-Firestrike was a professional arsonist working for the Silvermanes, but his father was a legit firefighter- this allowed him to perfect his job and act in secrecy. When his boss wanted access to Mickey Musashi's "Turbo" suit, Firestrike was charged with getting close to Mickey, starting a relationship with her. But what he didn't count on was... falling in love. When she took off the suit in front of him (DAYYYUUMMMMMMM), he found himself having a "Huntsman" moment and refused to kill her, instead turning on his employer and siding with the New Warriors. Sadly, he went into witness protection afterwards (as Joe's father was THE Silvermane, a Maggia top-dog), and therefore apparently never saw Turbo again.
This is a thing that seems to pop up in a lot of Jay Faerber's works. If he had any hand in designing who a hero will be dating, 9 times out of 10 it's going to be a villain, and then 9 times out of 10 the villain will reform for the sake of the hero. This happened in Noble Causes, this happened in his Titans run, and I think this happened in his Dynamo 5 series as well.

-Warbow is literally just "Some Guy With Arrows", and the fact that they might be explosive appears to be conjecture. Humorously, he survives the assault on the Negative Zone Prison 42, yet appears in Siege as one of Norman Osborn's goons attacking Asgard, and he gets cut down in a hail of arrows, joining the dead.

-A one-off villain with a Punny Name, the Neutron Bum is an alcholic hobo who gained powers when a lightning bolt struck him while he was downing beers while sitting on barrels of radioactive waste. When a man refused him five dollars for a cup of coffee, he set off a nuclear explosion, VAPORIZING the man, and then went on a murderous rampage throughout New York City, killing everyone who refused him five dollars. Blasting even Slapstick when he tried to stop him, he created a giant mess with the army, police and various superheroes formulating a plan to try and stop him. And so Slapstick cleverly just bought him the cup of coffee, leading to the man peacefully drinking it... and then he smashed his head in with a giant cartoon hammer. Okay, that's actually pretty clever and dark.

-Neutron Bum has few skills, especially social ones (I mean, he's a MANHATTAN-tier hobo- that city was a MESS until Giuliani had the cops clean it up by busting heads), but his explosions are quite deadly. He's a pretty solid look at what happens when you give a random nobody an Area Attack- if they don't care about innocent bystanders, they can be real nightmares to anyone around them.

-The ape-jawed, hulking, goofy-ass Overkiller is a Punisher knock-off from Slapstick's first issue. Enraged over the X-Men's deaths in Dallas pre-empting the end of an episode of Wheel of Fortune, he engaged in a one-man-war on Mutantkind, tracking one to a mall using a mutant detector. Finding Slapstick there terrorizing some children, he mistakenly assumed that the pliable hero was the mutant, and the two engaged in a destructive battle across the entire mall. Despite Slapstick's insistence that he was not the mutant, when he kissed Overkiller on the nose (in a real "Bugs Bunny" moment), the villain was so worried over "Mutant Cooties" that he became distracted trying to wipe them off, and was easily knocked out. He has never reappeared.

-S.U.R.F. (no, they never explained the acronym) was part of the New Mutants' contribution to Atlantis Attacks!, the Summer-long cross-over storyline that took place during Marvel's Annuals for that year. It was probably the last big Atlantis storyline done in comics, in large part due to Atlantis being kinda boring, with tons of generic, dull villains at the heart of it- Ghaur, Attuma, The Lemurians, The Deviants, etc. all didn't really do anything other Marvel villains didn't already do better, and I think the whole cross-over flopped.

-In any case, S.U.R.F. were part of Liefeld's favourite gimmick- that of "Throwing a bunch of designs out there with no personality and see what sticks". They were a trio of Atlanteans who'd gained mutant powers thanks to atomic testing in the Maritania settlement of Atlanteans, and were thus outcast by Attuma. Angry, they sided with Namorita when she was attacked by some random Deviants, and proposed to put Namor back on the throne. They at first attacked the New Mutants, thinking they were Deviants, but when they were corrected, the two teams defeated a monster summoned by Ghaur. Undertow helped Rictor lead it away, and Eel threw one of Boom-Boom's time-bombs into its mouth, killing it.

-S.U.R.F. actually had one other appearance- in next year's Avengers West Coast Annual, where they tried to rescue some killer whales from human captivity. The West Coasters Hank Pym & Firebird hadn't yet seen Blackfish, so they were all "NO, DON'T DO THAT!" and opposed the kids, proving eventually that they meant the whales no harm. So the teens left, convinced the whales would be safe, but disgusted that they'd be made to perform tricks for food. More and more people would, um, agree with that assessment today.

-In any case, S.U.R.F. didn't stick, and so they completely disappeared from comics, not having appeared since 1990 (!!). This is rather unusual, in that not only did NAMORITA get a regular job since then (joining the New Warriors for a number of years), but NAMOR had his own book for more than fifty issues (which presumably could have used more allied Atlanteans), and they've managed to sprout up a half-dozen "Namor founds his own team of superhuman helpers" squads in the intervening thirty (ugh) years! In all that time, S.U.R.F. has never shown up again. It's likely they just got depowered by the Scarlet Witch or whatever.

Slapstick showcases that one of the most important qualifications for writing a comedy themed book is actually being funny.

Then again, like I mentioned earlier, I actually found a semi-recent (2016?) Slapstick mini-series that had a couple of chuckle moments that were ruined by how mean-spirited the book was. At least the original Slapstick came off as sincere.

-Undertow is the team's unofficial leader-type, and a Water Controller. Which is about the sweetest power EVER for an Atlantean to have (it doesn't even need a Quirk for "Requires Water" on his Blasts- as an Atlantean, he's ALWAYS in Water or he's dead), but it didn't keep this fairly dull-looking character alive as a concept- he's just a skinny blue dude with long blonde hair. He's PL 8 like his buddies- they were roughly equivalent to the New Mutants at the time (near the end of their run as a team, and full-on "Experienced Teen Heroes"). His Tidal Wave is rather epic- a Ranged Burst Area Damage & Knockdown effect. At a higher level, it could be devastating.

Too bad these characters never received a follow-up beyond a guest shot in Avengers West Coast.

-Eel is sort of the team's Mister Fantastic in terms of powers. He kinda just floats around like a bit sheet and grabs people, which is a rather silly-looking ability, but whatever. He's like an aquatic Reed Richards, minus all the useful smart things that Reed can do.

Surf did actually appear last year in the Major X title, it was the typical terrible Liefield book where the title character is a mutant soldier who, from what I rememeber isn't shown using his powers. I honetly can't rememebr if the Surf team that the heroes fought against were the 616 version or not (I can't really get to the issues at the moment to check)

It's funny how you mentioned the Atlantis Attacks storyline faltering because it's getting a 30th anniversary mini-series, I think it's Atlantis VS the current 'All Asian' Agents of Atlas team.
