoons that transform them into these beautiful pink and cream-colored creatures. Naturally, keeping one is an incredible status-symbol for Merpeople, Aquatic Elves and others, while also making them a target for poachers.

-One unusual adaptation of these sea serpents is their "Marvel Scale"- when afflicted by a snare, power-weakening ability or any other attack that lowers its baseline status, it will gain further durability.

Jab's Notes: Milotic has by far one of the worst "how you get it" circumstances in Pokemon history. Not only can you only find them on ONE SQUARE of a massive lake in one region of Ruby/Sapphire, said square actually changes each time you start the game, necessitating you searching every single freaking square of the lake any time you want it. This is beyond tedious, as you also have to fish for it, requiring multiple button-presses. And THEN, once you find a Feebas, you must then feed it tons of berries to improve its beauty or whatever, at which point it will then transform into a Milotic... which is a fine Pokemon, but really "Just Another Good Water-Type". It looks cool, though, and is a natural for Pokemon Contests, which are a side thing in that game that's actually somewhat interesting (as certain moves in combinations have a Magic: The Gathering-like affect on judge's scores).

-Despite all the rigmarole of getting one, Milotic does not feature that much in the anime- it's in a lot of "Rival of the Day" groups and an occasional random friend's group, but not in the main party. For stats, I made it a mid-tier between Dragonairs & Gyarados, while leaving in the "Marvel Scale" ability and its speed.

-Castforms are unique Elementals, in that they do not retain the same elemental state throughout their lives- they instead change to match whatever the ambient elements are- Castforms on the Plane of Fire, Water or Air will take on the local element, and will change if they travel to another plane. Even on Castellia, it varies: in harsh sunlight, it becomes a Fire Elemental; in cold weather, it becomes an Ice Elemental, and so on. Rain or proximity to aquatic environments turn them into Water Elementals, while high elevations or windstorms turn them into Air Elementals as well. The creatures do not eat, nor do they typically take action unless harrassed, but they often exacerbate local weather conditions, such as turning cold weather into blizzards, or enhanced tornados and the like. As they are immune to such things, they are often unaware of the mayhem they can cause.

Jab's Notes: Castform is a unique Generation III Pokemon that was one of the first "Variable Type" ones, changing forms depending on what was going on around it- it could be Fire, Water or Ice-Type based around being in sunny weather, on water, or in great cold. Under normal circumstances, it was just a basic Normal-Type. This gave it four distinct appearances and more- it alternated between three unique moves depending on its current type- the low-end blasts, status-affecters, and the elite blasts (Blizzard, Fire Blast, etc.), all at the same damage level. It got its own focus episode in the anime, but has turned into mostly a generic backgrounder since then. It's not considered very good in-game, as it needs the weather effects to take the other forms, and it doesn't have great stats to back up anything. It's never received Mega or Gigantic versions, nor an evolution- we were many generations in before the other variations even got Shiny variants in appearance.

-Small living plants, Jumpluff are largely harmless to most creatures, but have strong defensive capabilities, able to put others to sleep with spores. They are unique among plant creatures for their ability to float on air, using the large puffs on their bodies to let them take to the skies. Curiously, early life stages of the creature have more limbs- legs and tails soon give way to a more spherical shape as the creatures learn to fly. They start life green or pink, but mostly shift to blue in adulthood.

Jab's Notes: Jumpluff is more or less the Gold/Silver version of Vileplume/Victreebell- the plain "Plant-Type" captured in the early game that you may or may not want to use for a while. It's under-detailed, cutesy, and has an identifiable feature with the "puffs" on its body. It was never used much in the anime- just kind of a background thing. It's actually part-Flying-Type but only has a couple moves of that style. It's weak to a lot of common stuff (Electricity, Flying, Fire, Grock) but immune to Ground-Type attacks, so it's iffy, but access to Sleep Powder makes it a bigger deal in the meta-game. One thing I find weird is that its three evolutionary stages look largely interchangeable in which one would be expected to be the starter form and which on the final evolution, especially as the earlier two look more amphibious and detailed, and the latter is just round spheres.

-Quagsires are small, friendly-looking amphibians who hail from large, cold lakes. They typically only leave water during cold weather, and hunt insects great and small. They start life as small, armless "Woopers", eventually metamorphing into larger, four-limbed creatures with large, flat tails to enable swimming and slapping on the water to signal to others. They have external gills at first, but soon shift into smoother-bodied creatures. Unlike most aquatic animals, they also have mild geokinetic powers, allowing themselves to bury into mud. They typically are not dangerous to humanoids, but have a poisonous mucous membrane around their bodies and will retaliate if attacked.

Jab's Notes: Wooper & Quagsire aren't major elements of Pokemon, having only a minor role in the anime (one is a friend of Ash's Goodra), but it did get a version in one of the latest games where it's Poison/Ground instead of Water/Ground. They "Armless Axolotl" look of Wooper is quite distinctive, but I feel like they could have pushed this one a lot further.

-The huge, powerful Explouds are creatures known for their catastrophically loud calls, many of which can shake mountainsides and cause tremendous avalanches. The creatures mostly desire to be left alone, which they make very clear by these devastating cacaphonies of noise, screaming, yelling and smashing into things. The tubes in its head enable the sounds to be amplified. The creatures are herbivorous, and like most herbivores, are quite defensive and demonstrative- almost as loud as their warning yells are their mating calls, or their attmepts to cow rival males into submission. Ironically, they are immune to their own calls, so this is more for intimidation.

-Explouds start life as rounded creatures with rabbit-like ears, and their famous voices have only barely started to develop. They increase in size rapidly until they are heavier than most people, living in mountainous or hilly habitats for the most part.

Jab's Notes: "URRAH URRAH URRAH!!!! URRAH URRAH URRAH!!!! URRAH URRAH URRAH!!!! Repeat this to yoursel every 15 seconds for several minutes and you'll have an idea what it's like to fight one of these damn things. One of the "Normals with three evolutions" in the Ruby/Sapphire generation, Whismur/Loudred/Exploud is notorious for using the exact same annoying call CONSTANTLY during fights, all in an attempt to lay the "Confuse" condition on you. This makes every battle last FOREVER, as your confused Pokemon ends up hurting itself repeatedly and taking forever to recover unless you waste turns spending healing stuff on it. I grew to hate these like the Zubats after a point. It's got some neat tricks ("Scrappy" lets it deal damage to Ghost-Type Pokemon; a rarity among Normal-Types), but as a Normal-Type, it's not very gifted type-wise against other Pokemon. In the anime, it got one big episode of focus, detailing how Obedience works- one evolved during a battle with Ash's Pokemon, and immediately stopped listening to its trainer and abandoned its post. The gang had to find it, and Exploud didn't start listening to the trainer until it saw him defending it.

-Overall, I made them PL 10 Dazzlers with PL 9 Confusion effects, but physically they're PL 6 brawlers- big, but hardly devastating.

-Yanma are giant dragonflies common through many forests on Castellia. Like most dragonflies, they are elite hunters, with the greatest flight movements in the world, able to move in all the cardinal directions. Being so large, they can attack much larger prey than most normal insects, including medium-sized dogs, coyotes, foxes and other animals, though they typically hunt rodents, songbirds and other small prey. Some tribes in the wilderness have trained them as pest-control and aide on hunting trips- their accuracy is well-known. They sometimes enter humanoid living centers, which can be troublesome as they will prey on pets and refuse, and their wing-beats are fast enough to generate small shockwaves that can greatly damage property (especially glass windows).

Jab's Notes: Yanma is a pretty typical Bug-Type in the games and anime, but has the unusual note of being a key Pokemon of a major character, as Jessie attains one and regularly uses it in battle. Hers becomes Yanmega pretty quickly. As Pokemon go, it's pretty much just "the regular animal, but bigger & more colorful" but that's fine for early-game types. I made them incredibly accurate but fairly low-tier in terms of damage, making them small predators rather than huge bad-asses with lots of poisons and the like.

-Mudkips are common creatures seen throughout Castellian coastlines. Seemingly harmless, they retain powerful Water Magic, able to fire out damaging sprays. They also have an unusual ability to negate the use of fire anywhere around them- campfires will go out, creatures with Fire Auras will find themselves fizzle, and more- this is actually very damaging to Fire Elementals, most of whom will abandon the vicinity. The effect is automatic and does not get turned off without deliberate effort on the part of the Mudkips. Their fins and crests act as both a mating lure (healthier males have larger creasts) and as a means of blindsight- it has a sensory effect that renders its immediate surroundings visible to the Mudkip even in total darkness.

-Mudkips are fully aquatic, but typically mate and lay eggs on land, and spend much of their time there as well. As such, they rarely leave coastline areas. They are popular among Blue Mages and are sought after familiars, but are hard to catch and to tame, as their water powers are quite potent. Some are known to grow very large, though this is rare- they are barely thought of as the same species, as their cute, cherubic bodies give way to much stronger ones.

You know, even as someone who would ALWAYS pick the Water-Type starter on my playthroughs, I was never really a fan of the Mudkip line, and always thought it was insanely lame compared to the Treecko and Torchic lines, especially with the designs for Swampert and Marshtomp.

While Mudkip is extremely cute and iconic, the rest of the line just always looked odd to me, even tho I grew up primarily with the third and fourth gens. Hell, I always had a lot of difficulty telling at a glance weather it was the second or third form of the line, LOL. They did have a cool typing tho, but since Quagsire already had that typing before them, they just kind of ended up as a lamer version of it for me.

Back in gen 6, with the Omega Ruby and Alpha Sapphire games, as Swampert gained a Mega form, I remember it being used somewhat ocasioanlly in UU-tier games, since it was a Rain Dance sweeper with a great typing that made it immune to Electric attacks, countering one of the downsides of Rain as a weather effect of empowering Electric attacks and increasing the accuracy of Thunder specifically to 100, which made it occupy a very unique niche (I assume that would also make it pretty decent in a Doubles team, specially if partnered with a mon with Drizzle, maybe?). Sadly tho, it was still outclassed as a sweeper by a lot of stuff, since the 4x weakness to Grass was a severe downside to it that could make it go down easily.

...God, I miss the days of gen 6's competitive scene!

-Blaziken are the adult versions of much smaller creatures, all of which appear vaguely fowl-like. Despite their resemblance to chickens, these animals are nowhere near as helpless, and are capable of manipulating magical fire to a great extent. Not only that, but they are extremely capable fighters, being able to use their claws and limbs like a master Monk would, doing far more damage than would normally be expected. These creatures are extremely rare, and are almost never seen thanks to some xenophobic tendencies (they will readily challenge and fight any individual perceived as a threat, regardless of actual challenge), but are highly sought after by those who know of them.

-The source for their magic is unknown- likely proximity to Ley Lines or the Elemental Planes of Fire or Fighting (even a convergence of the two). Blaziken only rarely meet to breed- their mating rituals consist of glorious fights that endanger all nearby as the two throw out massive arcs of flame from their kicks and punches. The winner is immaterial- both must simply earn the respect of the other, resulting in them agreeing to breed. Mated pairs are somewhat common, though they must occasionally brawl to reassert mutual respect.

-This keeps each generation of Blazikens strong and vital, and the young are trained by both parents to fight and control their flames. Blaziken eggs are laid in clutches, with bright orange or yellow "Torchicks" hatching, but their numbers are soon whittled down, as the parents are brutal masters, often insisting their children take on larger and larger adversaries in order to build their strength. Many Torchicks are thus slain by aggressive predators or even human passers-by (a village near a Torchick nest will often resort to hiring Questers to deal with the aggressive children).

Jab's Notes: Blaziken was my choice for the Ruby/Sapphire generation, by virtue of it's amazing awesomeness. I mean, a Super Fire Chicken that also uses Martial Arts to kick ass in the disturbing cockfighting-verse of Pokémon? That is AWESOME. Blaziken was given a major push in the anime immediately, as Ash's big loss in one of the massive Tournament Arcs was against Harrison's Blaziken- a debuting Pokemon at this point, and it defeated Ash's powerful Charizard in solo combat. May, Ash's new female companion, quickly gained a Torchic and evolved it to its maximum level before leaving the series.

-Blaziken here is a notch under the ORGINAL "Starter Pokémon", because I think those guys deserve true legendary status, but PL 9 is no pushover.
