Complications:
Weakness (Predictability)- These fighters cannot simply "spam" out the same attack over and over again, as the opponent will expect the attacks, and be ready for them (and a counterattack). The third time they try the same technique (or same combo of techniques) in a short span, they will be at -2 to Accuracy, AND to their Active Defenses in that round. All will decrease by 2 every successive round the same move is done.

-Fallout looks an awful lot like Bane- a muscular guy in a mask and rebreather. He hails from the "Death Zone"- a desolate, radioactive wasteland between Polaria & Scorch. Nobody who enters its borders ever returns, and the Zone has not been active in plantetary politics for generations. Fallout is the quasi-leader, emerging from the Zone when the tournament was started. His stage, set over a toxic pit in the "Toxic Marsh", allows you to tear a hole in the grating beneath you, and your opponent can be dumped in, melting their body and leaving a green-stained skeleton. If he wins the tournament, he simply disappears without a word back into the Death Zone- the people, without anyone to guide them, engage in a "war that rivals the Mega Wars".
-Fallout has a spiky green skull-face gauntlet that lets him fire out tiny Multiattack slime balls, a toxic cloud of some kind (Cloud Area- not a normal thing in Fighting Games), and spin around a bunch. Defeating him nets you the "Toxic Quills", a more standard-issue blast- it's just some green spikes.
