THE BOOGIE-MAN
Role:
Child-Eater, Cowardly Monster
PL 5 (119)
STRENGTH
0 STAMINA 2 AGILITY 0
FIGHTING 7 DEXTERITY 0
INTELLIGENCE -3 AWARENESS -2 PRESENCE -3

Skills:
Athletics 6 (+6)
Intimidation 8 (+5)
Stealth 8 (+8)

Advantages:
All-Out Attack, Fast Grab

Powers:
Senses 2 (Darkvision) [2]
"Claws & Teeth" Strength-Damage +2 (Feats: Split) [3]

Offense:
Unarmed +7 (+0 Damage, DC 15)
Claws & Teeth +7 (+2 Damage, DC 17)
Initiative +0

Defenses:
Dodge +9 (DC 19), Parry +7 (DC 17), Toughness +2, Fortitude +4, Will +2

Complications:
Responsibility (Cowards)- Boogie-Men are often afraid of just about anything- fleeing if anyone comes to help their intended victim, or if they prove to be too powerful.
Responsibility (Greedy)- Boogie-Men can be easily bought off with meaningless trickets, small amounts of coins, or pieces of candy.
Disabled (Poor Daylight Vision)

Total: Abilities: 2 / Skills: 22--11 / Advantages: 2 / Powers: 5 / Defenses: 8 (119)

-The shrimpy, cowardly, one-eyed Boogie-Men are child-eating monsters who prey on the weak and defenseless, hanging out in dingy areas of small towns, hoping to lure in victims. They will capture the young, keep them as pets or playthings for a few days (naturally they DELIGHT in scaring their victims), then kill and eat them. They tend to envy the things humanoids have, even if they are worthless, so their lairs are full of rags, utensils and junk. It's said the poorer Chi-Town slums are INFESTED with Boogie-Men.

-Overall, Boogie-Men are pathetic threats for Rifts Earth- PL 4.5. Really, they're only a threat to their intended targets and baseline Bystanders, so their cowardice is well-earned. It's said that Chi-Town Boogie-Men will wear armor and use Vibro-Blades (despite loving worthless stuff otherwise), which would push them to PL 7, most likely.

Quite the deep cut, there.

"Children have You ever met the Bogeyman before?
No, of course You haven't for
You're much too good, I'm sure;
Don't You be afraid of him if he should visit You,
He's a great big coward, so I'll tell You what to do:
Hush, hush, hush, here comes the Bogeyman,
Don't let him come too close to You,
He'll catch you if he can.
Just pretend that you're a crocodile
And you will find that Bogeyman will run away a mile.
Say "Shoo shoo" and stick him with a pin
Bogeyman will very nearly jump out of his skin
Say "buzz buzz" just like the wasps that sting
Bogeyman will think you are an elephant with wings!"

-- "Hush Hush Here Comes The Bogeyman", by Henry Hall and His Orchestra. (1932)

I can see Boogie Men in Nightspawn (never Bane) or Beyond the Supernatural, but in Rifts they just seem a tad... pathetic.

Complications:
Disabled (Animal)- Beast Dragons cannot use their paws to easily manipulate objects.
Power Loss (Attacks & Powers)- Beast Dragons' heads are more vulnerable than their bodies- slaying each head one at a time will drop the accuracy of moves by a bit..

Total: Abilities: 47 / Skills: 32--16 / Advantages: 11 / Powers: 92 / Defenses: 24 (190)

-The Beast Dragon here looks more like what most people think of when they see a Chimera, albeit with the lion, antelope (not goat) & dragon's head all being on long necks on a draconine body. They're not true dragons, but look similar- it's suggested that either the Elves or Dwarves conjured the monsters into Palladium World during their great war. They are extremely aggressive and ill-tempered beasts, and will adopt an area and never leave unless it's destroyed or they're forcibly captured or killed. Like most Kevin Creatures, they LOVE torture and enjoy tormenting those smaller than themselves. Currently none are known on Rifts Earth, but some were seen during the old Federation of Magic/Chi-Town War.

-Like most multi-headed or multi-limbed creatures in Palladium games, Beast Dragons are AMAZING fighters, sporting an absurd nine attacks (literal God-tier), albeit with the standard natural weapons of most beasts. This is because each head reacts separatedly and has its own attack.

The comment on the heads also reminded me many of the big robots have multiple gunners so all the weapons get to act in a combat round (much like multiple heads here)

Disabled (Animal)- Cats cannot speak to humans, nor use their paws to easily manipulate objects.

Total: Abilities: 44 / Skills: 32--16 / Advantages: 13 / Powers: 31 / Defenses: 19 (119)

-For whatever reason, Palladium's Chimera looks COMPLETELY DIFFERENT from every other version ever- it's a lion with goat legs and a crocodile's tail. On Rifts Earth, they're found from Africa through to East Asia. It's pretty bare-bones, and is PL 10- good for a superhero campaign, but low-level on Rifts Earth.

Disabled (Animal)- Devil Diggers cannot speak to humans, nor use their paws to easily manipulate objects.

Total: Abilities: 32 / Skills: 18--9 / Advantages: 3 / Powers: 6 / Defenses: 13 (63)

-Devil Diggers look like a random mish-mash of creatures- like ALF mixed with a hyena and a sloth. They live in abandoned ruins and subterranean dwellings, and are territorial beasts, and Because Palladium, will fight to the death. They have a remarkable six attacks, but they're weaksauce S.D.C. fighters so are still low-level for this setting.

DRAKIN- THE LUCK BIRD
Role:
Defenders of Good, Lucky Birds, Moralistic Creatures
PL 10 (95)
STRENGTH

FIGHTING 9 DEXTERITY 0
INTELLIGENCE -1 AWARENESS 0 PRESENCE 3

Skills:
Intimidation 2 (+5)

Advantages:
Interpose, Improved Defenses, Tracking, Uncanny Dodge

Powers:
"Animal Senses" Senses 14 (Low-Light Vision, Extended Vision 2, Vision Counters Concealment, Extended Hearing, Evil Awareness- Ranged & Radius, Magic Awareness- Ranged & Radius) [14]
Flight 4 (30 mph) (Flaws: Winged) [4]
"Claws" Strength-Damage +4 [4]

Offense:
Unarmed +9 (+5 Damage, DC 20)
Initiative +3

Defenses:
Dodge +11 (DC 21), Parry +11 (DC 21), Toughness +8, Fortitude +8, Will +4

Complications:
Disabled (Animal)- Drakin cannot speak to humans (but can understand them), nor use their paws to easily manipulate objects.

Total: Abilities: 50 / Skills: 10--5 / Advantages: 4 / Powers: 22 / Defenses: 14 (95)

-Drakin are bird-like creatures with bat wings and no feathers. They have gained a quick appreciation for humanoids, and many tell stories of being saved from a predator by a friendly Drakin. However, they are extremely moralistic- they will join great quests against evil, but will disdain anyone who lies, and will not allow anything to be killed unless for food. They're PL 7 on offense and PL 9.5 on defense, having Automatic Dodge and good bonuses.

Now wait a minute. Does the Rifts system even allow nonlethal pummeling of evil? Because otherwise these birds are crazy.

It's an obscure section of the Hand-to-Hand Combat rules, but yes, you can declare that you want to Pull (your) Punch, doing half-damage, quarter damage or even just one or zero damage. It even specifies that you can do it with weapons ("flat of the blade", etc.) I don't recall right now if it specifies, but I would say that you can do this with MD melee weapons against an MDC opponent, but not an MD melee weapon against an SDC opponent.

Yeah its one of Kevins stupider additions to the system the ""realism element"" this is shown by what to me is one of the most ridiculous stories where kevin relates a tale where he shows in great detail one of my major DO NOTS as a GM/DM/Storyteller

which is namely do not force rolls for a scenario which can easily be handled ""off camera""

in the story his PCs capture a security guard and interrogate him then decide to pull the ole hollywood ko them by bopping them on the head. Kevin of course makes them roll to this and demand a nature 20 to ko the guard whose restrained, So natureally the PCs end up nearly beating the poor guard to near death because the GM got anal retentive about action tropes

-A "Different Kind of Horse" creature, Dragondactyls are like Pegasi with bat-wings, clawed feet and serpentine tails, looking like ideal mounts for evil wizards or something. The book indicates they were actually prized mounts of Elven Wizards, but are now super-rare. The art here uses a picture of a Coalition Dead Boy vaporizing a Dragondactyl's foot, causing the bucking of its Sowka rider, while two others, also mounted on Dragondactyls, watch. A very "Wild shit happens in Rifts" page. Females do most of the hunting, while males protect the territory- a bit like lions.

-Dragondactyls are actually very good fighters, hitting PL 9 or so in most ways. Males can breathe fire- a +11 Damage attack!

If that's the case, I'd probably give the females a "hunting template" to balance them out a bit: AGI and AWE boosts for better stealth, initiative and senses, Tracking, maybe even a little dimorphism making the females larger.

yeah thats what i did for them. Males are smaller faster breath fire

females are larger stronger and more brutal in a fight and also the alphas of the packs with the males following an alpha female with a couple beta females as her attendants so to speak basically reverse lion pride

If only the book actually bothered to make independent statlines, lol.
