You are correct. Bound includes Impaired, so the robot is out.

I didn't think Impaired applied to Toughness. That is nasty for something you get from one degree of failure. Perhaps due to the DC being lower than Damaging Effects.

The rules do say "-2 circumstance penalty on checks."

Silver Phoenix will have to move out and away from the Juggernauts to avoid hitting Khan as well, as they are that close to him.

Her Speed 4 makes it easily.

Not that I think we should retcon, but the predominant thoughts on the forums I checked is that Toughness is a Save not a Check. Checks are actively initiated by the player.

"Saves" are called "Resistance Checks" in the SRD. I can't verify in the official manual from my phone, as the PDF is too big.

The SRD also calls Hero Points "Victory Points", doesn't it?

I am saying if the book describes it as a Resistance Check in the Basics chapter, then it's cut and dry.

I just confirmed, the Core Rulebook refers to them as Resistance checks.

Since the book has huge holes in the rules and the occasional contradiction, I think when the language is clear - as it is in this case - it's best to just follow it. If for no other reason, it's easier to remember.
