Catastrophe Academy (Dark Hero High)

Hey, I said NO PEEKING!

No really, there just isn't much here yet, that's all. I'll be adding more as time allows (really!)

This is the much-delayed (and very little anticipated) home for my (still mostly in development) Hero High game setting- Catastrophe Academy.

The basic game/world idea is that this was (mostly) our world, normal old Earth- until about a year ago. Maybe there were a few more cryptids here, a few (low-level) psychic powers there- but still basically normal boring earth.

And then Something happened, Something very bad. Think the MCU, the DCEU, and The Boys dropped into a blender with Hunter S. Thompson. Except that the blender was designed by HR Giger and built by Lovecraft Industries. Now some people have superhuman powers- which is good, because there are THESE THINGS OUT THERE (and maybe more of them coming). So those who do have powers are very much in demand- though they need training and experience (and they need to be studied- oh yes they do).

>In general, most of the people who ended up with powers are teenagers, and while there ARE adults who were empowered, they tend to be weaker in terms of overall Power (though some of them compensate a bit with more extensive training, experience, and resources). Thus the Hero High angle for the setting (and any possible future game or stories).

The Academy System (and the Catastrophe Academy in particular):

Since the Event, a number of nations or other organizations have devoted an enormous amount of resources to studying just what happened, what the long-term consequences are, and whether something similar might happen again. The number of suddenly-empowered individuals, combined with their average age, means that a number of nations or nation-states have decided to develop educational facilities to train these young metahumans- and simultaneously to study and analyze them. To see if they can be cured, of course...

Most of the larger nations have developed some sort of training program. The United States has two government-sponsored 'Academies'- one in Massachusetts and one in Colorado. Conspiracy theory 'experts' have noted that one of these is squarely in HP Lovecraft's Arkham area, and the other is quite near the location of Stephen King's famous Overlook Hotel. simply coincidence, of course...

Russia is believed to have one academy, and China has at least one. India tried to establish one, but... there was a problem. Canada has one academy still in the development stage. The EU has one academy operational and another being organized. England, post-Brexit, has an academy of their own, not connected to the EU system- though they are supposedly sharing research. Neither Africa nor South America has any kind of large-scale organized program, though there are smaller, less-formal schools. At some level, this is a numbers game- at the current time, the best estimate is that there are only about 10000 metahumans of measurable power levels scattered across the entire world.

Some of those who were empowered died during the initial Event. Others were killed, accidentally or on purpose, by their local community (or even their own families), in a panic or in moral or religious outrage. Others died in accidents while trying out their powers. And some of the newly-empowered have committed suicide...

In the United States, the academies are primarily funded, organized, and run by the government- most of the budget comes from the military, though the Department of Education, Health &Human Services, and the Department of Justice all contribute. There is even some corporate funding, though the motives here are less certain...

Each academy is a separate organization. The Massachusetts Academy is referred to in conspiracy circles as "Arkham" or "Catastrophe". The Colorado Academy is "Overlook" or "Nightmare".

>At this point in time, the Colorado Academy has a larger student body (about 100 students, compared to fifty or so in Massachusetts) and a much higher percentage of noncombatants (whether due to power level, power type, or inclination). In a very general (and entirely unofficial) outlook, the Colorado Academy is more geared towards preparing its students for a general life, to integrate the into normal society, the general population- it is hoped that they will be ambassadors and representatives of the powered community, and resources for the country (and for the world). In contrast, the students in Massachusetts are being prepared for direct action against the Adversaries- to find them, to analyze the behavior and their weaknesses, and to actively fight against them.

The Massachusetts students are more likely to be more independent, more confident (And sadly, in many cases, less "well-adjusted"). They are loners, iconoclasts, and in some cases outright delinquents- but also have a number of natural leaders in their ranks. It is believed, among certain elements of the program, that this makes them slightly more resistant to the influences of the Adversaries.

Despite the differences in outlook and in population, both academies provide a traditional education in addition to more practical 'power use' training. The Colorado Academy is much closer socially to a normal high school- extracurricular activities include all kinds of clubs, social groups, and even athletic organizations. There are plans for "normal" activities like dances, Homecoming, and maybe even a prom. The academic environment is also stronger- the sort of place that is geared towards getting its students into good colleges. The Massachusetts Academy is closer to a military school- while there are various clubs and student groups, many of the activities are geared towards more practical results. While there are strong academic resources available, for those students who want them), scholastic achievement is much less of a priority. Among the students, there is already a popular consensus that the Colorado Academy is "the good place" and Massachusetts is "the bad place".

The Massachusetts Academy:
(AKA "Arkham" or "Catastrophe")

The Catastrophe Academy (not its official name, of course) is located in Devens, Massachusetts. Formerly Fort Devens, it was closed in 2007 and converted into a military training center in 2011, and had enough full-time residents and associated businesses that there was a (failed) attempt to incorporate as a town. More recently, it was used as a multi-service military training facility, but also had a full-service medical center and an associated federal prison (for inmates with serious medical needs). These resources were central to the decision to revert the base to full government control after The Incident. Other valuable resources include proximity to Hanscomb and Westover air bases (for transport) and MIT (as well as various DARPA facilities) for research purposes. Staff from McLean Hospital, specialized in adolescent psychology and development, are also available.

Most of the civilian residents and business-owners who were within the central section of the base were "eminent domain"-ed out of the grounds, and a very new, very impressive wall surrounds the new boundaries of the facility. Some of the businesses moved just outside the wall- most of the displaced residents now live in nearby Ayer (or have left the area entirely- many people are, rightly, not comfortable dwelling anywhere near this sort of installation). The wall runs along Jackson Road, Sheridan Road, and roughly north along the western edge of Mirror Lake and the grounds of the Red Tail Golf Course. The former Hilton Garden Inn is just inside the wall, and now mostly used for staff housing- most of the support staff works in 3- or 6-month rotations and have permanent housing elsewhere. The SpringHill Suites is outside the wall and still in operation- family visitors, visiting dignitaries, researchers, functionaries and so on make up most of their clientele (as well as a steady stream of curiosity-seekers).

>Campus resources:
1. Dormitories: Two main dorms (East and West, formerly barracks) house female and male students respectively. A smaller dorm (Central) houses students who fall outside the normal gender binary- including some whose new forms or powers force them outside traditional definitions. Each one of the dorms has a smaller secure section for students whose attitudes or powers make them dangerous or problematic- though these facilities are mostly for short-term housing (ie. punishment)

2. Lockdown: This is a more secure facility, intended for long-term containment. It houses "unbroken" troublemakers, students who powers are not fully controlled, and "other specimens" that cannot be allowed to be uncontained...

3. Administrative buildings: North 1 and North 2 house administrative offices and bureaucratic space. Most of the classrooms (it is a school, after all) are also here.

4. Support buildings: South 1 and South 2 host various support services- two full cafeterias and relevant storage, two libraries, a computer lab, the quartermaster/ campus store, that sort of thing.

5. Medical/ "The Hospital": Formerly the medical prison section. This provides health care, but is also the section where a great deal of testing and research is done. It houses fairly extensive medical facilities and research space, offices for the psychologists and counselors (as well as a number of chaplains of various religions), and some recreational areas (though these are usually used for physical tesing, assessment, and physical therapy- most of the real sports/ exercise is in "The Gymnasium" or outdoors). There are a few secure holding rooms, for those who need medical support or testing as well as containment). There is also a morgue and a crematorium.

6. DARPA Installation (marked as Bristol Myers Squibb on the map): Secured behind its own wall, this is the on-site facility for DARPA. It is referred to on campus as "The Black Box". DARPA is tasked with analyzing, understanding, and trying to predict The Adversaries- and trying to prepare the Academy students, so they can defend against hostile action. They are also responsible for tracking any incursion points- similar to some of the efforts of the human defense in Pacific Rim.

The Colorado Academy:
(AKA "Overlook" or "Nightmare"

The Colorado Academy is located at the former Federal Correctional Complex in Florence, Colorado, which includes the now-decommisioned 'supermax' prison facility. With a larger student body and a higher percentage of low-powered and noncombatant students, security is generally considered a higher priority here. ADX Florence was decommissioned during part of the legislative process which implemented the academy system in the United States. When various groups tried to complain about the 'reassignment' of supermax-worthy inmates, they were told bluntly "We have bigger problems now". Most of the students and resident staff members are typically housed in the former "Florence High" penitentiary facility part of the complex; the ADX Supermax is used as emergency housing when needed, and is intended to house captured Adversaries (or, more accurately, Adversary-infected humans, in hopes of studying or even curing them- actual Adversary entities cannot be safely contained by current means).

The site was originally intended to be the only facility in the country, which was one reason why security was such a pressing concern. It was during the development process that it was decided there should instead be two academy locations (at least initially). On one level, this was "don't put all your eggs in one basket", so that if one facility was compromised, not all of the "assets" would be lost. In addition, early research seemed to indicate that clustering too many powered individuals in one place might facilitate an incursion event- this is believed to be what happened to the facility in India.

The Colorado Academy currently home to about 100 students, and roughly 500 administrators, instructors, and support staff (including security). There are also some research personnel, but not as many as there are in Massachusetts. In this case, the majority of the research projects and staff are in a sister facility about 40 miles away, at the former Cheyenne Mountain facility. Stargate references are generally frowned upon (as in, they are frowned upon by the General who commands that facility).

As noted elsewhere, the Colorado Academy is much closer to a normal School-type environment, though still a rather restrictive boarding school. The student body is, overall, more well-adjusted and better socialized than their Massachusetts counterparts (though there are exceptions, some QUITE noticeable, on both campuses). They are also much more likely to be on good terms with their families or communities. Colorado students are given different study and training options- without it being said aloud, they are being much better prepared to work with and integrate into "Normal" society.

In general, they also tend to be of lower power level and have powers of that are not as suitable for "Direct action". Many Colorado students are comparable to powered adults in terms of raw power (generally PL 4-5 maximum) and quite a few have barely any noticeable power at all (thought they ARE, in fact, metahumans- and some are capable of surprising surges at need). There are about a dozen students with more powerful or useful abilities, who might otherwise have gone to Massachusetts, that were assigned to Colorado instead- in part to act as adjuncts to the mundane security staff. They are typically referred to in official parlance as Prefects (and unofficially known as Lifeguards). They are generally on the older end of the student scale and are (mostly) responsible and level-headed- this is a larger factor in their selection than their raw power (though they also tend towards the higher end of the useful/powerful scale; Prefects are generally PL8 and much more likely to hit their power and defense caps).

-Scribble: Can read and write any language (even dead ones, and ones he does not speak- he "thinks" in English, but what comes off the pen is ancient Sumerian, for example).

House Rules:

1. Base character build is with PL 8/ 120PP. Characters may be built at PL 7/ 135pp- this is where most of the student NPCs are.
2. Adult NPCs may vary widely in terms of points, though few have any actual Powers above PL 4 or so...

3. Each point of PRE gives one free relevant Advantage. I really like this one.

4. The Luck variant house rule (Not sure where it is from originally, but I've seen it around) is in use. Characters may purchase Luck in each of the individual categories that Hero Points normally provide (in addition to the normal "improve roll" Luck, they can buy it for Recovery, Inspiration, and Activation, for instance). Each category can have a maximum of half the character's PL, and all total Luck may not exceed the character's PL.

5. Characters are NOT permitted to purchase Enhanced INT with the "only for skills" Limitation, especially when stacked with Eidetic Memory and/or Jack of All Trades.

6. The Ritualist Advantage is not available, as actual magic is not really a part of the setting. Characters may think of their powers as magical in nature, and even describe them as such in an IC fashion, but this is not truly the case. The Inventor Advantage is available, but is likely to be rather limited, as overall technology has not advanced enough to support truly miraculous inventions. Inventors may 'save' patterns for invented items- this allows them to skip the design phase when replicating a previous product (though they must still spend the normal time to build 'copies'). Each saved pattern costs 1 PP.

4. Full-on telepathy (Mind-Reading, Mind control, and Mental Communication) is VERY rare in this setting. There are empaths and other telepath-adjacent people (Mental senses are fairly common at low-end levels, such as Danger sense and various types of Awareness), but actual 'standard' telepaths Have Problems. For a guideline, the most powerful NPC 'telepath' has Mind-reading 4, limited to surface thoughts (and is not entirely stable). THINGS have some degree of telepathy or mental communication. These two points are connected...

5. The most common power descriptors are Physical Alteration and "wonky physics" (energy control, etc.). There are no known alien species from this reality, and the THINGS from Outside are nothing so simple as traditional Sci-fi "Aliens" (and they exist solely as adversaries). Divine powers or entities are right out- though some people may believe their abilities are of divine origin (with associated Complications). Magic is a grey area- some people may call their powers "magic", but this is more likely "wonky physics" with their powers/will exerting influence on local reality (To-May-toe, To-Mah-Toe). In general, some degree of enhanced durability is so common as to be almost universal among those who exhibit noticeable powers (a higher than expected degree of Stamina, some kind of healing factor, or both). This may be an adaptation to assist in channeling unusual energies...

6> There will be a mechanic for Taint (similar, at some level to the Aberrant setting). The distortion of reality that enables people to have superpowers is not a pure or pleasant force. The more Taint that a person (or place, or non-person being, or even object) accumulates, the more it damages local reality- this can weaken the barrier between our world and THEIRS, or make the area more comfortable for THEM. This is bad. At least initially, the mechanics will not be obvious to players, but there are (mechanically) two types- temporary and permanent. Any character with superpowers gains a Taint complication (typically a short-term bargain offered by the GM), but some powers or attacks may also apply some degree of Taint. (MORE LATER)

School Rules::

At the most basic level, the Massachusetts Academy is a school, despite all of the trappings which have been grafted onto it. For various reasons, it is most comparable to a very strict military boarding school- but it is a school, not a prison.

There are quite a few rules and they tend to be liberally applied- a non-zero number of the support staff have a background in juvenile corrections. Most of the punishments are some form of "Loss of Privileges". Due to the ongoing developments and improvements to the Academy system, some of the rules and punishments are likely to change over time.

>Rules:
-1. There is to be no physical contact between students without express consent. This also applies to use of powers on other students. There is a "Good Samaritan" exception, and other exceptions are made under direct supervision of a qualified staff member- most often as part of training exercises.

-2. No student may enter another student's room without express consent.

-3. "Quiet time" begins at 8PM- at this time students must be in their assigned dormitory, unless officially approved.

-4. Lights out" begins at 11PM- at this time students must be in their assigned rooms, unless officially approved. Most students may also be in the study lounge of their dormitory (unless under access restrictions).

-5. No firearms or 'Powered" weapons may be possessed t any time outside of direct instruction sessions, with a qualified staff member present. "Muscle-powered" weapons are securely stored and must be signed out and returned, but may be used without supervision as part of training, practice, or exercise. (A number of students practice weapon-using martial arts forms, and there is a small archery club).

-6. Social media use is a privilege. All social media posting may be reviewed or removed by appropriate staff members. Certain topics are prohibited, and no posting may include photos or identifying information of another student or academy staff member except with express consent. Cyber-bullying or shaming carries penalties similar to physical bullying.

WHAT HAPPENED:

Depending on who you ask, the ADVERSARIES occupy a parallel dimension, or an alternate universe within the larger multiverse, or a neighboring reality. Honestly, the terms are all-but interchangeable- and all of them, or none, could be true. Unless you are some kind of mega-intellect, you probably wouldn't really understand it, and a basic level of explanation serves well enough to get the point across for most of us stupid primates...

Whatever the case, our layer of reality and THEIR layer are adjacent, and some degree of "Dimensional oscillation" allows them to brush up against one another from time to time. For the most part, that was simply close enough for the two realities to be aware of one another. No one knows how the ADVERSARIES perceive such a conjunction, but for those within our reality, these periods tend to result in periods of unease or conflict. We can sense that something is wrong, but (until fairly recently) we can't tell WHAT is wrong. In many cases, these periods of unrest are fairly localiized and short in duration- a town or city here, a few weeks or months there. Very rarely, a conjunction might affect a larger area or last a bit longer- these incidents tend to be reflected in periods of unrest that are visible in the historical record.

All of that changed in 1908.

Over the course of earlier conjunctions, the ADVERSARIES had become aware of our reality. While the following explanation is merely conjecture, the pieces seem to fit- in June of 1908, someone on their side of the dimensional barrier decided to see if they could actually reach THROUGH the barrier, instead of just observing. For reasons known only to THEM, THEY Chose a very remote location on our world for THEIR test- a mostly uninhabited section of Siberia. Similar to humans sending satellites out into space, the ADVERSARIES attempted to send some sort of probe through the dimensional barrier at a particularly weak spot- and they found that our atmosphere, our reality, was NOT compatible with THEIRS. With particularly explosive results...

Unfortunately, this particular experiment actually created a conduit between the two layers of reality, and there was some measure of leakage on both sides. Elements of THEIR dimension leaked into ours, causing a cloud of "psychic pollution" which wafted across the globe. While it was all-but undetectable, it did influence a number of susceptible minds, including Clark Ashton Smith, HP Lovecraft and others- some of them crafted these subconscious influences into popular writings, and equal (or greater) number of people suffered psychic trauma and insanity. Lovecraft's "The Colour out of Space" seems closest to the mark in terms of the sort of effect that was happening. On the other side, elements from our reality leaked into THEIR dimension, almost certainly causing a similar degree of chaos and damage- but since the ADVERSARIES had opened the rift, they were far more aware of what was actually happening. After a period of observation and analysis, THEY reached the conclusion that our reality was not hospitable (or at least not yet).

Approximately five years later (by earth standards anyway), the ADVERSARIES acted to close the rift that they had opened before it made things any worse in their dimension. This resulted in a similar but slightly less destructive event (See chelyanbinsk meteor), but it had the desired effect- the cloud of psychic pollution that the initial event had released slowly dissipated, but it had spread the seeds of its influence across the globe- influence which festered in susceptible minds for most of a generation...

And perhaps that might have been the end of the matter- with humanity blissfully unaware and the ADVERSARIES moving on to other interests.

But...

Then humans developed nuclear weapons and nuclear power- these energies could also penetrate the barrier between worlds, at least when there was already a weakness to exploit. While previously there had been some degree of oscillation or drift, with the two realities moving closer or further apart, the use of nuclear energy, particularly the detonation of nuclear weapons, served to stitch the two dimensions together, binding them tighter and tighter. Each explosion, each new nuclear plant drew the lines more taut- the conjunctions grew longer and more frequent, the spearations grew shorter. And while humanity was still entirely unaware, the ADVERSARIES did notice. And while they viewed the process as a threat, though they were not sure if it was an intentional act of hostility or simple carelessness.

The Adversaries:

AKA: THOSE THINGS, the invaders

>The beings that are referred to as "The Adversaries", among other terms, are inhabitants of a parallel dimension which is, for lack of a better term, "Closely adjacent" to ours. Throughout the history of our world, the two dimensions were only close enough for 'contact' to occur on rare occasions- these tended to be (purely by coincidence of course) periods of great instability in history.

Much about these beings remains unknown, and they do not seem to view humans as worthy of any kind of social or diplomatic contact- they tend to view us as some sort of atmospheric nuisance, or at best as some sort of wild but edible animals. On the rare instance that there has been any kind of contact at all, they seem to use a sort of telepathy and do not have a spoken or written language- they do not exactly have a hivemind, but they are closer to that than to any normal society or culture.

As inhabitants of a parallel dimension, these entities cannot manifest in a direct physical fashion in our world, at least not now. Their goal, as far as can be determined, is to alter our reality to a degree which will allow them to manifest here, and to allow them to strip our world of whatever resources might be available- this includes people, who are functionally food (although in a more 'energy source' sense than a 'meat' sense).

Under current conditions, they can "interact" with humans (and to a larger sense), with our reality in two different ways- The key difference is whether the target has "Powers" or not. With unpowered humans, the presence of an Adversary can cause a degree of physical (or, more accurately, "psychic" infection), which has effects in common with both radiation poisoning and rabies.

This looks very interesting so far. I like "supers vs. monsters" as a premise a lot. I'd definitely make a character for it.
